47 Attachment 1 Question Attachment 1, Sample Test TAR. Para IV 2 Does the Gov't intend to provide additional information on the systems that will be tested in Sample Test TAR? Without more details it is impossible to determine the total number and types of personnel that will be required to support the test. Specifically, bidders need to know how large and how many pieces of test equipment is involved to support the test so we know how many personnel to provide for setup, checkout, operation, etc. (e.g., can one person do it, does our team need to be a 2-5 person support team, or more?) The answer impacts travel planning logistics.
Attachment 1, Sample Test TAR was updated in Page 3, Section III Work Requirement paragraph 1.c. Major Equipment Items (MEI) Page 3, Section III Work Requirement paragraph 1.c.

110 Section B: CLIN 0005 and Attachment 5 Cost Volume Workbook - Phase In worksheet
Question RFP Page 5 & Attach 5 "Phase In" worksheet
The 30-day phase-in will start after contract award. During this transition, the incoming contractor will collaborate with the outgoing contractor to develop a phase-in plan.
Section B - CLIN 0005 indicates Phase In is 30 days, but the Available Hrs. in column E of the "Phase In" worksheet indicate 720hrs. That is significantly more than 30 days. Can the Gov't provide the correct available/Net Prod hours for Phase In.
Phase In Hours - Available hours - 173, Net productive hours- 156. in attachment 5.
Offerers may propose the number of hours sufficent to support thier phase-in plans.
114 Attachment 5 Cost Volume Workbook - "Year 1 - Year 5" worksheets. Column F
Question Attachment 5 Cost Volume Workbook - "Year 1 - Year 5" worksheets. F7
Attachment 5 Cost Volume Workbook - "Year 1 - Year 5" worksheets. F7
Column F indicates the Net Prod Hours are 1,880. Are offerors expected to include the Juneteenth holiday, which would make the productive hours 1,872?
All Federal Holidays shall be included, which includes Juneteenth holiday. Net productive hours should be 1856 which includes all holidays etc. If a person works 8 hours a day, but gets 11 holidays a year, 56 leave hours and 10 vacation days, you would subtract 224 hours from the total 2,080 work hours per year to learn that the employee works 1,856 hours per year.
