Trees 3-inch DBH or greater within the footprint of the project (i.e., grading limits) will be felled by the government. The contractor will be responsible for removing the felled trees as well as all grubbing operations.

Construction work will not be completed within the fence line of the Wheeler-Sack Army

Airfield (WSAAF); therefore, the training video is not required for the Seed Project

Reference RFP page 91, paragraph 4.c indicates that a complete unpriced line item breakdown of the tasks required utilizing WINEST, or equivalent…” is to be included in Volume II. The page limitation for Volume II is 30 pages and WINEST is not specifically listed in Section L, L.3.B.(1) and (2). Is the unpriced WINEST excluded from this page count?

The unpriced line item break down of tasks utilizing WINEST or equivalent is included in the page count. The page limit has been revised to read “not to exceed 40”

Reference RFP page 91, paragraph 4.a indicates that a progress schedule is to be included in Volume II. The page limitation for Volume II is 30 pages and progress schedule is not specifically listed in Section L, L.3.B.(1) and (2). Is the progress schedule excluded from this page count?

The project schedule is included in the page count per Section L.3.B(1). Page limit has been revised to read “not to exceed 40”

Different versions of MS-Word can change text and graphics placement and potentially add pages to the document by pushing lines to the next page. Therefore, can we provide a pdf version of the document as well as a Word version to ensure that the document is not changed due to variations in different Word versions?

Reference RFP page 90, Factor 1 – Technical Capability, Subfactor 1, 2nd paragraph states “Offerors shall provide a list of qualifications and/or teaming arrangements that demonstrates the offeror has the knowledge and skills necessary to perform the proposed efforts, i.e.

construction, renovation and design-build type work.”. The 3rd paragraph states that “The management plan shall include an organizational chart outlining project management, design/build capability, construction, safety and quality control.”

The Section C Statement of Work discusses structural design in paragraph 1.2.8. The SOW makes no mention of any other design requirement for this IDIQ. Is design-build a requirement of the SOW and if so what design disciplines will be required?

Design-build is a requirement of the contract statement of work. Future scopes of work for projects that may be contemplated over the entire 60-mounth performance period of the contract which may or may not require engineering services cannot be predicted. All engineering disciplines, to some level can be expected over the 60-month ordering period

1.3.1.1 and 1.3.1.2, the listed experience for the Contract Manager in both of the referenced paragraphs includes “supervising and designing multiple engineering and facility repair or maintenance projects…”.

As design may only be a minor component of this IDIQ is past actual design experience for the Contract Manager appropriate?

Section C, SOW paragraphs 1.3.1.1. and 1.3.1.2 has been revised to add the following experience

“… managing multiple construction projects that include engineering design prior to construction (i.e. design-build projects)

Reference RFP page 50, Additional Contract Requirements, paragraph 32 sub-paragraph 1 under Post Award Procedures. This paragraph states “The Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all construction plans and other non-construction services furnished by the Contractor for any order under this contract.”

Please confirm that task order design will be one of the possible task order components and advise what design disciplines will be required for this IDIQ.

IAW paragraph H.32.1. of the Post Award

Procedures, the contractor will not be responsible for retaining engineering service to revise errors or deficiencies in government furnished construction plans and specifications, unless specifically required in the statement of work for the individual task order. This is applicable to both the Seed Project as well as future task orders where the government furnishes 100% construction plans.

13 RFP/PWS

The RFP documents contain Exhibit D documents (DD Form 1423) D01 – D12. To the right of each Data Item Block there is a table with cells “17. Price Group” and “18.

Estimated Total Price”. Section L, Volume III – Price does not indicate the Exhibit D forms with this pricing information is to be provided. Please clarify if this Exhibit D pricing information is required

In accordance with section L, Exhibit D forms are not required to be submitted with the pricing information

Solicitation p50 of 97, under the Ordering Procedures notes we will use WINEST or equivalent. E4clicks is a similar estimating software, which uses RS Means data for pricing. Is it acceptable to use e4clicks?

Yes. E4clicks is acceptable

If e4clicks is acceptable, instead of the WINEST format line item proposal (Ordering Procedures 31.e.v.ii), can we submit the line item proposal as in a pdf file format? Or excel?

Solicitation p19 of 97, 4.2.3 notes the estimating software shall be compatible with RS Means estimating databases. Are we required to use specific cost databases, i.e.

RS Means Facilities Construction Costs Data? Or are we required to use multiple databases?

If an equivalent software is used in lieu of WINEST the software SHALL be compatible with RS means estimating databases and be able to produce similar line item breakouts

It is the contractors responsibility to utilize the appropriate database or databases from RS Means to provide a fully developed price proposal

Regarding the RS Means cost databases, are we allowed to adjust the pricing & descriptions to match local conditions?

Regarding the RS Means cost databases, are we to use the “bare cost” column or “OH&P” column pricing? OH&P column is identified by RS Means as the OH&P of the installing contractor, i.e. the electrical subcontractor not the prime contractor.

This is a firm fixed price action. Which column is used, either bare cost or OH&P is to be determined independently by each Offeror

Regarding the RS Means cost databases, are we to apply the City Cost Index for Watertown?

Sheet CG501, Detail #5, Infiltration Trench Section, shows a trench depth of 4’. It also list a 4’ thick pea gravel layer and a 3’ min thickness sand filter. Is this a typo? Should the drawing state inches instead of feet?

Sheet CD101 of the drawings show trees that need to be removed. PEWS 002 Clearing & Grubbing indicates we cannot cut trees of this size between April 15th and Oct 15th. If awarded during these months, are we to assume that we will have to begin work after Oct 15th and be required to work through the winter season? Or will the Government entertain a notice to proceed in the following spring?

Seed Project Proposal. RS Means formats the line items in CSI divisions of work.

These divisions of work do not correspond to the major work categories listed on page 91 of 97, under sub-factor 2 – Seed Project Proposal, item 4.c. Please clarify if the proposal can be organized in CSI divisions as organized by RS Means databases.

Under the location field of the WinEst Line Items, establish the Pricing Categories as specified in the RTOP. Under the Filters table, set the filter to “Division – Details – 4 Level”

This will organize the WinEst proposal with CSI divisions of work under each of the categories.

For the seed project only, organization by CSI divisions for RS Means data bases is acceptable

25 Section L

I will be hand delivering the referenced proposal on 3 April. Are there any special procedures necessary for me to enter the base, and can you provide a map or directions to Bldg. 2?

Attachment 1 – Seed Project SOW, p5 of 6, paragraph 2.11 Parking Lot Construction is identified as an “add alternate” to the base price. Exhibit B – Price Proposal Worksheet does not make an allowance to include additive alternate prices. Please clarify where we are to include the pricing for the parking lot construction.

The parking lot construction is included in the base contract work. It is no longer an “add alternate”. See revised Attachment 1 – Seed

Upon reviewing the Appendix 1, Civil Construction Drawings, please refer to page EL101. Note there is a count of (8) PL2, (2) PL3, and (3) PL4. Now please refer to the Schedule on page EL103, "A"=PL2 on sheet EL101 matches with 8 fixtures, however, "B" = PL3 and "C" = PL2 do not correspond with sheet EL101. There is a quantity of 4 of mark "C" and 1 of mark "B".

Referring to page EL103 the difference is in the West bound approach on Munns Corner at the proposed stop sign. The sidewalk lighting on page EL103 is marked as "C" which equals PL4, however, on page EL101 it is supposed to be a PL3.

Please advise on whether it is a PL3 or PL4.

30 Section L

Section L, page 87, paragraph L.2,C.(1) provides 3 methods of proposal delivery and respective addresses. One option is “Walk- In” which we assume to be hand delivered.

There is not information in the RFP as to how we obtain a one day pass clearance to hand deliver the proposal. Please provide the procedure to obtain a one day pass to hand deliver the proposal.

Prior to amendment 0001 we submitted several questions to the previous points of contact listed in the RFP, Mrs. Heather Clifton and SFC Casey Gordon. With amendment 0001 there are 2 new points of contact, do we need to resubmit the previous questions to the new points of contact?

The questions were forwarded to the new points of contact and are addressed in amendment 0004

The existing power feed to the existing traffic light controller at the corner of Munns corners road and hangar access drive appears to be an extension cord from an outlet on the corner of P-20472 to the street light controller. Is this correct?

That is correct. The permanent power feed was damaged during construction of another project.

The current electrical feed is temporary and will not be repaired prior to construction of the Seed

Drawing EL101 sheet note 1 alludes to intercepting the existing EMG power circuit for new lighting distribution to feed the new pole mounted NEMA 4X enclosure containing the lighting panelboard, lighting contactor and photoelectric cell. If the answer to #1 above is yes, what is the intended power source to feed the new street lighting controller and subsequent street lighting circuits and where is the power source located? What is the minimum circuit ampacity, minimum wire size and phase requirement (three phase or single phase) to be provided to the NEMA 4X enclosure lighting panelboard?

Project Will submittals be approved before or after

NTP?

In accordance with Section H, 32. Post Award Procedures, bonds have to be submitted prior to NTP issuance. Submittals will be provided to the Government for approval after the NTP is issued.

Project

The seed project SOW includes a breakdown of government specific milestones. The milestones are in business days, but the project POP is in calendar days. If it takes the full 45 days from NTP for construction to start, that eats-up ~65 calendar days. Is the government aware their milestones list only allocates ~67 business days for the execution of the entire project included closeout?

The Government has determined that the milestones are reasonable. The performance period of the task order is not from the task order award date, rather from the NTP.

The drawing package includes 6 stages of construction. The SOW only includes 5.

Where is stage 6 accounted for in the milestone list?

Attachment 1 – Seed Project PW SOW, EE- 20008-5J have been revised to remove the milestones for stages 1-5. Milestones should be reflected in the Contractor’s progress schedule.

The Government confirms that there are 6-stages of construction as indicated in the revised Appendix 3v1_-_2016-12- 20_3_Int_Munns_100_percent_- _CIVIL_18_May_2017.
