About this file
This document is an Amendment to a solicitation for the renovation of Building 32 at the US Army Natick Soldier Systems Center in Natick, Massachusetts. The amendment addresses several clarifications and updates to the original solicitation, including:
- Clarification on whether CLIN 0001 and CLIN 0002 can be performed concurrently, and how pricing for general conditions should be structured.
- Identification of the location of the electrical power and utility connections to support the new equipment.
- Provision of the door hardware specification package, including the hardware sets for both CLIN 0001 and CLIN 0002.
The original solicitation (Solicitation Number W911QY24R0005) is a 100% small business set-aside for the renovation of Building 32. Funding is currently available for CLIN 0001, but not CLIN 0002. Offerors are asked to propose on both CLINs in case additional funding becomes available for CLIN 0002. The work will be performed at the US Army Natick Soldier Systems Center in Natick, Massachusetts.

Text version
Amendment #8 13 June 2024
1. The question about CLIN 0001 and CLIN 0002 being potentially performed concurrently has not been answered. The Government indicated that funding is available for CLIN 0002 and indicates that CLIN 0001 should be bid separately. But please clarify if the two CLINs can be performed concurrently and if so, should bids for CLIN 0001 include only the additional general conditions costs to perform the additional work. If offerors include the necessary general conditions costs to perform the work of each CLIN independently, it is highly likely the proposals received will not represent the best possible pricing to the Government.
Work for both CLINS should be performed concurrently, and pricing for general conditions should reflect that.
1. Amendment 4 indicates that power requirements for the wheelchair lift, dishwasher, and dishwasher exhaust fan are to be provided by the manufacturers of this equipment, which is correct, but the anticipated sources of power (panel locations and capacities) should be provided by the Government in the RFP/bid documents. This also applies for the sources of domestic water (cold and hot if hot is provided by a central hot water heater) and waste and vent lines. A site visit is not adequate to ascertain this information, especially when lines are concealed above ceiling and in walls/chases.
*The electrical power is located in the Mechanical room; contractor shall identify and verify the power/capacity needed to cover the new equipment.
* New utilities will be connected to the existing utility lines; the contractor shall design and establish where to locate the new utility lines.
1. Door hardware sets have not been provided. If this is intended as a design-build element of the project, the general function of each opening should still be provided in the RFP/bid documents and offerors can determine the hardware components of each opening.
Door hardware sets have been provided. A limited specification package has been created dated 30 October which includes the following sections: 01 33 23 Shop Drawings, Product Data and Samples, 02 41 00 Demolition and 08 71 00 Door Hardware. Page 5 of the door hardware section has the five hardware sets for both CLIN 001 and CLIN 002. The corresponding hardware sets are listed in the door schedule in each CLIN drawing package.
