Repair/Renovation of Building 1701, Fort Leonard Wood, MO
1.) During the site visit held on 6-30-17 we identified an iLON supervisory controller located in the SCP
(Supervisory Control Panel) in bay 3. Will the existing iLON supervisory controller be re-used or tuned into the government after demolition?
Answer: The existing iLON in the SCP both belong to Honeywell and will be used in the future. Before any control work is started; a meeting shall be held with Honeywell and the General Contractor’s
Electrical Contractor & Contractors’ Controls Contractor to discuss Honeywell’s controls. Desire that power not be disconnected to the SCP. See REVISED Sheets: Revised, 8107_m3 and Revised, 8107_Mi9 for Honeywell contact information.
2.) During the site visit held on 6-30-17 we identified a DDC control panel located in bay 3. Inside the panel there was a Distech controller monitoring operations of AHU’s A, B, C, D, and E. Will the existing
Distech controller be re-used or turned into the government after demolition?
Answer: The existing DDC control panel and Distech controller belongs to Honeywell. The existing iLON in the SCP both belong to Honeywell and will be used in the future. Before any control work is started; a meeting shall be held with Honeywell and the General Contractor’s Electrical Contractor & Contractors’

See REVISED Sheets: Revised, 8107_m3 and Revised, 8107_Mi9 for Honeywell contact information.
3.) During the site visit held on 6-30-17 we identified a 5 Distech DDC thermostats and remote sensors. Currently each thermostat and sensor is used for controlling their respective AHU’s (A, B, C, D, and E). Will the existing DDC thermostats and remote sensors be re-used or turned into DPW after demolition? Can the existing conduit and wiring be re-used?
Answer: The existing 5 Distech DDC thermostats shall be part of demolition because they belong to the
Government. The existing remote sensors belong to Honeywell and will be used in the future. Revised, 8107_m3 and Revised, 8107_Mi9 for Honeywell contact information. Before construction disconnect the existing Honeywell remote sensors. After construction reconnect the existing Honeywell remote sensors. The existing conduit and wiring may be re-used.
4.) During the site visit held on 6-30-17 we identified 5 Honeywell economizer controllers mounted on their respective AHU’s (A, B, C, D, and E). These controllers are equipped with a mixed air sensor and outdoor air enthalpy sensor which are wired to the economizer controller. This controller is also controlling the minimum position and economizer operation of the AHU’s (A, B, C, D, and E). Will the existing Honeywell economizer controller be re-used or turned into DPW after demolition?
Answer: The existing AHU’s (A, B, C, D, and E) economizer controllers shall be part of demolition because they belong to the Government. Revised, 8107_m3 and Revised, 8107_Mi9 for Honeywell contact information.
5.) During the site visit held on 6-30-17 we identified that each existing AHU (A, B, C, D, and E) has a
Honeywell economizer actuator mounted on the outside air damper shaft which is connected to the return air damper shaft via linkage. Will the existing Honeywell economizer damper actuator be re-used or turned into the government after demolition?
Answer: The existing AHU (A, B, C, D, and E) economizer damper actuator belongs to the Government and may be re-used in the new controls.
6.) Contract drawing MI6 of 12, Fan Coil Unit sequence of operations, and contract drawing MI7 of 12, Fan Coil Unit point schedule, does not state or show that the Fan Coil units are to shut down if the emergency shutdown button is engaged. Would the government like to have these units shutdown when the emergency shutdown button is engaged?
Answer: No; the fan coil units do not need to shut down when the emergency shutdown button is engaged because per the FLW Fire Dept the units do not intake/exhaust air to the outside or the building. Note: All the exhaust fans, all the Bays AHUs and the Make-Up Air Unit in the building shall shut down when the emergency shutdown button is engaged. Add Emergency Button to Sheet MI8 schematic.
7.) Contract drawing MI6 of 12 shows a DDC controller with an LDP (Local Display Panel). If a smart communicating thermostat is used, will the integral display on the front of the thermostat be considered as the LDP or will a separate LDP be required?
Answer: For the Fan Coil Units in the north area of the building a smart communicating thermostat with an integral display on the front of the thermostat is acceptable. The DDC Control Panel with an LDP connecting all the controls will be located in the separate mechanical room on north side of the building.
See Revised Sheets MI6 and MI9.
8.) If the contractor determines that a DDC controller will be required to operate the Fan Coil Units can the DDC control panel be mounted above the drop ceiling?
Answer: No, not above the drop ceiling , provide smart stat for each fan coil unit 60 inches above finished floor in space.
9.) Contract drawing MI7 of 12’s point schedule shows a line item named Off/Auto (Unit Off/Auto
Switch). This point is also identified as a BI (Binary Input). Is it the governments intent to have hard wired Off/Auto selector switches located in the space? If so, where are the switches to be located?
Answer: no hard wired switches, revised 8107_mi7, Run Fan Coil Units in auto based on schedule.
10.) Contract drawing MI6 of 12’s sequence of operations, item D, zone humidity control mentions modulating the heating and cooling valves to maintain zone humidity. Was it the government’s intent to utilize this sequence for dehumidification or humidification? Will the dehumidification/humidification have priority over zone temperature control or will zone temperature control have priority over dehumidification/humidification?
Answer: Government’s intent to utilize this sequence for dehumidification. The dehumidification/humidification shall have priority over zone temperature control.
11.) Contract drawing MI7 of 12’s exhaust fan detail and sequence states that the exhaust fan shall run subject to the manufacturer’s safeties. Would the government like to have the exhaust fans shutdown if the emergency shutdown button is engaged?
Answer: Yes. Any of the required emergency shutdown buttons (one in each bay at north entrance door) shall shut down all exhaust fans, AHUs and Make-Up Air Unit. See Revised Sheet Revised, 8107_Mi7.
12.) Contract drawing MI7 of 12’s unit heater sequence states that the unit shall run subject to the manufacturer’s safeties. Would the government like to have the unit heaters shutdown if the emergency shutdown button is engaged?
Answer: No.
13.) Contract drawing MI8 of 12’s unit diagram only shows SF-SS being monitored by the DDC controller, however, under the proofs and safeties portion of the point schedule a line item is showing the DDC controller also monitoring the SF-S (Supply Fan Status). Would the government like to monitor the supply fan status as indicated on the points schedule?
Answer: Yes, the government desires to monitor the supply fan status as indicated on the points schedule.
14.) Contract drawing MI9 of 12’s sequence of operation states that the emergency shutdown button is the only safety that will shut down the unit. However, the unit detail and point schedule indicates there is to be a HTG-DA-T-LL installed. What will be the purpose of this safety?
Answer: The HTG-DA-T-LL will also be a safety that will shut down the AHU to protect the coil from freezing. See revised MI9. Unit detail and point schedule is correct.
15.) Contract drawing MI9 of 12’s fan coil unit diagram shows 1 damper actuator controlling the outside air damper and 1 damper actuator controlling the return air damper. Is the government’s intent to have 2 separate actuators installed or re-use the existing linkage that is already in place?
Answer: MI9 of 12 is the AHU diagram. See Revised MI9 of 12. Please re-use the existing AHU linkage that is already in place to control the outside air damper and the return air damper.
16.) Contract drawing MI9 of 12’s fan coil unit diagram shows a dashed line going to the outside and return air damper actuators, marked with OA-D-2P. This nomenclature is common to a 2-position command (Open/Closed), however, the sequence of operation states that the outside and return air dampers are to modulate to maintain zone temperature at the occupant adjustable set point. Would the government like 2 position (Open/Closed) damper actuators installed or modulating damper actuators installed? If 2 position damper actuators are installed how would the government like them to operate?
Answer: Reuse the existing damper actuator to modulate to maintain zone temperature at the occupant adjustable set point. See Revised, 8107_Mi9 of 12
17.) Contract drawing MI9 of 12’s fan coil unit sequence of operation states that when there is a 2nd stage call for heat the DDC hardware shall modulate the hot water valve to maintain zone temperature at the configured set point, however, the point schedule on contract drawing MI10 of 12 shows the heating valve being commanded via a BO (Binary Output). Under the heading setting (with units) the hot water valve is identified as being open/closed, would the government like 2 position
(Open/Closed) valve actuators installed or modulating valve actuators installed?
Answer: Request modulating hot water valve actuators installed. See Revised, 8107_Mi10 of 12.
18.) Contract drawing MI9 of 12 shows a DDC controller with an LDP (Local Display Panel).
See Revised, 8107_Mi6 and Revised, 8107_Mi9.
19.) If the contractor determines that a DDC controller will be required to operate AHU’s A, B, C, D, and E, where would the government like the control panels mounted?
Answer: For the Fan Coil Units in the north area of the building a smart communicating thermostat with an integral display on the front of the thermostat is acceptable. The DDC Control Panel with an LDP connecting all the controls will be located in the separate mechanical room on north side of the building.
See Revised, 8107_Mi6 and Revised, 8107_Mi9.
20.) Contract drawing MI9 of 12’s note 5 on the bottom of the page indicates that there should be a
HC-T strap-on type sensor used to generate heat/cool signals to all FCU controllers, however, this sensor is not mentioned anywhere else on the contract documents. Will the government clarify where this sensor is to be used and how many of these sensors will be required?
Answer: Note 5 on sheets MI6 and MI9 has been deleted. See Revised, 8107_Mi6 and Revised, 8107_Mi9.
21.) Contract drawing MI10 of 12’s point schedule shows a line item named Off/Auto (Unit Off/Auto
Switch). This point is also identified as a BI (Binary Input). Is it the governments intent to have hard wired Off/Auto selector switches located in the space? If so, where are the switches to be located?
Answer: Auto control by scheduler. See answer to Number 9 above. It is not the Governments’ intent to have Off/Auto selector switches located in the space. No hard wired switches, revised 8107_mi7 and
Revised, 8107_Mi10, Run Fan Coil Units in auto based on schedule. Provide smart stat for each fan coil unit 60 inches above finished floor in space.
