Section L.2.3 –Technical Section L.2.3 states that the Offeror will provide the name, qualifications, and experience of the individual proposed for each position and that resumes “may be submitted.” Please confirm whether named personnel are required at proposal submission and whether resumes are optional.

Confirmed. Offerors must provide the names, qualifications, and relevant experience of the specific individuals proposed for the Material Handler positions at the time of proposal submission. Resumes are optional; however, offerors are strongly encouraged to submit resumes to substantiate the proposed personnel's qualifications, GCSS-Army proficiency, and MHE operating history against Section M evaluation criteria.

Section C – PWS;

Section L.2.3 – Technical The requirement calls for personnel with GCSS-Army experience and knowledge of applicable T-CODE transactions. Will the Government sponsor/provision the necessary CAC, network credentials, GCSS-Army accounts, AMS access, ACAMS access, and other Government system access required for contract performance?

Yes. The Government will sponsor and provision the required Common Access Cards (CAC), NIPRNet accounts, and role-based permissions for GCSS-Army (inbound/outbound transaction roles), AMS, ACAMS, and associated systems upon award. Access is contingent upon contractor personnel submitting completed security paperwork (e.g., DD Form 2875 / SAAR) and obtaining favorable background vetting.

Section C – PWS;

Section L.2.3 –Technical Are there any installation access, background investigation, credentialing, suitability, or personnel security requirements applicable to contractor personnel beyond the qualifications identified in the solicitation?

Standard Army Suitability Requirements Apply. Personnel must successfully complete a Tier 1 (T1) / NACI background investigation (or obtain a favorable interim determination) for CAC issuance and IT-III / Non-Sensitive system access per AR 380-67 and AR 25-2. Personnel must pass local installation vetting via the Directorate of Emergency Services (DES) / Visitor Control Center (VCC) and complete mandatory annual prerequisites (DoD Cyber Awareness Challenge, Level I Anti-Terrorism, OPSEC, and CTIP) prior to account provisioning.

Section B – CLINs 0001/0002; Section L.2.3 – Technical Amendment 0001 requires motor vehicle operator licenses to include MHE/forklift variants up to 36,000-lb. cargo capacity and size. Must proposed personnel possess all required MHE/forklift licenses/certifications at the time of proposal submission, or may Government/site-specific MHE certifications be completed after award and prior to operating the applicable equipment?

Proposed personnel must demonstrate baseline commercial or prior military forklift/MHE qualification and experience (e.g., valid state driver's license, OSHA forklift certification, or past DA Form 348 / OF-346) in their proposal submission. Site- and equipment-specific Government licensing (e.g., evaluation and issuance of DA Form 5984-E / OF-346 for Government-owned 36,000-lb MHE variants per AR 600-55) will be conducted by the LRC Master Driver / Safety Office post-award, prior to unsupervised operation.

Section C – PWS Will the Government furnish all MHE/forklifts, vehicles, Government systems, computers, workspace, and other equipment necessary to perform the requirement, or is the Contractor expected to provide any equipment, vehicles, IT equipment, or other material?

The Government will furnish all primary operational assets. Government-Furnished Property (GFP) / Equipment (GFE) includes all MHE/forklifts (including 36K capacity variants), Government motor vehicles (GOVs), IT equipment (desktops, monitors, peripheral hardware, network access), GCSS-Army workstations, and on-site warehouse facilities. The Contractor is responsible only for contractor-internal administrative overhead and mandatory employee Personal Protective Equipment (PPE) such as safety-toe footwear.

Section F – Period of Performance The base period is identified as October 1, 2026, through September 30, 2027. If award occurs near the October 1 start date, will the Government provide a mobilization/transition period before full staffing and performance are required? If so, please identify the anticipated mobilization period.

Yes. In the event of an award occurring close to the October 1, 2026 start date, the Government will authorize a 15-to-30 calendar day transition/mobilization period to allow for personnel in-processing, CAC badging, background clearance verification, and GCSS-Army system role provisioning. Full Operational Capability (FOC) will be required at the conclusion of the transition window. Should the award date be delayed past October 1, 2026, the Contracting Officer will formally adjust the Period of Performance dates via solicitation amendment.
