1 RFP Suggestion Page 45, Table 2 Table 2 – Volumes and Page Limitations | Volume I Mission Capability 70 pages TAB F: Factor 1 Mission Capability Subfactors.
Subfactor 1 –Base Operations
a. The Offeror shall provide Task Implementation Plans (TIPs) for each Base Task Authorization Request (TAR) in support of Base Operations Support for Air and Missile Defense Test Directorate (AMDTD) located at Fort Bliss, Technical Exhibit (TE) K and Base Operations Support for Fires Support Test Directorate (FSTD), Fort Sill, TE L, and PWS 5.1, IAW the TIP format listed as TE D – Task Implementation Plan Revision 20220106. Subfactor 3 – Test Support Operations
a. The Offeror shall provide a Task Implementation Plan (TIP) for Test Support Operations, Sample Test TAR (Attachment 1), using the TIP format listed as TE – Task Implementation Plan Revision 20220106. The Offeror’s TIP shall provide its technical approach IAW the entire PWS Section 5.2 and demonstrate their ability to perform pre-test services, test execution, and post-test services. The Offeror shall include their workload shifts for personnel management at multiple locations IAW Attachment 1.
Based on the requirements within Volume I Mission Capability Subfactors 1 and 3, recommend adding 60 pages to the current Mission Capability Volume page limitation of 70 pages in order for the offeror to address the 18 pages of Air and Missile Defense Test Directorate (TE K) requirements and the 15 pages of First Support Test Directorate (TE D) requirements. As well as all the requirements for this volume.
The Government extended the page limit and added 60 pages to the current Mission Capability Volume page limitation. The limit is increased to 130 pages.
2 RFP Question RFP Section L and TE D In the Government instructions, vendors are asked to:
1. Limit Volume 1 to 70 pages
2. Provide TIP response to 3 TARs
3. Respond to TIP as instructed within TE - Task Implementation Plan Revision 20220106 format instructions (which is .ppt)
4. Respond to PWS Section specified within TE - Task Implementation Plan Revision 20220106 format instructions (which is .ppt)
Under what conditions would the Government consider an alternative approach to either:
1. Increase the total page count to 150 pages
2. Allow each TIP submission in compliance to TE D and submit as a PowerPoint format as a separate attachment, AND respond to PWS Sections within the limited 70 page proposal page count
The Government extended the page limit and added 60 pages to the current Mission Capability Volume page limitation. The limit is increased to 130 pages. Will be issued with Amendment 0002.
3 RFP Question Page 44 C. Proposal Preparation Instructions | 2. Proposal Format | a. The Offerors shall submit their proposal through PIEE at https://piee.eb.mil/.
We have not been able to access PIEE at https://piee.eb.mil/ can the Government please tell us when we will have access?
The Government acknowledge that the solicitation was not uploaded initially, but this has been corrected and it is located in the PIEE Solicitation Module. All offerors should now be able to access and upload documents within the solicitation module.
4 Amendment 0001 Suggestion N/A N/A Amendment 0001 released on 30 Jan 2023 changed the due date for submission from 1 March 2023 to 23 February 2023. Taking away 6 days gives the current incumbent an advantage over all other bidders. With the amount of content required we would ask that the Government change the submission date back to 1 March 2023 to allow all bidders adequate time to response and equal play with the incumbent.
This is a revised response.
The Government is changing the closing date to 8 March 2023 22 March 2023. Was extended with Amendment 0004
5 RFP Question Volume - II Past Performance Will the Government accept an affiliate’s past performance, as long as a meaningful relationship commitment letter (MRCL) is provided?
No, we will not accept the MRCL for the affiliate's past performance.
6 RFP Question Page 40 Section 3a. On Pg. 40 states, 'The Offeror’s file name shall be “Company Name, Volume - Initial” for the first submission.'
May the Government please confirm the file names should be "Company Name, Volume #
- Initial"? E.g. "CompanyXYZ, Volume 1 - Initial", "CompanyXYZ, Volume 2 - Initial", etc.
Yes, the file names shall included a Volume number (e.g. II or 2)
7 Attachment 2 Past Performance and RFP Solicitation Mod 0001 p. 12, Tab G para d
Question Attachment 2 Past Performance pages 1 through 3, and RFP Amendment 0001, page 12.
Attachment 2 provides a form letter (dtd 23 Jun 2022) regarding client PPQs. It directs recipients to submit their assessments within 15 days of receipt (or date TBD, whichever is sooner) to Ebonie McClintock-Bennett at ebonie.f.mcclintock-bennett.civ@army.mil.
However, RFP Solicitation, Mod 0001 p. 12 states "The points of contact shall email the questionnaires directly to Lesa Crockett, CS, at lesa.m.crockett.civ@army.mil and Dianne K.
Grimes, KO, at dianne.k.grimes.civ@army.mil not later than 1:00 pm Central Time, 23 February 2023."
Please clarify the due date and appropriate person(s) to whom PPQs should be submitted, and re-issue Attachment 2 if appropriate.
The PPQ are due 5 calendar days (if the 5th day falls on Saturday or Sunday the next business day will be used) prior to solicitation closing.
Attachment 2 Past Performance has been revised to reflect the correct POC information.
8 RFP Solicitation Mod
Question Page 12, para 2 (a) through (k).
2. Contract Description. This section shall include the following information in the following format:
paras (a) - (k) outline information to be included in the citation.
For subcontractor past performance citations, if there is no visibility of the POCs with whom our Prime contractor interacts at the higher-level Contracting Activity, is it allowable/desirable to provide only the POC information for the Prime contractor and Government ACOR?
Yes, the Government will accept the POC information for the Prime Contractor and any Government Contracting Officer Representative (COR) for subcontractor past performance citations.
TETSS - Solicitation #: W9115123R0024
9 RFP Question Page 9. Amendment 1, pg. 8 says, “A page shall be an 8 ½” X 11” size of paper, no exceptions.” Pg 9 states, “TAB D: Cross Reference Matrix. Offeror shall use the Government-provided TETSS Attachment 6, Proposal Compliance Matrix”. To meet these two requirements, Offerors will have to rotate the Attachment 6 table AND reduce the font size to get it to fit within the parameters of a page.
Will the Government allow Offerors to adjust tables, graphs and formatting to fit into an 8 ½” X 11” size of paper?
This is a revised reponse.
Please refer to Amendment 0001 of the Solicitation, page 8, paragraph f. Cross reference indices are not included in the page limit. However, the font remains the same, but the table can overflow to more than one page.
The text size of the font size will be no larger than 12 point and no smaller than 10 point.
Illustrations and tables can overflow on to more than one page, however, they are counted as the number of pages they occupy.
10 RFP Question Page 49 Amendment 1, pg. 12 states, "d. For the contracts identified on each Specific Relevant Contract Reference, the Offeror shall forward a copy of the Past Performance Questionnaire (Attachment
2) to the points of contact responsible for monitoring performance under such contracts". The Evaluation Criteria does not mention PPQs but states, "The Government will review Offerors Past Performance in CPARS to include Quality, Schedule, Cost Control, Management and Regulatory Compliance."
Would the Government accept CPARS in lieu of PPQs? As a recent but former contract (within the past 3 years) may be referenced in Volume II of the proposal, it is likely that a Government POC familiar with an Offeror's performance may no longer be available to contact.
No, PPQs are in addition to the CPARS.
11 RFP Question Page 8 Amendment 0001, pg. 8 states: “Each volume shall contain a glossary of all abbreviations and acronyms used, with a definition for each.”
The submission requirements for Volume II (pgs. 10-13) do not specify a location for the required glossary. Are Offerors required to insert a glossary in Volume II? If so, may the Government please provide a location?
Please insert a glossary at the end of Volume II.
12 N/A Question N/A "The Government has several references for Government personnel for different actions. Please clarify the action owner for each of the following actions:
“Test Officer” Review and approve Offeror data collection forms developed “Test Officer / MTPA” -Provide input and approve any modifications to the agreed upon data collection schemes -Approve a property pass and discuss the LAN User Agreement responsibilities for travel with Government Furnished Computer Systems ahead of travel “Government” :
-Final authority to validate collected data meets and/or exceeds accuracy levels mutually agreed upon at the start of the test.
-Determine data reliability and appropriateness during data collection, reduction, and analysis “Government Representative” Provide applicable installation, facility, area commander installation and facility access, and local security policies and procedures."
1. PWS updated to include Test Officer, Military Test Plans Analysts definition.
2. MPTA can- approve data collection forms, approve modifications to the agreed upon data collection schemes, determine data reliability and appropriateness during data collection, reduction, and analysis, approves final authority to validate collected data meets and/or exceeds accuracy levels mutually agreed upon at the start of the test.
3. Property Pass/LAN User Agreement responsibilities are done during in processing.
4. Provide applicable installation, facility, area commander installation and facility access, and local security policies and procedures is done during the transition phase in.
13 RFP Question Page 46 "The Offeror shall provide Task Implementation Plans (TIPs) for each Base Task Authorization Request (TAR)...IAW the TIP format listed as TE D – Task Implementation Plan Revision 20220106".
TE D states, "10.2 The TIP shall be submitted to the Government (COR) as one document, consisting of a cover letter, technical approach, power point slides, and costing attachments, identified by the TAR number and title if applicable and title. The contractor shall also identify the POC or Lead responsible for accomplishing the task, with telephone number.
a.As per Government request, the contractor shall conduct an Oral TIP within 5 working days after electronic TIP submission"
Is the expectation that the contents within the TIP instructions be included in the proposal and therefore outside of the Form Approved OMB No. 0704-0188 document?
As TE D is embedded into a template (Form Approved OMB NO. 0704-0188), is the Government requiring a Cover Letter and Form Approved OMB No. 0704-0188 to be embedded into the Offeror's proposal within Volume 1, Subfactor 1?
The DID (OMB No. 0704-0188) is to provide Offerors with what is included in the TIP response. Offerors do not use the form for their proposal response. Based on the TE D, provide a written description as one complete document that includes a cover letter, technical approach, power point slides and costing. The sample test TAR will not have a costing attachment.
14 RFP Question See above Is the Cover Letter for each TIP included as part of the Offeror's page count? Yes.
15 RFP Question TE D See above In addition, is the Government expecting an Oral TIP within 5 working days after electronic TIP (proposal) submission?
If requested by the Government, yes, within 5 business days.
16 RFP Question TE D See above Are PowerPoint slides to be submitted as separate attachments, or are the slides to be embedded in each TIP response?
PowerPoint Slides are part of the TIP response, but not embedded. They are to be submitted a separate attachment.
17 RFP Question See above Are PowerPoint slides included as part of the Offeror's page count? Yes. The Government extended the page limit and added 60 pages to the current Mission Capability Volume page limitation. The limit is increased to 130 pages. Will be issued with Amendment 0002.
18 Amendment 0001 Question Page 2 The required response date/time has changed from 01-Mar-2023 01:00 PM to 23-Feb-2023 01:00
PM.
As the period of performance is not anticipated until April 2024 with a 30 day transition and proposal validity of 270 days from the proposal due date, will the Government provide Offerors with an adequate extension that synchronizes with a "reasonable" timeframe?
This is a revised response.
Yes, we have amended the 270 days to 406 365 days (Section L General Instructions Page 2).
19 Amendment 0001 Question Pages 14 Under Section L Vol. 3 Factor C- Cost # 8 states "Offerors shall provide Worker’s Compensation Insurance Certificate or other supporting documentation from the Contractor’s insurance company detailing how the cost of Worker’s Compensation Insurance proposed was derived. The submitted must be a Microsoft Excel document and not a flat (without formulas) file such as an Adobe PDF or Microsoft Word document.
Is it the Government’s intent that should an Offeror submit a Worker’s Compensation Insurance Certificate to satisfy this requirement, that the Worker’s Compensation Insurance Certificate must be submitted in a Microsoft Excel document? Please note, the Worker’s Compensation Insurance Certificate is provided by the Insurance Company in a letter/document format.
A submission of other supporting documentation must be in Excel format. If providing the Worker's Compensation Insurance Certificate, it can be in the format you receive from the Insurance Provider.
20 RFP - Attachment 5 Question Attachment 5 Cost Volume Workbook
N/A Will the Government allow bidders to make changes to all Tabs in order to capture all costs correctly.
Yes, the tabs can be modified. Propose according to your accounting system and how the Government is being charged. Ensure Attachment 5 links and cells appropriately work. See updated Attachment 5.
21 RFP Question Page 44 Section L, C.2.a. Please clarify how subcontractors are to submit their sealed packages. The feature of PIEE solicitation module allows for subcontractor to submit their sealed packages to the Government. Review the training modules for PIEE submissions.
22 RFP Question Page 44 Section L, C.2.c. It does not identify acceptable font size for tables and graphics. Would the Government Consider 10pt?
This is a revised response.
No, it will not be 10pt. The font remains the same, but the table can overflow to more than one page. The text size of the font size will be no larger than 12 point and no smaller than 10 point. Illustrations and tables can overflow on to more than one page, however, they are counted as the number of pages they occupy.
23 RFP Question Page 45 Section L, C.2.f. Is Volume I TAB E, executive summary considered part of the 70 page limit? Yes, the executive summary is included in the page count. The Government extended the page limit and added 60 pages to the current Mission Capability Volume page limitation. The limit is increased to 130 pages. Will be issued with Amendment 0002.
24 RFP Question Page 46 Section L, C. 3. i(3) TAB F, Subfactor 1 (a) The instructions direct offerors to use TE D to prepare the TIPS. However, the TIP identifies providing pricing data. Please confirm that pricing date should only be included in the pricing volume.
Place all your TIP information in TE D and the cost information in Attachment 5 Cost Volume Workbook.
25 RFP Question Page 46 Section L, C. 3. i(3) TAB F, Subfactor 1 (a) We recognize that TIPs are conducted via PowerPoint slides and orals. The instructions direct offerors to submit the TIP IAW the format listed in TE D. TE D 10.2 states one document, consisting of a cover letter, technical approach, power point slides, and costing attachments. Please confirm offerors are to provide the information listed in TE D
10.3 and 10.4 as a narrative within the 70 page count of Vol 1 and the format instructions in 10.1 and 10.2 do not apply for proposal submission purposes. Suggest changing "IAW the TIP format listed as TE D" to "IAW the TIP contents as defined in TE D 10.3 and 10.4".
This has been revised to read "IAW TIP Contents as defined in TE D 10.2 (does not include 10.2.a and 10.2.b,) 10.3 and 10.4.
Offerors are to provide this information within the 130 page count of Volume 1."
26 RFP Question Page 46 Section L, C. 3. i(3) TAB F, Subfactor 1 (a) The instructions direct offerors to use TE D to prepare the TIPS. However, the TIP identifies providing cost data under 10.4. Traditional, cost data is not provided in the Technical approach. Please clarify that the cost data required in TE D should be in Volume III and not included in Volume I subfactor 1.
Place all your TIP information in TE D and the cost information in Attachment 5 Cost Volume Workbook.
27 RFP Question Page 47 Section L, C. R. i(3) TAB F, Subfactor 1 c. **Note The ** note states to submit both BASE Operation TAR TIP cost in Attachment 5, Cost Volume Workbook. Please describe how the government want offerors to separate out that costs within the existing spreadsheet tabs.
Place all cost TIP information in Attachment 5, Cost volume Workbook. Tabs for the tests have been added to Attachment 5.
28 RFP Question Page 47 Section L, C.3.i(3) TAB F Subfactor 3 (a) The instructions direct offerors to use TE D to prepare the TIPS. The instructions also imply not to provide cost data for the Test Operation TIP. Please clarify which format/content in TE D is required in Volume I subfactor 3.
Place all cost TIP information in Attachment 5, Cost volume Workbook. Tabs for the tests have been added to Attachment 5.
29 RFP Question Page 47 Section L, C.3.i(3) TAB F Subfactor 3 (b) Can the Government provide a description clarifying the 2nd scenario, SUT equipment increases by 1/3?
Initial test concepts will occasionally change.
For example, the number of Engagement Operation Centers for an event may increase after initial planning or requirements for data collection/audio-video recording equipment will increase. Consequently, short notice adjustments will need to be made based on equipment availability, manpower, acquisition timelines, etc.
30 RFP Question Page 47 Section L, C.3.i(3) TAB F Subfactor 3 (b) Can the Government provide a description explaining and clarifying the 3rd scenario, overlapping SUTs?
Initial test concepts will occasionally change.
For example, the number of Engagement Operation Centers for an event may increase after initial planning or requirements for data collection/audio-video recording equipment will increase. Consequently, short notice adjustments will need to be made based on equipment availability, manpower, acquisition timelines, etc. In addition, events might take longer to complete creating an overlap into another test event that is currently going on or just starting. Meaning the contractor will need to handle the situation of continued operations on one site while adjusting to new timelines for another.
31 RFP Question Page 49 RFP Section L, C.3.ii.1 TAB G b. Please define what criteria constitutes a major subcontractor or is this up to the Prime offeror?
A major subcontractor is defined as performing 10% or more of the work.
32 RFP Question Page 49 RFP Section L, C.3.ii.1 TAB G c. Please define what size is considered same or similar to this effort. The dollar value, complexity, and scope are used to define same or similar effort.
33 RFP Question Page 49 RFP Section L, C.3.ii.1 TAB G d. Are Past Performance Questionnaires required if CPARS exists for the reference contract? PPQs are in addition to the CPARS.
34 RFP Question Page 50 RFP Section L, C.3.ii.4 Subcontracts Please define what the Government considers "Critical Services" or is it up to the Prime offeror to determine based on approach?
Critical Services under the TETSS contract refer to any "critical Services " defined as necessary to the agency to effectively perform and maintain control of its mission and operations.
Typically, those Services are recurring and long-term in duration.
35 RFP Question Page 50 RFP Section L, C.3.iii.3 Volume III, cost general instructions Please confirm that we have to include the DCAA POCs and documentation of accounting system for all subcontractors verses the subcontractor including it in their sealed packages.
The prime will provide their DCAA POC and the Subcontractor to provide their DCAA POC in their sealed packages.
36 RFP Question Page 51 RFP Section L, C.3.iii.8 Volume III Workers Comp: Please specify the required Workers Compensation Insurance limits. See Clause FAR 52.228-3 in the solicitation.
37 RFP Question Page 51 RFP Section L, C.3.iii.8 Volume III Workers Comp: The 2nd sentence in implies that a separate excel document is to be submitted. Please clarify if this can be included in the existing Volume narrative and applied in Attachment 5.
A submission of other supporting documentation must be in Excel format. If providing the Worker's Compenstation Insurance Certificate, it can be in the format you receive from the Insurance Provider
38 RFP Question Page 51 RFP Section L, C.3.iii.9 Volume III DBA Insurance: Please clarify if the indirect are to be applied in addition to the plug number, or be included in the plug number.
The plug number is used for evaluation purposes only. The indirect rates are not included in the plug number. Please see revised language in the CLIN 0006 extended description.
39 RFP Question Page 53 Section L, C.3.iii.3 Volume III, Other elements of cost d) It states that a cost proposal for each TIP for each TAR in Subfactor 1 is to be provided using TE D. Please clarify if this is separate from Attachment 5 and the Cost Narrative.
Government direction is unclear. Shall we list out the costs separately from Attachment 5? If so, can we add a TAB in Attachment 5 for each TIP or present the cost in the cost narrative?
Place all your cost TIP information in Attachment 5, Cost volume Workbook. Tabs for the tests have been added to Attachment 5.
40 RFP Question Page 54 Section L, Clause 52.216-1 Will the Government be awarding the submitted Base Operation TIPs as task orders with the IDIQ award?
The Government will meet the minimum guarantee in clause FAR 52.216-19; however, the specific task order(s) will be determined at the time of award.
41 RFP Question Page 54 RFP Section L, Clause 52.216-1 Will the awarded value be the price proposed in Section B and Attachment 5? The contract ceiling will become the value proposed in Section B and Attachment 5. The specific task order(s) will be determined at the time of award
42 RFP Question Page 60 RFP Section M, C.b.(iii).2 Factor 3 - Cost Since offerors are only pricing the 2 BASE Operation TARS in Attachment 5, does that mean it will become the contract ceiling value?
No, the contract ceilling will become what is proposed in Section B and Attachment 5.
43 Attachment 1 Question Sample Test TAR, Para. III b In the Additional Requirements paragraph, the Gov't makes mention of "analysts". Are these the Scientific Analysts and Systems Analysts identified in Attachments 3 & 4 (Historical Staff for Ft Bliss and Ft Sill)? Or is the Gov't envisioning the bidder to provide other types of analysts?
The term refers to Scientific Analysts, Systems Analysts, or other Analysts deemed necessary by the contractor to complete the requirement.
44 Attachment 1 Question Attachment 1, Sample Test TAR. Para IV 2 In order to fully understand the duration of deployment are we to assume that the full length of the required TDYs for testing must include travel to the site, test setup and checkout prior to the tests and then teardown, packing, and travel back to home base, in addition to the dates listed in the Milestone Table?
Yes, TDYs for tests must include travel to the site, test setup, checkout prior to the tests, along with site teardown, packing, and travel back to home base. This is in addition to the dates listed in the Milestone Table.
45 Attachment 1 Question Attachment 1, Sample Test TAR. Para IV 2 Support Record Test: Are there any support requirements for 24/7 operations? Yes, Attachment 1, Sample Test TAR was revised to include 24/7 operations. Normally, operational test events include 24-hour operational phases during Limited User Test (LUT) or Initial Operational Test & Evaluation (IOTE). Typically 3-4 instances of 72-96 hour mission pulses.
46 Attachment 1 Question Attachment 1, Sample Test TAR. Para IV 2 How many systems are under test? ( the number will determine the number of personnel the bidder must provide for video instrumentation and Data Collectors)
There are variable numbers of systems under test (SUT). All have varying degrees of complexity. Each test has different number of Major Equipment Items (MEIs) under test, this requirement will be spelled out in the TAR if required
47 Attachment 1 Question Attachment 1, Sample Test TAR. Para IV 2 Does the Gov't intend to provide additional information on the systems that will be tested in Sample Test TAR? Without more details it is impossible to determine the total number and types of personnel that will be required to support the test. Specifically, bidders need to know how large and how many pieces of test equipment is involved to support the test so we know how many personnel to provide for setup, checkout, operation, etc. (e.g., can one person do it, does our team need to be a 2-5 person support team, or more?)
The answer impacts travel planning logistics.
Attachment 1, Sample Test TAR was updated in Page 3, Section III Work Requirement paragraph 1.c. Major Equipment Items (MEI) Page 3, Section III Work Requirement paragraph 1.c. Major Equipment Items (MEI) quantities for testing and estimated scheduled time to execute.
48 RFP, Attachment 2 Question If a subcontractor is doing a PPQ, who shall they enter in Section B Identification of Offeror's Representative? The Prime POC or the Subcontractor POC or the contract Contracting Office POC?
If the subcontractor is doing a PPQ, for work accomplished as a subcontractor, the PPQ should list the information for the prime and the subcontractor should provide an explanation of what work they performed as the subcontractor for that contract.
49 Attachments 4 and 5 Question Position Description TABS Are offeror's expected to use the historical labor categories as required in building our labor response in the TIPs and pricing? If so, the labor categories do not identify year's of experience or education.
This is a revised response.
The Government is providing Attachment 3 Historically Staffing Fort Bliss and Attachment 4 Historical Staffing Fort Sill, which depicts the historical staffing by labor category, hours and fiscal year previously used to accomplish the mission. The Offeror shall describe the approach to successfully respond to rapid increases and decreases in workload, specifying methodology. The Government wants your proposal on what labor category is required.
We provided historical data for reference but is not a requirement to use. Historical data is defined as data collected about past events;
belonging to the past, not the present. This historical information is provided for the Offeror's use if they choose to in their proposal preparation. It is not baseline staffing; therefore, not provided as a minimum staffing solution.
50 RFP, Attachment 5 Question Summary TAB for total 60 month ordering period includes Phase in. Please confirm that is correct because Section B has Phase in as a separate CLIN, 0005.
Yes the 60 month ordering period includes Phase In. CLIN 0005 is separate to account for transitional requirements.
51 RFP, Attachment 5 Question Summary TAB the equations for TAR total have bad reference. Please correct. The bad references on the summary tab have been updated/ corrected.
52 RFP, Attachment 5 Question Please provide instructions on how we are to separate out cost for each BASE TAR. TABs for each test have been added to Attachment 5.
53 RFP, Attachment 5 Question The Total 60 Month Ordering Period TAB has no instructions and is not conducive to roll up all the costs in the yearly tabs. Entering costs in this tab to represent the cost for all 5 years creates additional burden on offerors to get this tab to work. Recommend deleting this tab and have the Year costs be applied to the summary page where the total ordering period cost is added up.
Agreed, deleted Total 60 Month Ordering Period tab. Offeror is able to use the tabs per year for increased labor rates.
54 RFP, Attachment 5 Question Subcontractors are not going to provide Prime the data for columns A thru U, just their cost to the prime offeror. Their sealed package would have that data. However, on the Prime's cost submission, the subcontractor cost is entered. The Yearly tabs do not provide a provision for subcontractor costs to be entered. Please provide instruction and updated spreadsheet to insert subcontractor costs to the prime within the prime's cost submission.
As a guide, a section for subcontract labor has been added with a column for the burdened labor rate provided by the subcontractor and hours. Modify the spreadsheet as necessary to include prime burdens. Ensure cells and links are working properly if Attachment 5 is modified.
55 TE A - PWS Question Page 4 PWS 1.4 The second line on Page 4 states, "The Government will issue Task Authorization Requests (TARs) and Test Implementation Plans(TIPs)…" Will the Government issue TIPs?
No the Government does not issues Task Implementation Plan (TIP). The PWS Paragraph
1.4 has been revised.
56 TE A - PWS Question Page 19 PWS 1.6.10.1.3 Please identify which DoD 8570 baseline certification (e.g. IAT vs IAM) and level (I, II, or III) meet the requirement.

66 Solicitation - Volume I Mission Capability
Question Page 42 L-B.3.a(2) states, “The required information regarding these two (2) individuals must be submitted with the Offeror’s proposal and included in the cover letter.”
A Cover Letter is required with contact information for two (2) POCs for ASSIST2Industry, however it is unclear where the Cover Letter belongs and whether it is page counted. In which volume shall the Cover Letter be included, and can it be excluded from page count limitations?
The cover letter should be included at the top of the General Volume. There is not a page count for the General Volume. See solicitation Under C Proposal Preparation Instruction, 2 Proposal Format c. Table 2 Volume and page limitation
67 Solicitation Volume III - Cost/Price and Attachment 5
Question Pages 52, 53 Section ii (d) of the Solicitation "Other Elements of Cost" states: d) The Offeror shall provide a cost proposal with each Task Implementation Plans (TIPs) for each Task Authorization Request (TAR) identified in Subfactor 1-Base Operations. Respond using the TIP format listed in A002, TE D.
Each of the Base TAR TIPs require cost proposals within this volume, which are to be completed within Att. 5 (Excel). However, it is unclear whether Attachment 5 is correctly set up for this information. Is it the expectation of the USG that the offeror will add additional tabs to Attachment 5 Cost Volume Workbook in this format to calculate the totals for the base TARS on the summary tab or does the USG plan to amend Attachment 5 Cost Volume Workbook to include the base TAR pricing calculations?
Place all your cost TIP information in Attachment 5, Cost volume Workbook. Tabs for the tests have been added to Attachment 5.
68 Solicitation Volume III - Cost/Price and Attachment 5
Question Page 47 L-C(3)(i)(3)(1) states, “A cost proposal is required for the Base Operation TAR for Fort Bliss, TX, (TE K) and Fort Sill, OK, (TE L) and shall be submitted in the Offeror's Attachment 5, Cost Volume Workbook, included with the Volume III for Factor 3 Cost.”
Each of the Base TAR TIPs require cost proposals within this volume, which are to be completed within Att. 5 (Excel). However, it is unclear whether Attachment 5 is correctly set up for this information. If Attachment 5 is correct with a single amount entered for each Base TAR, are the formulas correct as currently shown in the Summary tab?”
Place all your cost TIP information in Attachment 5, Cost volume Workbook. Tabs for the tests have been added to Attachment 5.

89 Attachment 2 Past Performance and RFP Solicitation Mod 0001 p. 12, Tab G para d
Page 2 Sample Letter of Consent Instructions for Past Performance Questionnaire instructs offeror to submit Past Performance Questionnaires to the Prime contractor for citations where the offeror performed as a subcontractor. In the event that the Prime contractor that would be providing the evaluation is also competition for the TETSS contract, would the government consider allowing the offeror to submit the past performance questionnaire directly to the government customer for completion. This will prevent potential competitors from erroneous reporting past performance information and or ratings.
Pricing shall only be included in Cost Volume 3 and Attachment 5.
90 RFP Section L (ii) 1 Tab G d.
Question/Sugge stion
Page 49 For the contracts identified on each Specific Relevant Contract Reference, the Offeror shall forward a copy of the Past Performance Questionnaire (Attachment 2) to the points of contact responsible for monitoring performance under such contracts. The points of contact shall email the questionnaires directly to Lesa Crockett, CS, at lesa.m.crockett.civ@army.mil and Dianne K.
Grimes, KO, at dianne.k.grimes.civ@army.mil not later than 1:00 pm CT, 09 March 2023. Any questionnaires not emailed directly to the CS and KO will not be reviewed or evaluated. The information contained in the questionnaires will be used to evaluate the Offeror’s past performance. New entities that have no past customers shall annotate on the Summary Page that they have had no previous clients and that questionnaires cannot be provided.
Because KOs and CORs are extremely busy and provide performance feedback via CPARS on most Prime contracts, for those past performance references that have CPARS, will the Government consider allowing for the submission of the latest CPARS rather than or in lieu of a PPQ submission?
RECOMMENDATION: Recommend CPARS submission as the primary means of assessing the quality performance on Past Performance submissions to enable the Confidence Assessment defined in Section M evaluation Criteria. Require Offerors to submit a copy of the latest CPARS, as applicable, for each submitted Past Performance citation.
