About this file

This is a Questions and Answers document clarifying requirements for solicitation W911QY26RA031, a Department of the Army Materiel Command contract for Warehousing Support for a Centralized Receiving and Shipping Point (CRSP).

The Q&A addresses key proposal submission requirements and performance expectations. The completed Attachment 0001 Pricing Schedule is excluded from the two-page Price Volume limitation. For proposed contingent-hire personnel, offerors need only identify the individual and document their qualifications and experience; Letters of Commitment or Intent are not required. Regarding staffing, contractors must maintain two appropriately trained positions during stated operating hours (0700-1530, Monday through Friday); specific guidance on coverage for employee absences and recurring overtime is found in Amendment 02 posted on SAM.gov. Contractor performance is not required on Federal holidays or Government-directed non-workdays; offerors should assume the standard Federal holiday schedule when developing firm-fixed-price labor estimates. For wage determination purposes, SCLS classification 21410 Warehouse Specialist applies to the Lead/Supervisor position. Past performance references should emphasize relevance based on comparable staffing and personnel management experience, though references involving warehousing, receiving/shipping, material handling, or GCSS-Army support are more relevant. The Hours Worked Report (Attachment 0002) is a post-award reporting deliverable and is not required with the proposal submission.

Solicitation Questions W911QY26RA031 - Warehousing Support for CRSP

RFP/RFQ Document
Para. / Page
Questions / Comments
Solicitation / Amendment 0001
Section L.2.2 and L.2.3, pp. 31-33
The solicitation establishes a two-page limit for the Price Volume and separately requires completion of Attachment 0001 - Pricing Schedule. Please confirm that the completed Attachment 0001 Pricing Schedule is excluded from the two-page Price Volume limitation. The new revised Attachment 001 is excluded. Please see the new amendment and answers to other questions now posted in SAM gov.
Solicitation / Amendment 0001
Section L.2.3 - Technical
The Government has confirmed that specific proposed personnel must be identified at proposal submission and that resumes are optional. Please confirm whether a Letter of Commitment or Letter of Intent is also required for proposed contingent-hire personnel, or whether identification of the individual and documentation of their qualifications and experience is sufficient. Identification of the individual and documentation of their qualifications and experience is sufficient.
PWS
Section C, p. 8
The PWS identifies two contractor positions and work hours of 0700-1530, Monday through Friday. Is the Contractor required to maintain both positions on-site during all stated operating hours, including coverage for employee PTO, sick leave, and other absences, or may temporary absences be accommodated without providing a qualified replacement? Please see Amendment 02 now posted in SAM.gov.
PWS / Section F
Section C, p. 8; Period of Performance
Please confirm whether contractor performance is required on Federal holidays, installation closure days, or other Government-directed non-workdays. If not, should offerors assume the CRSP follows the standard Federal holiday schedule when developing their firm-fixed-price labor estimates? Assume the CRSP follows the standard Federal holiday schedule when developing their firm-fixed-price labor estimates.
PWS
Section C, p. 8
Does the Government anticipate any recurring overtime, weekend, after-hours, or surge support outside the stated 0700-1530 Monday-through-Friday schedule? If so, should those costs be incorporated into the firm-fixed-price CLINs, or would such support be separately authorized? Please see Amendment 02 now posted in SAM.gov.
Attachment 0005 / Amendment 0001
Wage Determination / SCLS
The Government previously identified SCLS classifications 21130 Shipping/Receiving Clerk and 21410 Warehouse Specialist as applicable to this requirement. Please confirm the intended mapping: which classification applies to the Supervisor/Lead Administrative Clerk & MHE Operator, and which applies to the Administrative Clerk & MHE Operator? 21410 Warehouse Specialist is more suitable for the Lead position.
Solicitation
Section L.2.3 - Past Performance, pp. 32-33
Section L.2.3 requires offerors to provide past performance for Government service contracts performed within the last three years but does not specify a minimum or maximum number of references. Please identify the number of past performance references the Government expects offerors to submit. It is not about the quantity; it would be more about the relevancy of the reference involving comparable staffing and personnel management.
Solicitation
Section L.2.3 - Past Performance, pp. 32-33
For purposes of Past Performance relevance, will the Government consider Government service contracts involving comparable staffing and personnel management relevant, or must the referenced effort specifically involve warehousing, receiving/shipping, material handling, or GCSS-Army support? References involving comparable staffing and personnel management are fine. References specifically involve warehousing, receiving/shipping, material handling, or GCSS-Army support obviously are more relevant.
Attachment 0002 / Solicitation
Hours Worked Report / Section L.2.3
Please confirm that Attachment 0002 - Hours Worked Report is a post-award reporting deliverable and is not required to be completed or submitted with the proposal. That is for post award.
