Public Works Engineering Work Order No: EE‐20008‐5J] Repair, Rehabilitation & Construction (RRC) Project Title: Repair Reconstruct Hangar Access/Munns Corners
Intersection
General: This Statement of Work (SOW) contains requirements applicable to this task order. This SOW presents an overview of Government requirements. The SOW describes definable features of work that the Government deems necessary to complete the project. The Contractor shall not consider the definable features of work to be inclusive of all requirements or tasks necessary that would result in a complete and useable project for acceptance by the Government. However, it is the Contractor’s responsibility to provide a complete and usable project acceptable to the Government.
1.1 Project Purpose and Description: The purpose of this project to complete the reconstruction and realignment of the intersection of Hangar Access (FOB Shank) Road and Munns Corners.
The existing intersection fails to maintain safe and efficient flow of traffic. Increased traffic loads require reconstruction and realignment of the intersection to improve traffic flow, and pedestrian and vehicle safety.

1.3 Government Design Plans
1.3.1 Government furnished engineering design plans, specifications, and related documents were prepared under separate contract to be 100% engineered construction plans.
Government design documents present anticipated existing conditions, proposed conditions, conditions that might affect construction of the project, typical details, and/or other related information. Not all definable features of work are defined herein that may be

Similarly, project requirements stated herein, may not be graphically presented in the Government design documents. Therefore, it is the contractor’s responsibility to ensure that all project requirements, presented in the Government furnished design documents and the written text of this statement of work are coordinated and completed. Government design documents are intended to be used concurrently with the written RTOP statement of work; not independently.
1.3.2 Contractors shall consider the Government concept plans as 100% engineered construction plans suitable for construction of the project.
1.3.3 Contractors are further referred to FAR Clause 52.236‐3 – Site Investigation and Conditions Affecting the Work and FAR Clause 52.236‐21 – Specifications and Drawings for Construction referenced in the Contractor’s contract.
1.4 Existing Site Conditions
1.4.1 Site Location is as shown on the drawings.
1.4.2 Site Description: Munns Corners Road is a two‐lane bi‐directional asphalt paved roadway.
Hanger Access Drive (FOB Shank Road) is also a two‐lane bi‐directional asphalt paved roadway that forms a “T” intersection with Munns Corners Road. The intersection is controlled with a traffic signal. The south bound approach to the intersection provides for a protected left turn and a right turn. East bound approach to the intersection provides a protected left turn and straight through. Underground utilities, water, sewer, gas, electrical, and communications, are located on the both sides of Munns Corners and Hangar Assess Drive (FOB Sank Road).
1.5 Existing Utilities
1.5.1 The Government design plans show the location of existing utilities. Unless specifically stated otherwise, the exact location and precise depth/elevation of underground utilities are unknown. The Contractor, as limited herein, can rely upon the general location of existing utilities shown on the Government design plans. The specified depth/elevation of a utility shall be approximate and subject to changes in depth/elevation of ±1 foot. When not specified the depth/elevation from existing grade shall be subject to changes in depth/elevation in the table below. The horizontal locations of all utilities, unless specified otherwise, are accurate to ±5 feet on each side of the edge of the utility (i.e., outside edge of a duct bank or pipe). The general limits of vertical location are defined in Table 1.

1.6 Project Lay Down, Contractor Parking, Equipment/Materials Staging/Parking Areas.
1.6.1 Lay Down Area: The contractor laydown area will be located as shown on the government concept plans.
1.6.2 Contractor Parking Area: The contractor parking area is co‐located with the project lay down area.
1.7 Wage Rates.
1.7.1 The Davis Bacon Act wage determination in effect is NY 9– Heavy and Highway, dated 10 February 2017.
1.8 Government Furnished Property.
1.8.1 No additional GFP will be provided.
1.9 Liquidated Damages.
1.9.1 Liquidated damages in the amount of $213.54 per calendar day.
1.10 Performance and/or Payment Bonds.
1.10.1 Performance and/or Payment Bonds ‐ Submit bonds in accordance with FAR 28.102.
Performance and payment bonds shall be required for 100% of the task order amount.
Bonds shall be delivered to the Contracting Officer within 10 calendar days after issuance of the task order.

2 DEFINABLE FEATURES OF WORK (DFOW): This section presents definable features of work (DFOW) to successfully complete the project. These definable features of work are not inclusive of all requirements necessary that would result in a complete and useable project for acceptance by the Government. When specified below, PW Engineering Work Statements (PEWSs) supplement the definable features of work and Government furnished design documents. PWES are in the appendices to this statement of work.
2.1 General Requirements
General requirements shall be provided in accordance with PEWS 001 – General Requirements.
The Contractor is required to provide a draft DD Form 1354, Transfer and Acceptance of DoD Real Property for this task order.
Preconstruction, construction, and post construction submittals shall be provided in accordance with the submittal register contained in the project specifications book.
2.2 Stormwater Management: Provide storm water management in accordance with the Government furnished design documents. The contractor is responsible for all inspection, testing, and maintenance/repair of stormwater management practices through the duration of the construction and until final acceptance of the project by the government.
2.2.1 Notice of Termination (NOT): The contractor shall prepare the Notice of Termination (NOT). The NOT will be submitted to PW Engineering’s Project Manager within 2‐business days of the final SWPPP inspection documenting site stabilization has been achieved. The NOT will be submitted to the State by Fort Drum’s Stormwater Management Program.
2.2.2 Stormwater Plan Amendments: The contractor shall be responsible to amend stormwater management documents when:
2.2.2.1 Contractor’s operations at the construction site are not in compliance with NYSDEC requirements and when these non‐compliant operations cannot be modified, altered, or corrected to maintain compliance with stormwater management regulations and project requirements.
2.2.2.2 Contractor requested and the Government approved the contractor’s requested change(s) in design plans that material alter stormwater management practices as defined in the Government provided design documents.
2.3 Maintenance & Protection of Traffic: The contractor is responsible for implementing maintenance and protection of traffic (MTP) for the construction project to include ingress and egress of construction and employee vehicles from/to the project work areas. MPT plans, if presented, in the Government design documents shall be the minimum accepted level of MTP.
When a government furnished MTP is not included in the design documents, the contractor shall implement MTP that is at a level generally consider acceptable under construction industry standards and shall be in accordance the Manual for Uniform Traffic Control Devices (MUTCDs) and the NYSDOT supplement.

Closure of Munns Corners Road will not be permitted. Munns Corners Road is the only primary access road to Wheeler Sac Army Airfield (WSAAF). Closure of Hangar Access Road will be allowed provided work on Munns Corners Road is completed to allow detouring of traffic.
2.8 Clearing and Grubbing: Clearing and Grubbing shall be provided in accordance with PWES 002
– Clearing and Grubbing.
2.9 Demolition: Complete demolition of existing traffic signal, electrical, roadway, and other existing site features as shown on the design plans. The instrument survey that was completed for the design did not locate all traffic signal features (i.e., they were not visible at the surface).
The government has included the in this statement of work the government concept plans associated with the Munns Corners/Hangar Access Road Intersection Improvement project (EE‐ 00026‐0J) that shows the general location and layout of the traffic signal as well as recently completed roadway pavement improvement cross sections.
2.10 Roadway Reconstruction: The contractor shall complete construction of the roadway realignment in accordance with the government provided construction documents listed in the appendices part below.
2.11 Parking Lot Construction: All work and costs associated with the construction of the parking lot shall be an add alternate to the base contract requirement. If the parking lot construction is awarded, the contractor shall complete construction of the parking lot in accordance with the government provided construction documents listed in the appendices part below.
2.12 Site Restoration: Complete site restoration in accordance with the government provided construction documents listed in the appendices part below.
2.12.1 The contractor shall confine all work within the proposed limits of construction as shown on the Government design plans. Any work beyond the limits of construction, by the contractor or subcontractor at any tier, will be restored to conditions equal to or better than existing prior to being affected at no additional expense to the government and shall not be a grounds for a claim to extend the project completion date.
2.13 As‐built Records: As‐built record drawings shall be based an instrument survey conducted by a licensed Land Surveyor. Prepare as‐built record drawings in accordance with PEWS 015 – As‐ built Record Drawings and the project specifications.
