About this file

This is a Standard Operating Procedure (SOP) for spill containment, cleanup, and disposal of pesticides at Fort Riley, last revised in April 2021. The document outlines mandatory procedures for both government and contract personnel who handle pesticides on the installation.

The SOP details specific reporting and response protocols, including requirements to contact the Fort Riley Fire Department for spills outside designated mixing facilities, notification procedures for reportable quantities to EPA Region Seven, and proper use of spill kits located at various facilities. It mandates the use of appropriate personal protective equipment (PPE) during spill response and provides detailed steps for containment, including handling of both liquid and dry spills, treatment of injured personnel, and proper disposal of contaminated materials as hazardous waste. The document directly relates to the solicitation W911RX-25-Q-A008 for General Pest Control services at Fort Riley, serving as an operational guidance document that winning contractors must follow.

SOP for Spill Containment, Cleanup, and Disposal of Pesticides

SOP for Spill Containment, Cleanup, and Disposal of Pesticides, minor revisions April 2021

SOP for Spill Containment, Cleanup and Disposal of Pesticides

1. PURPOSE: The purpose of this SOP is to establish procedures for the containment, cleanup, and disposal of spills that result from pesticides being spilled during pest control operations at

Fort Riley.

2. RESTRICTIONS: This SOP will apply to all personnel, contract or Government, involved in the containment, cleanup, and disposal of spilled pesticides on Fort Riley. Personnel will be held responsible for reading the following SOP and signing a signature sheet as proof that it has been read and understood. Walk-through training will be completed prior to the use of safety equipment or apparel on the job.

3. BACKGROUND: This SOP compliments the Pest Management Plan and ensures that all personnel using pesticides are using proper procedures for responding to spilled pesticides and to reduce the chance of injury during the response to the spill.

4. PROCEDURES:

A. Government and Contract Personnel procedures for pesticide spills

1. If a pesticide is spilled at any location other than pesticide mixing facility (Operations and

Maintenance Division Pest Management Facility), the spill shall be reported telephonically to the

Fort Riley Fire Department by calling 911. The Fire Department will have the option to clean up any or all spills, as they deem necessary. All chemicals in the mixing bay sump area or chemical mixing sink of Building 349 are not reportable chemical spills and shall not be called-in as spills to the Fire Department. These areas are specifically designed to contain chemicals in the processing of tank mixes. Chemicals located in these areas are to be used as the label directs, will not create wastes, and are not a release of pesticides into the environment.

2. All reportable spills that are equal to or greater than the chemical’s reportable quantity (RQ) shall be reported by the Installation Chemical Spill Coordinator to the Environmental Protection

Agency (EPA), Region Seven. If the RQ of the chemical spilled is not listed or if the pesticide spilled is an unknown, the Installation Spills Coordinator shall confer with the EPA for guidance on the reporting requirements of the chemical. For a list of pesticide reportable quantity levels for individual pesticides contact the Installation Spills Coordinator.

3. The caller reporting the spill will need to provide the following information about the spill to the Fire Department: location, size, type of pesticide, and concentration level of the pesticide spilled. The Fire Department will notify the proper personnel to assist in the spill containment and cleanup, including the Installation Spills Coordinator.

4. For spills in which the Reportable Quantity level is not met, the pesticide spilled is known and the spill can be safely cleaned up, trained pest management or store personnel shall begin spill clean-up procedures if the Fire Department so directs. The spill kits located at the Operations

SOP for Spill Containment, Cleanup, and Disposal of Pesticides, minor revisions April 2021 and Maintenance Division Pest Management Facility (Building 349), the Post Exchange stores, the Commissary and other similar facilities, and the vehicle spill kits located on the Pest

Management trucks and other equipment shall be used when responding to a spill. These kits contain the necessary items for responding to a spill.

5. Personnel responding to a spill for containment, cleanup, or disposal shall don the appropriate personal protective equipment (PPE) before proceeding farther in response to the spill. Required apparel for cleanup of spills shall be worn as stipulated on the label and Safety Data Sheet (SDS) for each chemical. PPE may include: an approved respirator, chemical resistant boots, chemical resistant gloves, a chemical resistant apron, tyvek coveralls, and a splash-proof pair of goggles or face shield. These items are located in the spill response kits.

6. Injured personnel shall be immediately removed to a location upwind and away from the spill area. If necessary, remove contaminated clothing from the victim and/or rescuer, then wash affected areas of the body with soap and water. Administer additional first aid, which may include flushing contaminated eyes with clean water for 15 minutes.

7. Injured personnel shall then be transported to Irwin Army Hospital or the nearest available hospital for treatment of injuries. If possible a copy of the container label and SDS for the spilled material should accompany the victim to the hospital.

8. If the injured person is unable to be transported call 911 to get an ambulance to the site. They should be notified of the location of the victim, extent of the injury, and the type of pesticide involved in the injury. A copy of the container label and SDS shall accompany the victim to the hospital.

9. Personnel responding to a spill shall ensure that individuals not involved in spill clean-up activity stay at a safe distance from the area to ensure that they are unaffected from the chemical fumes.

10. Personnel shall remain upwind of the spill until donned with a respirator if required by the label and SDS to prevent exposure to toxic fumes or vapors that may be present. If the spill is in an unventilated area, personnel shall try to ventilate the area before further cleanup procedures are taken.

11. All flame sources, sparks, or heat sources should be eliminated if the spill contains flammable liquids.

12. Leaking containers should be repositioned or patched to reduce further spillage.

13. The spill should be contained in the smallest area possible. Contain liquid spills with a dike of absorbent material such as sawdust or vermiculite. Dry spills should be contained by covering powders or dusts with plastic or a tarp. If a suitable cover cannot be found, dry spills should be lightly wetted down to prevent blowing. Special care should be taken to prevent any spill from entering a waterway (ditches, sewers, ponds, etc.).

SOP for Spill Containment, Cleanup, and Disposal of Pesticides, minor revisions April 2021

14. Absorbent shall be applied sparingly to the spill. Any material that cannot be decontaminated after spill cleanup and must be disposed of will be hazardous waste.

15. Uncontaminated spilled material that can be recovered shall be placed into the original container or a properly labeled storage container for future use.

16. Contaminated spilled material and any materials used in response to the spill that cannot be decontaminated must be disposed of as a hazardous waste. For hazardous waste disposal instructions refer to the hazardous waste SOP.

17. Materials that were used from the spill kits should be decontaminated and replaced in the spill kits. The checklist of items contained in the spill kit should be reviewed after each use to ensure that all of the proper items have been replaced. Missing items or items that need replacement should be ordered for the spill kits.
