PEWS 015 AS‐BUILD RECORD DRAWINGS
1.0 General Conditions
1.1 General
This PEWS sets forth general requirements, in addition to those required by the base contract, which the Government requires for successful project completion.
1.2 Extent of Work:
The Contractor shall provide all necessary support services, materials, supplies and personnel as necessary for construction. This shall include all administrative support requirements, QC inspection/testing, oversight and documentation, field studies and investigations after task order award, and temporary construction facilities and controls the contractor determines necessary for successful project performance.
The Contractor shall be responsible for preparing as‐built record drawings, red‐line drawings from construction level plans, and as‐built record surveys in accordance with Fort Drum
Standards, and task order and contract requirements. Unless specifically stated otherwise, all as‐built record drawings shall bear the seal and signature of the NYS Licensed
Professional Engineer of record for the project.
1.3 Standards Requirements
Fort Drum’ standards are to comply with the following:
US Army Corps of Engineers, ERDC/ITL TR‐04‐1, CAD Derails Library
US Army Corps of Engineers, ERDC/ITL TR‐09‐2, A/E/C CADD Standards
1.4 Plan Dimensions
All as‐built record drawings shall be prepared in SI units, survey‐feet, and geospatially referenced to Fort Drum Standards.

1.5 Regulatory Requirements
Not applicable.
1.6 Fort Drum PW Engineering Technical Requirements
1.6.1 Red‐line As‐build Marked Drawings (Working Drawings):
The contractor shall prepare red‐line drawings on an approved set of construction level drawings prepared for the project. Keep these working as‐ built marked drawings current on a weekly basis and at least one set shall be available on the jobsite at all times. Changes from the contract plans which are made in the work or additional information which might be uncovered in the course of construction must be accurately and neatly recorded as they occur by means of details and notes. Modify the working drawings as may be necessary to correctly show the features of the project as it has been constructed by bringing the construction drawings into agreement with constructed conditions, and adding such additional drawings as may be necessary. These working as‐ built marked prints must be neat, legible and accurate. These drawings are part of the permanent records of this project and must be returned to the
Contracting Officer. Any drawings damaged or lost by the Contractor must be satisfactorily replaced by the Contractor at no expense to the Government.
1.6.2 Final As‐built Record Drawings:
Final as‐built record drawings shall be prepared in MicroStation format and shall show, but not limited to, the following information. Manually prepared (hand drawn) as‐built record drawings are not acceptable.
a. The actual location, kinds and sizes of all sub‐surface utility lines. In order that the location of these lines and appurtenances may be determined in the event the surface openings or indicators become covered over or obscured, show by offset dimensions to two permanently fixed surface features the end of each run including each change in direction on the record drawings. Locate valves, splice boxes and similar appurtenances by
PEWS 015 – As‐built Record Drawings Page 5 of 14 dimensioning along the utility run from a reference point. Also record the average depth below the surface of each run.
b. The location and dimensions of any changes within the building structure.
c. Correct grade, elevations, cross section, or alignment of roads, earthwork, structures or utilities if any changes were made from contract plans.
d. Changes in details of design or additional information obtained from working drawings specified to be prepared and/or furnished by the
Contractor; including but not limited to fabrication, erection, installation plans and placing details, pipe sizes, insulation material, dimensions of equipment foundations, etc.
e. The topography, invert elevations and grades of drainage installed or effected as part of the project construction.
f. Changes or modifications which result from the final inspection.
g. Where contract drawings or specifications present options, show only the option selected for construction on the final as‐built prints.
h. If borrow material for this project is from sources on Government property, or if Government property is used as a spoil area, furnish a contour map of the final borrow pit/spoil area elevations.
i. Systems designed or enhanced by the Contractor, such as HVAC controls, fire alarm, fire sprinkler, and irrigation systems.
j. Modifications (include within change order price the cost to change working and final record drawings to reflect modifications) and compliance with the following procedures.
(1) Follow directions in the modification for posting descriptive changes.
(2) Place a Modification Delta at the location of each deletion.

(3) For new details or sections which are added to a drawing, place a
Modification Delta by the detail or section title.
(4) For minor changes, place a Modification Delta by the area changed on the drawing (each location).
(5) For major changes to a drawing, place a Modification Delta by the title of the affected plan, section, or detail at each location.
(6) For changes to schedules or drawings, place a Modification Delta either by the schedule heading or by the change in the schedule.
(7) The Modification Delta size shall be 1/2 inch diameter unless the area where the circle is to be placed is crowded. Smaller size circle shall be used for crowded areas.
1.6.3 As‐built Record Survey for Civil Works:
In addition to the above requirements, the contractor shall have an as‐built record survey completed by a NYS Licensed Land Surveyor or Professional
Engineer. The as‐built record survey shall bear the seal and signature of the NYS licensed professional who completed the survey. The as‐built record survey shall be completed in accordance with Fort Drum Standards.
1.6.4 Underground Utilities
1.6.4.1 General for All: Underground utilities install under this task order shall be surveyed prior to backfilling. The centerline of the top of the utility shall be surveyed at a minimum of 25‐foot intervals, at changes in direction, changes in size, branches, tees, valves, manholes, pull boxes, handholds. Where utilities are installed in sweeps or long radius bends, an adequate number of more closely spaced survey shots will be taken to accurate define the sweep or bend. The UTM coordinates and elevation of the survey points shall be recorded drawings. UTM coordinates and elevations shall be recorded to within ±0.5‐feet, and
±0.1‐feet, respectively

1.6.4.2 Sewers (sanitary, industrial, and storm sewers): In addition to the above general requirement, rim and inverts for sewer manholes and lift stations shall be surveyed. The UTM coordinates are only required for the rims. Center of rim locations and elevations shall be recorded to the within ±0.5‐feet and ±0.10‐feet, respectively. Pipe invert elevations shall be recorded to within ±0.01‐feet.
1.6.4.3 Culverts and Storm Sewer Outfalls: The top of pipe for culverts does not need to be surveyed prior to backfilling. Invert elevations for culverts and storm sewer outfalls shall be surveyed. The UTM coordinates and invert elevations shall be recorded to within ±0.5‐feet and ±0.10‐feet respectively.
1.6.4.4 Communications Manholes and Handholds: In addition to the above general requirement communication manholes and handhold rims and floor elevations shall be surveyed. UTM coordinates are only required for the center of rims and shall be recorded to the within ±0.5‐feet. The rim and floor elevations shall be recorded to within ±0.10‐feet.
1.6.4.5 Electrical Manholes and Handholds – Primary Electric: In addition to the above general requirements manholes and handhold rims and floor elevations shall be surveyed. UTM coordinates are only required for the center of rims and shall be recorded to the within ±0.5‐feet. The center of rim and floor elevations shall be recorded to within ±0.10‐feet.
1.6.4.6 Electrical Handholds and Pull Boxes – Secondary Electric: In addition to the above general requirement handhold and pull boxes rims shall be surveyed. UTM coordinates are only required for the center of rims and shall be recorded to within ±0.5‐feet. The center of rim elevations shall be recorded to within ±0.10‐feet.
1.6.4.7 Water Distribution: In addition to the above general requirement all valve box locations, curb stops, hydrants, PIVs, remote fire connections, RPZ, and vaults shall be surveyed. UTM coordinates and elevations shall be recorded to with ±0.5‐feet and ±0.10‐feet respectively. Survey data for features such as hydrants, PIVs, and the like, the elevation data shall
PEWS 015 – As‐built Record Drawings Page 8 of 14 be reported as the finish grade/ground elevation recorded on the north side of the feature.
1.6.5 Aboveground Utilities:
Aboveground utilities install under this task order shall be surveyed. The UTM coordinates and elevation of the survey points shall be recorded. UTM coordinates and elevations shall be recorded to within ±0.5‐feet, and ±0.1‐feet, respectively. The elevation data shall be reported as the finish grade/ground elevation recorded on the north side of the feature.
1.6.6 Planimetric:
As‐building record survey shall include all site features that exist within the project limits to include topographic information. As‐built contours shall be provided at 1‐foot and 5‐foot minor and major intervals, respectively. All topographic information (i.e., contour) shall be provided in three dimension shall be continuous (i.e., not broken), and shall tie back to existing grades. The
UMT coordinates and elevations for site features shall be recorded to within
±0.5‐feet, and ±0.1‐feet, respectively.
1.6.7 A/E/C CADD Standard‐compliant Deliverables:
1.6.7.1 Format: all plans provided under this contract shall be accomplished and developed using computer‐aided design and draft (CADD) software and procedures conforming to the standards in this section.
1.6.7.2 Graphic Format: ALL CADD data shall be supplied in Bentley Systems, three‐dimensional, MicroStation V8, native electronic digital format
(i.e., .dgn, .cel). The contractor shall ensure that all digital files and data
(e.g., model files, sheet files, reference files, cell libraries) are compatible with the Government’s target CADD system (i.e., basic and advanced CADD software, platform, database software), and adhere to the standards and requirements specified herein. The term
“compatible” means that data can be accessed directly by the target
CADD system without translation, preprocessing, or post processing of
PEWS 015 – As‐built Record Drawings Page 9 of 14 the electronic digital data files. It is the contractor’s responsibility to ensure this level of compatibility.
1.6.7.3 CADD Standards: CADD drawings shall be prepared in accordance with the “Architectural/Engineering/Construction (A/E/C) Computer‐Aided
Design and Drafting Standard (latest release).” CADD drawings shall be prepared using inch‐pound units.
The contractor shall submit a written request for approval of any deviations from the
Government’s established A/E/C CADD standard. No deviation from the Government’s established A/E/C CADD standards will be permitted unless prior written approval of such deviation has been received from the government.
1.6.8 Delivery Media and Format:
1.6.8.1 Electronic Transmittals: All CADD data and file developed under this task order shall be delivered to the government on electronic digital media.
The electronic digital data and files shall be provided on CD‐ROM
(compact disk, read only memory). Each CD‐ROM shall be delivered to the Government is a separate container, commonly referred to as a
“jewel box.” The electronic digital media shall be in a format that can be read and processed by the Government’s target CADD system.
Model files, sheet files, and other associated files shall not be device‐ dependant, nor shall the directory structure of the CD‐ROM require any reconfiguration or other manipulation on the Government’s part to view, print, and plot the files directly from the CD‐ROM. The directory structure of the CD‐ROM shall be configured such that a complete download of the CD‐ROM’s contents to an electronic folder on a
Government computer hard drive will not require any reconfiguration of other manipulation on the Government’s part to view, print, and plot the files.
A portable document format (.pdf) final containing the set of full‐sized plotted sheet files shall be included on each CD‐ROM.

Each EC‐ROM shall be labeled with a printed label and each printed CD‐
ROM label shall contain, as a minimum, the following information:
(a) The project name, contract number, task order number, date and version and/or submission number;
(b) The format and version of operating system software;
(c) The name of the preparer’s firm and the name and phone number of the preparer’s Point‐Of‐Contact for the project;
(d) The sequence number of the digital media; and
(e) A description of the contents of the CD‐ROM (e.g., Civil Plans, Architectural Plans).
The jewel box label for each CD‐ROM shall be printed and each printed jewel box label shall contain, as a minimum, the following information:
(a) The project name, contract number, task order number, date and version and/or submission number;
(b) The format and version of operating system software;
(c) The name of the preparer’s firm and the name and phone number of the preparer’s Point‐Of‐Contact for the project;
(d) The sequence number of the digital media; and
(e) A description of the contents of the CD‐ROM (e.g., Civil Plans, Architectural Plans).
(f) A tabular listing of all files on the CR‐ROM
(g) A chart clearly showing the directory structure of the CD‐ROM
(h) For multiple CD‐ROM packages, a tabular list of all files in the package with clear indication of the total number of CD‐ROMs in the package, and a list of the contents or, as per item (g) above, of each
CD‐ROM.
(i) A complete listing of the project’s version and submission history

1.6.9 Quality Control:
Before a file is placed on the delivery digital media, the contractor shall ensure that the following is performed:
(a) Remove all extraneous graphics outside of the border area and set the active parameters to a standard setting;
(b) Check to ensure that all reference filed are attached without devise of directory specifications
(c) All digital files shall be delivered to the Government uncompressed.
(d) Include all support files both graphic and non‐graphic use to prepare the drawings such as, but not limited to, color tables, pen tables, font libraries, symbol libraries, user command files, plot configuration files, design and computation manager files, AML plot routines, cell libraries, line style files)
(e) Make sure that all support files such as those listed above are in the same directory and the references to those files do not include device or directory specifications.
(f) Include all sheets to include, but not limited to, abbreviation sheets, standard symbol sheets, legend and index sheets contained in the construction plan package.
1.6.10 Hardcopy Transmittals:
A transmittal letter shall accompany each electronic digital media submittal to the government. The transmittal letter shall be dated and signed by the appropriate Contractor’s representative. The transmittal letter shall be provided to the Government on 8 ½‐inches by 11‐inch paper. An electron copy of the transmittal letter in .pdf format shall be provided on the electronic digital media submitted to the Government. The transmittal letter shall contain, as a minimum, the following information.

(a) The information included on the external label of each CD‐ROM, along with the total number being delivered, and a list of the names and descriptions of the files on each media unit.
(b) Brief instruction for transferring the files from the media, if necessary.
(c) Certification that all delivery media are free of Known computer viruses. A statement including the name(s) and release date(s) of the virus‐scanning software used to analyze the delivery media, the date the virus scan was performed, and the operator’s name shall also be included with the certification. The release or version date of the virus‐scanning software shall be the current version which has detected the latest known viruses at the time of delivery of the digital media.
1.6.11 Retaining of As‐built Record Drawings
A statement indicating the Contractor will retain a copy of all delivered electronic digital media (with all files included) for the entire duration of the base contract and options years, during this period of time, will provide up to 5 additional copies of each to the Government, if requested, at no additional cost to the Government.
2.0 Submittals
Submittals listed below, if any, for preconstruction, construction, and post construction shall be submitted for Government review and approval. Submittals shall be provided in accordance with the base contract requirements and as required by the RTOP SOW and this PEWS.
All submittals for this task order project shall be submitted in both electronic PDF format as well as in hard copy. Unless specified below, three hard copies of each submittal and one CD/DVD with the electronic PDF files shall be provided
2.1 Preconstruction Submittals
Preconstruction Submittals are due to PW Engineering for review and approval a minimum of 10‐business days prior to construction.

Contractor shall prepare and submit a drawing, geospatially reference to Fort Drum
Standards, defining the contractor’s clearing and grubbing limits.
If the contractor intends to take ownership of merchantable timber, provide and executed agreement with payment for PW Engineering Forest Management Program.
2.2 Construction Submittals
Construction submittals for materials and products are due to PW Engineering a minimum of 10‐business days prior to the material/item being incorporated in to the construction.
The following construction submittals are required:
None
QC acceptance testing results are to be PW Engineering a minimum of 5‐business days following completion of the tests. The following construction QC testing submittals are required:
None
2.3 Post Construction Submittals
Post Construction submittals for materials and products are due to PW Engineering a minimum of 10‐business days prior to the government final inspection. The following construction submittals are required:
Final Inspection Submittals: Unless specified otherwise, submit three (3) sets of the following to the PW Engineering Project Manager for review and acceptance prior to the
Contractor requesting Final Inspection of the project. As‐built record drawings will be reviewed and compared to site conditions during the Final Inspection. As‐built record drawings that are determined to be deficient shall be noted as a punch list item during the
Final Inspection and shall be corrected in accordance with contract requirements.
2.3.1.1 Red‐line As‐build Marked Drawings: Provide original and (2) hard copies.

2.3.1.2 As‐built Record Drawings – Full Size Hard Copy: As‐built record drawings complying with Fort Drum Standards and task order requirements.

2.3.1.4 As‐built Record Drawing – Electronic Files: As‐built record drawings shall be submitted in electronic format complying with Fort Drums
Standards and task order requirements. Electronic copies of the as‐built record drawings shall be provided in MicroStation and PDF format.
