About this file

This is a Questions and Answers document that clarifies requirements for the Warehousing Support for CRSP contract (W911QY26RA031) at Natick Logistics Readiness Center. The solicitation requires two appropriately trained supply and services labor positions to operate a Centralized Receiving and Shipping Point (CRSP) warehouse at Building 20, Natick installation, performing material receipt, issuance, inspection, distribution, and backhaul operations during standard hours of 0700–1530, Monday through Friday. The contractor must maintain continuous staffing to meet the proposed hours, including coverage during employee leave or illness, with temporary backfill personnel required within 48 hours for absences exceeding 24 hours and permanent replacement within 30 days. All personnel must possess valid state driver's licenses and meet full qualification requirements including GCSS-Army access, AMS system operation, and material handling equipment (MHE) forklift certification; the Government will provide MHE training and licensing during a designated 30-day phase-in period if personnel lack pre-existing credentials.

The Government furnishes all material handling equipment, vehicles, computers, network access, workstations, systems access (GCSS-Army, AMS, ACAMS), approved documentation equipment, and operational supplies required for contract performance. Anticipated workload is under 2,000 shipments monthly within the local Natick installation with no off-post transportation required. All routine labor, administrative overhead, and performance requirements are included in monthly Firm-Fixed-Price (FFP) CLINs with no separate reimbursement anticipated for travel, materials, or equipment. Limited weekend support of up to four hours monthly may be authorized through the Contracting Officer's Representative on a case-by-case basis, with contractors proposing separate overtime rates for both positions. Contract performance begins October 1, 2026, with all onboarding activities (badging, CAC issuance, safety training, orientation) completed during the 30-day phase-in period. Preparation and submission of all required CDRLs, safety plans, emergency response plans, and administrative reports are included within the FFP CLINs.

1PWS – Material Handling Equipment / Amendment 0001PWS / Amd. 0001, pp. 2–4Please confirm whether the Government will furnish all material handling equipment required for performance, including forklifts capable of handling loads up to 36,000 pounds. If any MHE is contractor-furnished, please identify the type, capacity, and quantity the Contractor is required to provide.
AnswerThe Government will provide all Material Handling Equipment (MHE) required for the performance of this contract, to include forklifts capable of handling loads up to 36,000 pounds. No contractor-furnished MHE is required for this effort. The contractor is not responsible for providing, leasing, or maintaining any transportation or cargo vehicles for daily distribution and backhaul operations.
2PWS – Motor Transportation / Distribution and BackhaulPWSPlease confirm whether the Government will furnish the vehicles required to perform cargo distribution, receipt, and backhaul activities. If contractor-furnished vehicles are required, please identify the anticipated vehicle type/capacity and estimated frequency of use.
AnswerThe Government will furnish all vehicles required to perform cargo distribution, receipt, and backhaul activities under this contract. No contractor-furnished vehicles are required for this effort.
3PWS – Distribution to Other LocationsPWSThe PWS references distribution of cargo to, or receipt of cargo from, other CRSPs, port operations areas, or bases/camps. Please identify the anticipated locations, estimated frequency of these movements, and whether transportation outside the Natick installation is anticipated.
AnswerAll cargo receipt, distribution, and shipment activities associated with this contract will be handled locally at the final point of receipt: LRC Natick, Building 20, Central Receiving and Shipping Point (CRSP) Warehouse. No transportation or cargo movements outside the local Natick installation are anticipated for this effort. All contracted logistics, warehousing, and cargo-handling operations are strictly confined to Building 20 CRSP Warehouse on the Natick installation. Contractors are not required to plan for or execute off-post transportation missions.
4PWS – Hours of Operation / StaffingPWSPlease confirm whether both the Supervisor/Lead Administrative Clerk/MHE Operator and Administrative Clerk/MHE Operator positions must be continuously staffed during the full 0700–1530 Monday-through-Friday operating period, including during employee leave, illness, training, or other absences.
AnswerContractors must remain continuously staffed to support Natick's warehousing requirements. The contract must meet its proposed number of hours which includes employee paid time off due to leave or illness. If an employee's unscheduled time off exceeds 24 hours, a temporary qualified employee must be provided within 48 hours. If the absence is extended, the position shall be filled by a permanent qualified replacement within 30 days. If a position is unstaffed due to unplanned contractor absence and a backfill is not promptly provided, the government will deduct or withhold payment for those lost hours.
5PWS – Staffing / Relief CoveragePWSIf relief or backfill personnel are required to maintain coverage during temporary employee absences, please confirm whether relief personnel must meet all experience, licensing, GCSS-Army, and MHE qualification requirements applicable to the position being covered.
AnswerThe contractor is required to maintain adequate coverage at all times. Any relief or backfill personnel utilized to cover temporary absences must fully meet all experience, licensing, GCSS-Army access, and MHE qualification requirements applicable to the specific position being covered. There will be no exception to these standards for temporary personnel.
6PWS – Workload / Amendment 0001PWS / Amd. 0001, p. 1Amendment 0001 identifies this as a new Natick requirement with no previous supporting contract. Please provide any available estimated workload data, including anticipated monthly or annual receipts, shipments, material transactions, truck movements, container movements, and distribution/backhaul activities.
AnswerAs a small installation, the Natick CRSP operates at a lower workload volume compared to major logistics hubs. Contractors should project a workload baseline of under 2,000 total shipments handled monthly. This total encompasses all local receipts, shipments, material transactions, and associated warehouse truck/container movements within Building 20. This effort supports a low-intensity, high-precision storage and distribution mission. Staffing models and operational pacing should be scaled to accommodate an average throughput of fewer than 2,000 shipments per month.
7Section L.2.3 – Personnel Qualifications / Amendment 0001Amd. 0001, pp. 11–12Please clarify whether proposed personnel must possess an existing license or certification to operate MHE/forklift variants up to 36,000-pound cargo capacity prior to contract start, or whether the Government will provide installation-specific MHE training, testing, and/or operator authorization after award.
AnswerProposed personnel are not strictly required to possess a high-capacity MHE license prior to contract start. If a license does not exist, the LRC has the capability to provide the necessary MHE training, testing, and operator authorization during the contract's phase-in period. However, a valid state driver's license is an absolute prerequisite to operate any and all U.S. Government property, including MHE. We will utilize the designated phase-in/transition period to coordinate with LRC safety personnel for forklift licensing. Ensure all proposed staff possess clean, valid state driver's licenses on Day 1.
8PWS – Government-Furnished Equipment / MHEPWSFor any Government-furnished MHE or vehicles used in performance, please confirm whether the Government will be responsible for fuel, preventive maintenance, repairs, inspections, and replacement equipment when Government-furnished equipment is unavailable or out of service.
AnswerThe contractor/vendor is not responsible for fuel costs, scheduled preventive maintenance, repairs, safety inspections, or providing replacement equipment for GFE. The Government retains full responsibility for these items. However, contractor personnel are strictly required to perform and document Preventive Maintenance Checks and Services (PMCS) prior to the use of any vehicle or MHE, in accordance with applicable DoD regulations and OSHA safety policies. As any GFE found with critical faults during the pre-use PMCS must be immediately red-flagged and reported to the LRC maintenance representative. Operating GFE without a documented daily PMCS is a direct violation of OSHA and Army safety regulations.
9PWS – GCSS-Army / AMS / ACAMSPWSPlease confirm whether the Government will provide the contractor personnel with the required Government network access, user accounts, workstations/computers, and system access necessary to perform GCSS-Army, AMS, ACAMS, and other required Government system functions.
AnswerThe Government will provide all necessary network access, user accounts, physical workstations/computers, and systems permissions (including GCSS-Army, AMS, and ACAMS) required to perform the duties outlined in the PWS. System access is contingent upon personnel obtaining a Common Access Card (CAC) and completing required cyber security training. This process should be initiated immediately upon contract award during the phase-in period.
10PWS – Hours of OperationPWSPlease clarify the required contractor staffing and operating requirements for Federal holidays, installation closure days, administrative closures, weather/emergency closures, and other days when the Natick installation or supported activities may be closed.
AnswerThe contractor shall align all operations with the normal operating schedule of the Logistics Readiness Center (LRC). During standard Federal holidays, scheduled installation closures, and emergency weather closures, contractor personnel are not required to report to work, unless otherwise directed by the Contracting Officer. However, in the event of a federal government shutdown, the contractor is required to maintain full, scheduled presence and performance at Building 20.
11PWS – Hours of Operation / Additional WorkPWSPlease confirm whether any routine overtime, weekend, after-hours, emergency call-back, or on-call support is anticipated. If so, please provide the anticipated frequency and clarify whether such support is included within the FFP CLINs or will be separately authorized and compensated.
AnswerRoutine overtime or on-call support is not anticipated. However, there may be an operational requirement for up to four (4) hours of weekend support, occurring no more than once per month. Any such weekend support will be coordinated on a case-by-case basis through the Contracting Officer's Representative (COR). Two CLINs will be added to the Contract for Additional Support. The Contractor shall propose the overtime hourly rate for both the lead clerk/MHE operator and the administrative clerk/MHE operator. Contractors must not perform any weekend or after-hours work without written coordination and approval by the COR.
12PWS – TransportationPWSIf contractor personnel are required to perform transportation outside the primary Natick work location, please clarify whether mileage, fuel, tolls, parking, travel time, lodging, per diem, or other travel-related expenses are included in the FFP CLINs or will be separately reimbursed.
AnswerTravel or transportation services outside the primary work area will not be required. As established, all contracted performance and cargo-handling activities will be executed solely within the designated local work area at the LRC Natick Building 20 CRSP Warehouse. Therefore, no travel-related reimbursements or off-post transportation costs are applicable to this contract.
13PWS – Contractor/Government-Furnished PropertyPWSPlease identify which operational items are Government-furnished versus contractor-furnished, including MHE, vehicles, computers, phones, communications equipment, office supplies, storage equipment, safety equipment, PPE, and other equipment necessary to perform the PWS.
AnswerThe Government will provide all operational equipment necessary for contract performance. No contractor-furnished MHE, vehicles, computers, phones, communication equipment, office supplies, storage equipment, or general safety equipment are necessary or required. All such items will be Government-Furnished Property (GFP) incidental to the place of performance at Building 20.The Contractor is responsible for contractor-internal administrative overhead and mandatory employee Personal Protective Equipment (PPE) such as safety-toe footwear.
14PWS – Required Photography/DocumentationPWSWhere the PWS requires contractor personnel to photograph or otherwise document material, please confirm whether the Government will furnish an approved camera, mobile device, or other equipment necessary to perform this requirement.
AnswerIn alignment with standard security protocols at the installation, no contractor-furnished photographic equipment, cameras, or mobile devices are permitted or necessary. The Government will fully furnish all approved cameras, scanning hardware, or mobile devices required to document and photograph material in performance of the PWS. To maintain strict operational security (OPSEC) boundaries on the installation, contractors are prohibited from utilizing personal or company-owned camera-enabled devices to document government property. Only the Government-Furnished Property (GFP) devices provided by the LRC may be utilized for photography and data input.
15PWS / CDRLs – Safety and Administrative DeliverablesPWS / Attachments 0003–0004Please confirm that preparation and submission of all required CDRLs, reports, safety plans, emergency response plans, and other recurring administrative deliverables are included within the applicable FFP CLINs, and identify whether any additional recurring reports or deliverables are anticipated beyond those listed in the solicitation attachments.
AnswerThe preparation, submission, and maintenance of all required CDRLs, safety plans, emergency plans, and administrative reports are fully included within the current Firm-Fixed-Price (FFP) CLIN structure. No additional recurring reports are anticipated at this time. If any additional reporting, data metrics, or administrative tasks are required in the future, a formal contract modification will be issued by the designated Contracting Officer to assess, coordinate, and compensate any potential increase in workload. Contractors should calculate the administrative overhead for drafting plans and submitting CDRLs directly into their baseline FFP proposal. Any reporting requests originating from outside the Contracting Officer (KO)—including informal requests from site personnel—that increase workload must be formally routed for a contract modification before work begins.
16PWS – Transition / StartupPWSPlease identify any required pre-performance activities associated with badging, CAC issuance, system access, orientation, safety training, MHE authorization, or other onboarding requirements, and clarify whether contractor personnel must complete any of these activities prior to the October 1, 2026 performance start date.
AnswerThe contract features a designated 30-day Phase-In period designed to facilitate all onboarding and transition activities. Contractor personnel are not required to complete these activities prior to the October 1, 2026 performance start date. Rather, all required badging, Common Access Card (CAC) issuance, system access requests (GCSS-Army, AMS, ACAMS), orientation, safety training, and MHE testing/licensing shall be systematically completed during this active 30-day transition window.
17Section B / Attachment 0001 – Pricing ScheduleSolicitation / Attachment 0001Please confirm that all routine labor and associated performance requirements are to be included in the monthly FFP CLINs and identify any work, materials, transportation, travel, equipment, or other costs that the Government intends to authorize or reimburse separately.
AnswerAll routine labor, administrative overhead, and performance requirements outlined in the PWS are to be fully encapsulated within the monthly Firm-Fixed-Price (FFP) CLINs. As the Government is providing all necessary facility space, MHE, vehicles, IT workstations, and systems access, the Government does not anticipate or intend to separately authorize or reimburse any additional work, materials, transportation, travel, or equipment costs.
18FAR 52.217-8 – Option to Extend ServicesSolicitationIf FAR 52.217-8 is exercised following Option Year 2, please confirm which contractual monthly rates will apply during the extension period and whether the extension will be priced using the Option Year 2 rates, subject to applicable adjustments under the Service Contract Labor Standards.
AnswerIf FAR 52.217-8 is exercised to extend services following the conclusion of Option Year 2, the contractor may propose Option Year 2 extention contractual rates that would apply during the extension period.
19PWS – Staffing / WorkloadPWSPlease confirm whether the Government's anticipated workload has been structured to be performed by the two positions identified in the solicitation during the stated normal operating hours, exclusive of any separately authorized additional work.
AnswerThe standard workload is structured to be successfully performed by the two positions identified (Supervisor/Lead Administrative Clerk/MHE Operator and Administrative Clerk/MHE Operator) during normal operating hours. However, the Government has factored in possible overtime requirements should operational surges occur. If additional hours or weekend work are necessary, the contractor will be notified in a timely manner, in strict accordance with FAR policies, local agreements, and regulatory guidance. The baseline staffing requirement is firm. Any deviations, surges, or overtime directives required to meet unexpected mission goals will be formally coordinated through the COR and KO to allow the contractor sufficient time to schedule personnel.
