About this file

This is Amendment 0002 to Solicitation W911QY26RA031, issued by the U.S. Army Materiel Command (AMC) on September 16, 2026, for warehousing support services at the U.S. Army Logistics Resource Center in Natick, Massachusetts.

The amendment adds four new contract line items (CLINs 0023, 0024, 0031, and 0032) for Supervisor/Lead Administrative Clerk & Material Handling Equipment (MHE) Operator and Administrative Clerk & MHE Operator positions. CLINs 0023 and 0024 are six-month option line items for extension of services under FAR 52.217-8, with a period of performance from October 1, 2029 to March 30, 2030. CLINs 0031 and 0032 are "1 Lot" line items for additional support and overtime services. All positions require GCSS-Army experience (WL-07 rank equivalent for supervisory positions; WG-06 for administrative clerks), T-CODE transaction knowledge, valid motor vehicle and forklift operator licenses for equipment up to 36K cargo capacity, and the ability to lift 50 pounds without assistance. Services are performed Monday-Friday from 0700-1530 hours at W90JW2 (USALRCTR Natick, 10 General Greene Avenue, Natick, MA 01760-5002). The amendment also clarifies staffing requirements, specifying that unscheduled absences exceeding 24 hours require temporary replacement within 48 hours, and extended absences require permanent qualified replacement within 30 days, with payment deductions for unstaffed periods. The pricing schedule (Attachment 0001) is revised to Rev1, and proposals must be submitted electronically to michael.j.quinlan3.civ@army.mil with technical (10 pages), past performance (5 pages), and pricing (2 pages) sections following a Best Value source selection process.

Descript: This amendment clarifies some of the questions and answers found in the SAM.gov posted Solicitation. A requirement for Additional Support/Overtime CLINs was added for the two positions. Two Option CLINs were added to support the extension of the contract by up to 6 months should that be required. This amendment clarifies what the offeror should include in its Program Management discussion in the Technical Section. The Offeror shall propose the number of hours each employee will work each month and annually and provide the number of hours each employee has in paid time off due to leave or illness. If an employee's unscheduled time off exceeds 24 hours, a temporary qualified employee must be provided within 48 hours. If the absence is extended, the position shall be filled by a permanent qualified replacement within 30 days. If a position is unstaffed due to unplanned contractor absence and a backfill is not promptly provided, the government will deduct or withhold payment for those lost hours.
