About this file

This document is a draft Request for Proposal (RFP) for the Enterprise Classroom Program (ECP) issued by the Mission and Installation Contracting Command (MICC) - Fort Eustis, Virginia. The RFP outlines a recurring requirement to provide turnkey classroom Sustainment and Technology services under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The contract will have a 12-month Base Year and two 1-year Option Years. The RFP includes three knowledge-based scenarios covering technology refresh/upgrade, sustainment operations, and maintenance/updates of the ECP data repository. Offerors are required to describe their processes and tools for assessing requirements, developing design plans, managing logistics, coordinating installations, and preparing final documentation. The RFP is anticipated to be competitively awarded as an 8(a) set-aside. Attachments referenced in the RFP will be provided as updates no later than March 15, 2024.

Factor 1- Technical Approach – Knowledge Based Scenarios

Scenario 1

Technology Refresh/Upgrade

Scenario: The annual priority list for technology refresh/upgrade of classrooms has been completed and is provided in July for initial review. Because of funding timelines, the actual task orders will not be awarded until the end of the FY. The task order will be for 300+ classrooms covering all designs ECP has in the classroom inventory and will have a 12-month period of performance.

Project execution: Based on the above scenario, describe your processes and the tools you would use for assessing requirements for each classroom, developing the Requirements Analysis Design (RADs) and Engineer Design Plans (EDPs), workloads, logistics actions, scheduling and installation, and final documentation preparation.

(1) Requirements review/gathering: Based on the above scenario, describe the processes you would use to gather, review, and confirm classroom requirements for technology refresh/upgrade of audio-visual components.

(2) RAD and EDP development and approval: Based on the above scenario, describe the process, workload and timeline execute to develop the RAD and EDP for submission to ECP for final approval.

(3) Logistics – component ordering, procurement, delivery: Based on the above scenario, describe the process for the ordering, delivery and QAQC for audio visual components used in the technology refresh/upgrade of classrooms. Consider addressing in your answer: (1) the processes you would use to procure audio visual components for use across an enterprise for classroom with different designs and (2) any work arounds to address reduce long lead times in order to accomplish the technology refresh/upgrade within the design timeline parameters.

(4) Installation planning, preparation and install: Based on the above scenario, describe how you would coordinate the installation of audio-visual components as part of the technology refresh/upgrade task orders(s). Consider addressing in your answer: (1) the processes you would use to plan, coordinate, and execute installation of AV components in classrooms. (2) The work rate and CFTEs used to complete the instillation processes.

(5) Final Documentation preparation: Based on the above scenario, describe the process and formats used to document the work performed for technology refresh/upgrade task orders.

Scenario 2

Sustainment

Scenario: Annually ECP received approximately 1000 trouble tickets for repair, replacement, and sustainment of audio-visual components for a classroom inventory of over 3500 classrooms across all TRADOC Centers of Excellence and School located in the continental United States (CONUS). The sustainment task order’s period of performance is for 12 months.

Sustainment Operations: Based on the above scenario, describe your processes to address and plan for the sustainment of classrooms, trouble ticket processes, logistics actions, scheduling and installation, and final documentation preparation.

(1) Trouble Ticketing: Based on the above scenario, describe the processes you would use to receive, troubleshoot/review, confirm and execute trouble tickets using the ECP repository data base.

(2) Logistics – component ordering, procurement, delivery: Based on the above scenario, describe the process for the ordering, delivery and QAQC for audio visual components used in the sustainment of classrooms. Consider addressing in your answer: (1) the processes you would use to procure audio visual repair parts and components for use across an enterprise for classrooms with different designs and (2) any work arounds to address/reduce long lead times in order to accomplish sustainment action.

(3) Execution of sustainment actions (installation, repair, move/reinstall): Based on the above scenario, describe how you would coordinate the required sustainment actions associated with a trouble ticket. Consider addressing in your answer: (1) the processes you would use to plan, coordinate, and execute instillation, repair and or move/reinstall of AV components in classrooms. (2) The work rate and CFTEs used to complete the sustainment processes.

(4) Final Documentation preparation: Based on the above scenario, describe the process and formats used to document the work performed for sustainment operations task orders.

Scenario 3

Data Repository

Scenario: Enterprise Classroom Program (ECP) has a data repository that track information related to the classroom inventory, trouble tickets and technology refresh task orders for a classroom inventory of over 3500 classrooms across all TRADOC Centers of Excellence and School located in the continental United States (CONUS). The repository used to track classroom and equipment inventory, sustainment operations, conduct data analysis and as a document repository for RADs and EDPs.

Repository Operations: Based on the above scenario, describe your processes to address and plan for the maintenance (operation), updating functionality and programming of the ECP data repository as it pertains to transition to a new cloud environment, changes in functionality, and applying TRADOC and Army Security Technical Implementation Guides (STIG) requirements.

(1) Maintenace/Updating/Functionality: Based on the above scenario, describe the processes you would use to operate in the ECP repository data base.

(2) Transition to a new cloud environment: Based on the above scenario:

a. As a requirements analyst responsible for onboarding new systems to the cloud, describe the processes you would use to rapidly inventory the schemas/data requirements of the existing/proposed system and reconcile them with authoritative data (integrated data map).

b. Continuous Monitoring consists of both manual and automated processes. In your own words describe your methodology for tracking and reporting compliance.

c. TRADOC Mission Owner is experiencing technical issues that require a change to code or infrastructure settings. Based on this scenario, describe your process to address the issue, and clearly articulate the process/methodology to execute the updates.

(3) Receive, assess applicability and apply STIG requirements: Based on the above scenario, describe how you would receive, assess applicability and apply STIG requirements to the ECP Data Repository. Consider addressing in your answer: (1) the processes you would use to assess and apply the STIG requirements and the work rate and CFTEs used to complete the processes.
