Scope of Work
The project includes the design and construction of three (3) intersections, with associated road realignment, and one (1) parking lot. Two of the intersections are located in the Old Post area of
Fort Drum – one at Tigris River Valley Road/Ontario Avenue and the other at Tigris River Valley
Road/Nash Boulevard. The third intersection is located at Munns Corners Road and FOB Shank
Road (formerly Hangar Access Drive). The parking lot is also on Munns Corners Road, immediately east of the FOB Shank Road intersection.

Field Investigation
Field investigation consisting of visual observations of the misaligned intersection at Nash Blvd.
and Tigris River Valley Rd. and Officer’s Loop. This intersection has vertical overhead utilities and comms. with underground gas and water supply. The site contains a parking lot and an existing structure currently being utilized for enlisted activities.
The Tigris River Valley Rd. and Ontario Ave. intersection utilizes overhead horizontal arms for signal control. These arms will have to be extended for the addition of extra lanes and lighting units. The vertical poles and underground utilities will have to be relocated to a safe distance from the proposed curb.
Munns Corner intersection is currently a stop-controlled intersection utilizing a horizontal, pole mounted wire single unit. The proposed realignment of the intersection from a nighty degree to a straight through drive via a swing-out lane will be in close proximity to an existing culturally sensitive area to the south. This area is also located to the west of a parking lot to be constructed across from the Headquarters Building to the east of the intersection.
Environmental Report
Environmental issues include the management of stormwater in and around the proposed roundabout at Nash Blvd. and Tigris River Valley Rd. The design objective is to allow stormwater to infiltrate the surface rather than channel of site. A storm drain is currently located on the northwest corner of the intersection. The existing stormwater drainage directions will remain in place.
Munns Corner parking lot will add positive impervious areas to the drainage plan. The Plainfield sands soil type will accommodate the sheet flow drainage from the impervious parking lot surface adequately.
Site Work Improvements
Civil design features to be used for the site improvements are described below.
General Site Features/Layout
Intersection #1 – Tigris River Valley Road & Ontario Avenue:
Future improvements include adding an overpass over Route 26 south of Nash Blvd. which will allow personnel to access both parts of the base (Cantonment/Wheeler Sack Airfield) without having to go through security. Creating this major thoroughfare within the base will lead to

BESDB Project No. 16003 increased traffic and the need for additional lanes and queueing lengths provided at each cross street.
Tigris River Valley Road currently has one lane in each direction on the southern side of the
Ontario Avenue intersection. Improvements to this area include adding a protected left turn only lane, dedicating a straight through lane, and adding a straight/right turn lane. Road lane widths will be 12’ with 5’ wide paved shoulders. The proposed pavement section for the widening will consist of 1-1/2” Top Course, 2-1/2” Binder Course, 6” Base Course, 12” NYSDOT Type 2 stone, and geotextile separation fabric. The design vehicle for this road widening is a WB-40 intermediate semi-trailer.
Southbound on Tigris River Valley Road, approaching Ontario Avenue, is a straight/left turn lane and a dedicated right turn lane. In order to align the southbound and northbound traffic lanes on
Tigris River Valley Road, the straight/left turn lane will become a dedicated left turn only lane, eliminating potential confusion within the intersection. The existing southbound right turn only lane will become a straight/right turn lane. The pavement section on Tigris River Valley Road on the north side of the intersection will not be disturbed. New pavement markings with a striped island and signs will delineate the new left turn only lane.
In the southwest quadrant of this intersection, a design is underway by a different team for the
AAFES Shoppette. Passenger vehicles would be accessing the Shoppette via the north entrance drive along Tigris River Valley Road while trucks and delivery vehicles would be utilizing one further south. Having the truck access located further from the intersection and dedicated traffic lanes will result in safer turning movements in and out of the site. These two proposed access drives will be installed as part of the Tigris River Valley Road widening project. The existing fence along the west side of Tigris River Valley Road will be removed allowing for the access drive construction and the grading of drainage swales for both projects.
Proposed lane taper lengths have been designed in accordance with the latest version of the
AASHTO “Green Book” for speed limits of 40 mph or less. All proposed pavement markings and signage at this intersection comply with current NYSDOT standards and the latest version of the
MUTCD.
The existing traffic signal poles will require relocation on the south side of the intersection. They will be moved outside the proposed pavement and the entire signal will be re-configured/upgraded in order to accommodate the added lanes and turning movements. Components of the signal will be re-used wherever possible (signal lights, poles, wiring, etc.).

Intersection #2– Tigris River Valley Road, Officers Loop Drive & Nash Boulevard:
Tigris River Valley Road and Officers Loop Drive intersect Nash Boulevard 170 feet apart from one another. In order to bring all three roads together at a centralized point without a traffic signal or required stop, a roundabout is proposed in this area of the Base.
Tigris River Valley Road tees into Nash Boulevard; however, Officers Loop Drive intersects Nash
Boulevard at a 56 degree angle further to the west. In order to align Officers Loop Drive with the proposed roundabout, 425 feet of its existing pavement section will be removed. The existing building across from the Tigris River Valley Road tee on Nash Boulevard is also being removed to allow for the improvements. The building demolition shall be done in accordance with
Specification Section 01 74 19. Contractor shall submit a Waste Management Plan prior to start of building removal.
The proposed 70’ radius for the roundabout accommodates the WB-40 intermediate semi-trailer design vehicle, as well as the 38’ long aerial fire truck used on Base. A single 18’ wide lane with
5’ wide paved shoulder is proposed as existing traffic volumes do not warrant double lanes or slip lanes. A 12’ wide concrete apron with mountable concrete curb is proposed on the interior edge of the travel lane. Each road approaches the roundabout at a slight offset to the left. For smaller inscribed circle diameters, such as this one, it is beneficial to enter with a left offset to enhance the entry curvature. Forcing the user to make more of a turning motion as they enter also leads them to reduce their speed.
The proposed pavement section for the roundabout and all associated road improvements will consist of 1-1/2” Top Course, 2-1/2” Binder Course, 6” Base Course, 12” NYSDOT Type 2 stone, and geotextile separation fabric. The re-aligning of Officers Loop Drive to the roundabout location requires the installation of 220 feet of new road section in addition to the roundabout pavement.
New 5’ wide concrete sidewalk is proposed in the northeast and northwest quadrants of the roundabout. Sidewalk will be extended north along the west side of Tigris River Valley Road providing a connection to the improvements being installed in the 400 Area on Lewis Avenue.
Proposed sidewalk will also tie into the existing walk along the north side of Nash Boulevard.
Raised concrete splitter islands with mountable curb are proposed at each approach to the roundabout. The island on Tigris River Valley Road will have a crosswalk at grade.
All proposed pavement markings and signage will comply with current NYSDOT standards and the latest version of the MUTCD.
Intersection #3 – Munns Corners Road & Fob Shank Road:
The “T” intersection of Munns Corners Road and Fob Shank Road, in the Wheeler Sack Airfield area of the Base, is currently controlled by a traffic signal light. This signal light will be removed

BESDB Project No. 16003 and a stop sign will serve as the control for westbound traffic on Munns Corners Road. A 1,025’ length of Munns Corners Road pavement section will also be removed allowing for the improvements. The proposed design will create a long sweeping curve connecting Munns Corner
Rd from the west to Fob Shank Rd. This design, with a large radius sweeping curve, will enable the free flow of traffic north and southbound between Munns Corners Road and Fob Shank Road.
Work is currently being performed on Fob Shank Road, adding a left turn only lane onto Munns
Corners Road. This new traffic pattern will be incorporated into the intersection design.
The proposed pavement section for the intersection will consist of 1-1/2” Top Course, 2-1/2”
Binder Course, 6” Base Course, 12” NYSDOT Type 2 stone, and geotextile separation fabric. All proposed lane widths will be 12’ with 5’ paved shoulders. The northeast/southwest alignment of
Munns Corners Road will be altered by rotating the road 10º southeast from a point 780’ south of the intersection. In order to accommodate the left turn only lane on Fob Shank Road, the through lanes of traffic on Munns Corners and Fob Shank will be separated by means of cross hatched island pavement markings and signage. At its widest point, this separation of lanes results in a
48’ road width within the intersection, not including the paved shoulder.
Choosing a design radius is dependent on the proposed cross slope and design speed limit in accordance with AASHTO Minimum Radii for Low-Speed Urban Streets (from “A Policy on
Geometric Design of Highways and Streets”). A 2.0% cross slope was desired for ease of transition through the intersection. A 25 mph speed limit was warranted in order to reduce the overall radius to 170’ and keep the addition of pavement to a minimum.
The existing speed limit within the project area is 35 mph. Signage will be installed on all approaches to the intersection reducing the speed and notifying users of upcoming curve.
Pavement markings and signage will comply with current NYSDOT standards and the latest version of the MUTCD.
Parking Lot – Munns Corners Road:
A parking area is proposed on Munns Corners Road directly across from and serving the 10th
Combat Aviation Brigade Headquarters. The parking lot pavement section will be 1-1/2” Top
Course, 2-1/2” Binder Course, 12” NYSDOT Type 2 stone, and geotextile separation fabric. A 5’ wide concrete sidewalk will be located along the entire north side of the lot. An 8’ wide concrete sidewalk, with crosswalk and handicap ramps, will connect the parking area to Headquarters across the road. Additional 8’ sidewalk is proposed on the opposite side of Munns Corners Road, providing connection to the existing sidewalk in front of the building. 104 parking spaces are provided including 5 ADA accessible spaces. Berms are proposed between the parking lot and
Munns Corners Road to deter vehicle access across grassed areas and to shield Headquarters from headlight glare. Pavement markings and signage will comply with current NYSDOT standards and the latest version of the MUTCD. At the southwest end of the proposed parking

BESDB Project No. 16003 lot lies a culturally sensitive area. This area is to be avoided and a buffer provided to the new edge of pavement. Also, to the southeast of the proposed lot are existing Restricted Areas that are off limits. This culturally sensitive area is not immediately adjacent to the parking lot, but are
Restricted / Off-limit Areas and shall not be disturbed and will be protected during construction.
Site Grading and Drainage
The proposed road grades for Tigris River Valley Road match very closely to the existing grades.
Slopes of 0.76% and 1.4% make up the road grade running south to the point of connection. The road has a standard crowned section with 2% cross slope on the travel lanes and 4% on the shoulders. Catch basins are proposed on the east side of Tigris River Valley Road. HDPE storm pipe will connect the two new structures and another run of storm pipe will connect to the existing storm structure located between the transformer and Ontario Avenue. On the west side of Tigris
River Valley Road proposed grading has to take into account the adjacent AAFES shoppette project and the two proposed access drives. As on the east side, existing gravel will be removed to allow for grassed swales and culverts under each drive. Utilizing culvert design information from the shoppette project, the area immediately west of Tigris River Valley Road was graded out approximately 100’ from its edge of pavement. Proposed swales are shown draining to each driveway culvert and ultimately to the existing storm structure along Ontario Avenue.
Management Design Manual, a reduction in impervious surface by 25% or more results in no water quality treatment being required. Due to the removal of the gravel areas adjacent to Tigris
River Valley Road, the impervious area was reduced by 26.8%; therefore, no treatment is required.
The roundabout intersection is graded with the high point being the center of the inscribed circle.
This grassed mound has slopes varying from 2.5% to 10%. Downgrade from the mound is the concrete truck apron with a slope of 1%. Still draining from the center mound is the 18’ wide circulatory lane with a 2% cross slope and then the 5’ wide paved shoulder having a 4% cross slope. All four roads connected by the roundabout have varying proposed longitudinal slopes, all being generated from their respective existing road slope and the elevation at the edge of the roundabout. This elevation, at the outer edge of the inscribed circle, is based Nash Boulevard entering from the west. A longitudinal slope of 0.31% was used as this was the road that dictated the connecting slopes of the other three. Trying to minimize these slopes, as well as fill being required to construct the roundabout, a minimal slope was chosen. All reconstructed roads at the roundabout have standard crowned sections with 2% cross slope on the travel lanes and 4% cross slope on the shoulders.

According to current redevelopment guidelines of the New York State Stormwater Management
Design Manual, 25% of the water quality volume is required to be treated for existing impervious surfaces and 100% of new impervious surfaces shall be treated. The impervious surface area of this site will decrease after construction, therefore no peak flow mitigation is required. The water quality volume of 1,089 CF will be provided within four infiltration trenches, one in each quadrant of the roundabout, off the edge of pavement.
Intersection #3 – Munns Corners Road & FOB Shank Road:
The proposed road grades on Munns Corners Road match closely to the existing grades. A longitudinal slope of 0.40% ends at the high point elevation of 696.34 and a slope of -0.52% brings the road down to match existing elevation on FOB Shank Road. The road has a standard crowned section with 2% cross slope on the travel lanes and 4.0% on the shoulders. Grassed swales are provided on the east and west sides of Munns Corners Road adhering to existing drainage patterns and providing positive drainage away from pavement.
The reconstruction of this intersection results in a slight increase in impervious area (0.08 acres) which will increase peak flows. In order to mitigate this increase, infiltration trenches are provided.
These trenches are sized (860 SF total) to treat the water quality volume of 1,176 CF.
Parking Lot – Munns Corners Road:
The proposed parking lot on Munns Corners Road is graded to sheet flow to adjacent infiltration trenches along its perimeter. Peak flows will increase due to the addition of almost 1 acre of impervious surface. The infiltration trenches are sized (2,332 SF) to treat the water quality volume of 3,180 CF.
Utility Relocation
A fire hydrant at the southeast corner of the Ontario Avenue intersection will be relocated to accommodate the additional right turn lane. Any aboveground utilities encroaching on the expanded pavement limits at this site will be relocated as well. Fire hydrants and watermains will be relocated outside the pavement section of the roundabout site. The Munns Corners sites do not have sewer or water that need relocating.
For each site improvement, the existing overhead electric service will be relocated underground.

Site Lighting
For the widening of Tigris River Valley Rd, some existing lighting fixtures will need to be removed.
For the existing overhead electrical utility line, two of the existing poles are in conflict with the new widened road. From these existing poles towards the north, the utilities switch to underground duct bank. The underground utility duct bank will extend from the most southern utility pole on
Tigris to remain and tie into the existing duct bank to the north. In addition to the new duct bank, a new hand hole will be set and directional boring will be provide to cross Tigris towards the fueling area. Another hand hole and man hole will be installed near the fueling area due to an existing damaged feed. The existing utility pole to remain will be replaced with a new utility riser. New lighting on either side of the widened road and gas alley will be provided per IESNA RP-8-00 guidelines. As per a request from Fort Drum Environmental, the fixture Kelvin color will be
3000K. These fixtures will tie into a new pole mounted transformer on the riser pole. New branch circuits and controls will be provided.
Lighting for roundabout to consist of (8) eight roadway lighting fixtures. One fixture will be located at each entry onto the roundabout (totaling four fixtures). The additional four fixtures will be located inside the roundabout providing general illumination for the intersection. Lighting fixtures will be high output LED type roadway fixtures on 30 ft. poles. Illuminance method will be based on IESNA
RP-8-00. As per a request from Fort Drum Environmental, the fixture Kelvin color will be 3000K.
Power will be provided from the nearest above ground power pole. Overhead transformers with a riser down the pole to a lighting contactor panelboard with photocell and time clock. Branch circuits will be controlled and fed from this location.
Overhead power lines on both sides of Nash Blvd will stop at a power pole before reaching the new roundabout. Risers will be added to take the overhead transmission lines down the pole and then duct bank will be installed under the roundabout to reconnect to the overhead riser on the other side of the roundabout. This will occur on both sides of Nash Blvd.
Munns-Corner & Parking Lot:
For Munns Parking Lot will entail approximately (10) ten pole mount lighting fixtures. Fixtures will be LED and distributions will be selected based on Visual Lighting Calculations. Calculations will
