About this file
This document contains government responses to contractor questions regarding solicitation number W91151-23-B-0020 to renovate building 32010 for the Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood. The government responses clarify specifications around seamless gutter systems, downspouts, and boots to match contract drawings rather than surrounding buildings. Concrete splash blocks are acceptable in place of non-existent boots or sewer connections. HVAC and full building commissioning are required. All equipment shall be new per revised drawings, with no owner-furnished equipment. Flooring is to be fully removed to expose clean concrete. The foam insulation specification shall follow contract drawings as a dual-density assembly is not approved.

23‐B‐0020‐ Renovate Bldg. 32010
1. On one of the overhead doors, there are 5 bullet holes in four different slats. How would the GOVT. like us to fix it?
Response: No, follow contract drawings.
2. In the RFIs and drawings you quote you want seamless gu er systems, downspouts, and boots. This is not a commercial applica on. This is normally done on residen al housing.
The gu er system you are reques ng does not match the surrounding building. Do you want us to match the surrounding buildings?
Response: Follow contract drawings.
3. There are no boots on the surrounding buildings nor any sewer system to connect them too. May we put concrete splash blocks instead?
Response: See revised drawings.
4. Does the GOVT. want HVAC commissioning?
Response: Yes
5. Does the GOVT. want full building commissioning?
Response: Yes
6. One page M‐001, GN #12, What owner furnished equipment are you referring too?
Response: Disregard GN #12 on sheet M-001, All equipment shall be new. See revised drawings.
7. M‐001, GN #12, can we have the spec or submi al for this equipment
Response: See RFI #6.
8. M‐101, CN #7, please provide sequence of opera on from Bldg. 32014.
Response: See revised drawings.
9. Can you confirm that there is no addi onal cost that the contractor needs to include for
American Water, Dominion Power and/or Dominion Gas?
Response: Services to building provided by others.
10. A‐602, under room finished Schedule notes, Note #2, it refers to a level but it does not tell us what level it is.
Response: Level 3 finish.
11. The building has fire lane striping and safety yellow striping around transformers and such, now. Would the GOVT. like us to fire strip and/or repaint the safety yellow striping a er the building is complete.
Response: Yes, contractor shall use approved paint from the TXDOT material list.
12. On the floor finish schedule, all the floors are to have sealed concrete. There is a lot of paint on the floors and we are assuming it is epoxy. Do you want this paint removed before the floor is sealed. If you want the paint removed, we have to use a diamond pped sanding disk which is very intrusive on the concrete. The floor will require self‐leveling a er this is done before they can be sealed. Is this your intent?
Response: See revised drawings. Intent is for all flooring to be removed to clean solid concrete.
13. The foam direc on for building 32010 as wri en in the drawings says: to spray 2 inches of two pound (medium) density then to apply over the 2 pound a different density foam which is half pound (low density) open cell foam.
This cannot be approved as a "legal" or approved assembly. There is not an assembly using two different density foams together then with a 15 minute thermal barrier that is approved. This will need to be spec'd as all 2 pound or all half pound. Then when the thermal barrier coa ng is sprayed it sa sfies the NFPA 286 making it an approved assembly.
Response: Follow contract drawings.
