PEWS 002 CLEARING & GRUBBING
1.0 General Conditions
1.1 General
This PEWS sets forth general requirements, in addition to those required by the base contract, which the Government requires for successful project completion.
1.2 Extent of Work:
The Contractor shall provide all necessary support services, materials, supplies and personnel as necessary for construction. This shall include all administrative support requirements, QC inspection/testing, oversight and documentation, field studies and investigations after task order award, and temporary construction facilities and controls the contractor determines necessary for successful project performance.
Government finished materials and property will not be provided for this project. This included temporary utility services.
1.3 Standards Requirements
All clearing operations shall be completed between 15 Oct and 15 April (i.e., late fall through early spring). No felling of trees or cutting of vegetation shall be permitted between 16 April and 14 Oct (i.e., early spring to late fall). Select clearing of vegetation may be permitted on a case‐by‐case basis, with prior approval from PW Environmental.
1.4 Plan Dimensions
Contractor shall confine all clearing and grubbing activities within the approved limits.
1.5 Regulatory Requirements
The contractor after task order award is responsible for compliance with all Federal, State, and local Codes, Rules, Regulations, Laws, and Statutes and Executive Orders governing or applicable for construction of the task order project

Contractors shall strictly ahead to the requirements as outlined in Fort Drum’s latest edition for the Biological Opinion Implementation.
1.6 Fort Drum PW Engineering Technical Requirements
1.6.1 Clearing and Grubbing Limits: The contractor shall prepare a map in
MicroStation dgn, or compatible format, defining the project clearing and grubbing limits. The drawing file shall be geo‐spatially referenced to Fort Drum standards and contract requirements. The limits of clearing and grubbing shall define the construction limits and limits of regulated soil disturbance with respect the SWPPP requirements.
1.6.2 Marking: The contractor shall mark/flag the clearing and grubbing limits in the field.
1.6.3 Environmental Review: The contractor shall coordinate through PW
Engineering’s Project Manager the environmental review of the tree clearing limits with Fort Drum’s Forest Management Program and Fish & Wildlife
Management Program. Requests for environmental review shall be submitted to PW Engineering’s Project Manager a minimum of five (5) business days prior to scheduled tree clearing operations. No tree cutting, clearing of vegetation, or grubbing operations will be permitted prior to Government approval of the clearing limits.
1.6.4 Timber: Once the final footprint has been established on the ground, and clearing limit drawing files have be provided, Fort Drum’s Forest Management
Program will make a determination of timber value as either un‐merchantable or merchantable. Merchantable timber will be marked with red paint by the
Forest Management Program inspector.
1.6.5 Un‐merchantable Timber: timber determined to be un‐merchantable due to size, species, or amount shall be the contractor’s responsibility to dispose off from the installation and an appropriately permitted facility.
1.6.6 Merchantable Timber: timber determined to have value to the government shall be handled in one of the three options:

1.6.6.1 Option 1: The contractor shall fell, limb, haul, and pile all valued timber in an area designated by the PW Environmental Forestry Management
Program (this is typical of small project foot prints and low quantities of trees). Government retains ownership of the timber with value. For this option, the contractor shall comply with the following:
1.6.6.1.1 Trees must be fell and all limbs removed from main trunk;
1.6.6.1.2 Trees will be cut starting from the base (as close to the ground as possible). Entire main stem shall be kept in one piece, to a top diameter of 8 inches.
1.6.6.1.3 All stems shall be piled in a manner and area designated by the Fort Drum Forest Management Program.
1.6.6.2 Option 2: Timber rights for the timber to be removed on this project are required to be purchased from the U.S. Government prior to removal.
The contractor will execute a local sale contract will with the Fort Drum
Forest Management Program and the fair market value (as determined by the Forest Management Program based on historical Fort Drum stumpage values). The contractor shall deposit into the Army Forestry
Account a dollar amount equal to the fair mark value of the timber.
1.6.6.3 Option 3: The contractor will install all necessary temporary stormwater pollution measures (i.e., silt fence) required by Fort Drums, generic SWPPP for tree clearing operations. Fort Drum’s Forest
Management Program will conduct a Forest Management Program
Timber Sale to remove valuable timber. This does not necessary mean all trees are removed within the project footprint; additional clearing and grubbing will be required. This additional clearing and grubbing will be the responsibility of the RRC Contractor and will be handled as un‐ merchantable timber. Timber sale process can take up to 3 months or more to completed based on time of year and volume of timber to be removed. This option typically occurs with large footprints and large quantities of trees.
1.6.6.3.1 Where the Forest Management Program will harvest the timber thru a commercial timber sale the contractor will

Coordination of work will define timelines and deliverables for each. Prior to scale commencement the RRC contractor will ensure all New York State Department of Environmental
Conservation stormwater requirements have been met.
1.6.6.3.2 Were construction scoping is developed prior to the final footprint and final value assessment timber rights for timber to be removed on this project are required to be purchased from the U.S. Government prior to removal, or timber will need to left onsite. In cases of removal, a local sales contract will be conducted with the Fort Drum Forest
Management Program and the fair mark value (as determined by the Forest Management Program based on historic stumpage values) will be deposited by the contractor into the Army Forest Management Account.
Trees marked with a painted red stripe are the property of the U.S. Government. These trees shall be handled in the following manner by the RRC contractor:
1.6.6.3.2.1 Trees must be fell and all limbs removed from the trunk;
1.6.6.3.2.2 Trees shall be cut starting from the base (as close to the ground as possible). The entire main stem shall be kept in on piece, to a top diameter of 8 inches;
and
1.6.6.3.2.3 All stem shall be piled in a manner and area
designated by Fort Drum Forest Management
Program.
1.6.7 All clearing in wetlands not permitted for permanent impact or prior to permit authorization for the project will be accomplished using hand tools and all material cut will be left in place, unless it can be removed by non‐ground disturbing machinery, or if possible, through felling and removal by non‐ground disturbing machinery. In either case, grubbing will not be allowed.

1.6.8 All flagging marking the clearing limits shall be removed prior to acceptance of the work by the Government.
2.0 Submittals
Submittals listed below, if any, for preconstruction, construction, and post construction shall be submitted for Government review and approval. Submittals shall be provided in accordance with the base contract requirements and as required by the RTOP SOW and this PEWS.
All submittals for this task order project shall be submitted in both electronic PDF format as well as in hard copy. Unless specified below, three hard copies of each submittal and one CD/DVD with the electronic PDF files shall be provided
2.1 Preconstruction Submittals
Preconstruction Submittals are due to PW Engineering for review and approval a minimum of 10‐business days prior to construction.
Contractor shall prepare and submit a drawing, geospatially reference to Fort Drum
Standards, defining the contractor’s clearing and grubbing limits.
If the contractor intends to take ownership of merchantable timber, provide and executed agreement with payment for PW Engineering Forest Management Program.
