This is a Questions and Answers document for a pest control services solicitation at Fort Riley, Kansas. The document addresses seven contractor questions regarding changes to the Statement of Work, past performance issues, and wage determinations.
Key details include: the Performance Work Statement (PWS) has been reformatted to meet Installation Management Command requirements and now includes additional treatment options for bed bugs; no CURE notices or corrections have been issued in the past 24 months; contractors must use the latest wage determination (WD 2015-5343 rev 26) which shows a pest controller base wage of $17.72 and health & welfare pay rising to $5.36 per hour; and wages are to be set by contractors in accordance with Department of Labor wage determination schedules. Q1. Has any part of the Statement of Work (SOW) changed in this solicitation compared to the last awarded contract? If so, what changed or was added?
A: Contractors are advised to read the complete PWS. The PWS was formatted to the current requirements of Installation Management Command. The requirements added additional treatment option for Bed Bugs.
Q2. Has the government issued any CURE or Notice of Correction for pest control services over the past 24 months at this location?
A: No
Q3. Will the government require SB Prime Contractors themself to have relevant pest control past experience including pesticide applications, core pest control performance, as well as pest knowledge for the best interest of public health & safety and in alliance of US Army Pest Control services?
A: See evaluation factors on how performance will be evaluated.
Q4. What are we supposed to do with pages 2-14 of the Combined Synopsis Solicitation document? It isn’t very clear as to what it is asking for.
A: There is a list of items that must be returned to the Contracting Office as a digital file. The list on page two defines which items we will use in evaluation. The CLINs that follow will require an amount for each CLIN.
Q6. Looking at the attached wage determination based upon Geary County rates (2015- 5343, revision 7/20/23), it states a pest controller base wage is $17.72 with health & welfare pay at $4.98 per hour. If I look at the current revision from 12/23/24, the base pay is the same, but the health & welfare rises to $5.36 per hour. Does this mean that the contractor immediately has to pay the higher health & welfare as it is the current revision for 2015- 5343.
A: The latest wage determination (WD) is uploaded with this amendment (WD 2015- 5343 rev 26 ) please utilize the latest WD for your quote. Additionally, the Government will use the very latest version at award.
Q7. Another item of note, the current pest control contract is based upon Riley County rates (2015-5337) with the base pay being $22.32 with health & welfare currently $4.98 per hour. In our past experience, there has never been a base wage that has declined even when it was a different county. I am wanting to verify that the base wage for this proposal is indeed $17.72 (actually $17.75) and hour.
A: The Government will never dictate base wages. Wages are set by the Contractor with adherence to the Department of Labor Wage Determination schedule.
