About this file
This document is a Request for Information (RFI) related to the renovation of Building 32 at the US Army Natick Soldier Systems Center in Natick, Massachusetts. The RFI addresses several questions and requests for clarification from contractors, including the scope of work for duct cleaning, plumbing, structural engineering, electrical, and demolition. The government's responses indicate that the renovation work is divided into two CLINs, with CLIN 0001 having both design-build and design-bid-build components, and CLIN 0002 being entirely design-build. Key details include the requirement for contractors to bid based on the provided plans and specifications, the availability of design value engineering, and the requirement to reuse an existing sink and fixture. The government also provided clarification on the bathroom accessories, exterior painting, and fire alarm devices. Overall, this RFI addresses various technical aspects of the renovation project to ensure contractors have a clear understanding of the scope of work.

RFI Ref; BLDG 32 MWR RENOVATION
1. It was mentioned at the walkthrough to include duct cleaning in the kitchen. If so, can you show on the drawings the quantities of ducts to account for?
The entire ductwork connected to the kitchen exhaust fan shall be cleaned.
2. Is this project design-build, or design-bid-build? Also what format are we bidding this project? Is CLIN 0001 base bid and CLIN 0002 is an alternate? Are we to provide two stand alone prices for the two drawings? Please advise.
Government Response: Both CLIN 001 and CLIN 002 has both design-build and design-bid-build components, see revised SOW.
Contracting/DPW to response to alternates and pricing structure.
3. It was mentioned at the walkthrough that the option for design value engineering would be available to reduce cost using contractor knowledge and insight for the design process. This opens up the possibility for a bigger range of prices for proposals submitted. For the sake of fairness can it be stated for the record that we are to bid per plans, specifications, and any addenda released?
Yes – bids shall be according to plans and specs.
4. On the CLIN 0002 drawings, drawing AD-100, demolition keynote #9 calls for the 'remove and salvage for reuse sink and fixture' for what seems to be one sink/fixture in the women's bathroom.
Where is the sink and fixture being reused because the plumbing drawings call out all new sinks and fixtures.
Government Response: Provide new sink as indicated on P-100 5.On the CLIN 0002 drawings, drawing A-101 and also confirmed using Elevation Drawing #4 on drawing A-300, there appears to be a janitor's closet in Restroom 103. In said janitor's closet there appears to be one mop sink and one water fixture. Are we to account for these items and if so what models and sizes are we to provide.
Government Response: Refer to CLIN 002 SOW. Plumbing for CLIN 002 is design-build.
6. It is our understanding that the subfloor (and by extension the subfloor framing) for the second floor of the building is wood. If that is the case what is the expectation for engineering and load calculations given the weight of the new bathroom being added as part of the CLIN 0002 drawings?
What engineering/design components we will be responsible for?
Government Response: Refer to CLIN 002 SOW. Structural for CLIN 002 is design-build.
7. Please provide any available as-builts for MEPs.
Government Response: The only as-builts drawings for the current conditions are attached. COR to provide original building plans if they exist.
8. On CLIN 0002 drawings, sheet S-100 is labeled both "Roof Framing Plan' as well as "Second Floor Framing Plan'. Which one is it?
Government Response: Second Floor Framing Plan. (Attached)

10. Just to confirm, on drawing set CLIN 0001, drawing A-200 calls for sand blasting and painting of all exterior walls of the building. On CLIN 0002, drawing A-200 is missing that note. Is this intended?
Government Response: Yes, the exterior shell is considered work in CLIN 001
11. Are emergency lights required? They are shown on the legend of E 102, E 103 (CLIN 001) but are not on the plans.
Government Response: See attached revised electrical drawings showing locations.
12. Drawing AD 102- There is a callout (number 1 in a circle, remove walls) next to several walls in Fire Panel Room 015, Offices 013, 014, Vestibules 11a and 11b, and behind the bar along column line 2. These appear to be inaccurate. Please clarify the extent of wall removal.
Government Response: See attached revised CLIN 001 AD 102 drawings showing locations.
13.Drawing AD 102 – What is the shaded area at the bar along column line 2 designating?
Government Response: As noted in reflected ceiling plan legend – Demolished ACT Grid.

15.Drawing A 500 – The door schedule calls for doors in the basement and first floor. Please clarify that the doors are for the first and second floors. Also, on CLIN 0002 drawings, Door 1-7 (located in Restroom 103) is missing from the door schedule but is depicted on drawing A-101. Please advise.
Government Response: See attached revised CLIN 001 A 500 drawing.
16. Drawings M 100 and M 101 – There is a Mechanical Keynote (number 1 in a circle) calling for new ductwork and exhaust fan for the dishwasher, to be installed in the location that an exhaust fan is being removed. There is nothing shown on these drawings for that work. Please clarify if that fan is required, is there another being removed and where these are.
Government Response: Refer to CLIN 002 SOW. Mechanical for CLIN 002 is design-build.
17. On drawings M 100 and M 101 specifically, there are notes called out (numbers 5,6,7 in a circle) and there is nothing in the legend to indicate what this mean. Please provide the scope of work called for in these notes, and any other notes on other drawings.
Government Response: Items have been removed, see revised CLIN 002 M 100 and M101 sheets.
18. On CLIN 0002 drawings, drawing A 101 shows new toilets being installed along an exterior wall.
It does not show a wet wall being built. Please clarify if we are to build a wet wall to contain the plumbing lines without putting them into a cold outside wall.
Government Response: A wet wall can be considered, currently there is indication that a furred wall currently exists, contractor shall verify field conditions and provide a wet wall if needed.
19. On CLIN 0002 drawings, drawing M 101 – Shows exhaust fans in each of the new toilet stalls.
Please clarify make and model and where these fans are venting to.
Refer to CLIN 002 SOW. Mechanical for CLIN 002 is design-build.
20. Drawing FA 100 and FA 101 – Show new fire alarm devices in the Ballroom and Storage Room
014. This appears to be part of CLIN001. Please clarify how you want us to handle these items.
Government Response: CLIN 001 devises are considered existing. If a wall that has device located is removed, devise shall be relocated. Refer to XFA for existing devices and FA drawings for devices added.
21. What are the restrictions on running supply and waste lines for the kitchen in the room below?
Will everything need to be boxed out and hidden or can it be run exposed?
