About this file

This document is a Solicitation Questions and Answers file for the MATOC Fuel Tank Repair Project (SMYU 21-1116). The document addresses a specific query regarding the use of steel in fuel tank manufacturing, with the government clarifying its stance on steel sourcing. The response emphasizes the requirement that all fuel tanks must be manufactured in the United States and fabricated using U.S.-sourced steel, citing reasons such as price volatility from international trade disputes and the availability of U.S. steel manufacturers. The original Statement of Work (SOW) section No. 2.1.5 has been updated to explicitly mandate U.S. steel sourcing, reflecting the government's preference for domestic manufacturing materials.

Solicitation Question and Answers/MATOC Fuel Tank Repair Project SMYU 21-1116

Q: It specifies that the fuel tanks should be manufactured in the United States.

Would it be acceptable to use steel manufactured in another country for the fabrication of the tanks, as long as all other specifications are met?

A: The tank's components are mostly steel, and using non-U.S. steel is both unreasonable and impractical. Recent news regarding rising steel tariffs demonstrates that the U.S.-China and other international disputes have created significant price volatility. This kind of price fluctuation raises a clear risk for both contractors and procurement agencies. Furthermore, considering that there are already many companies manufacturing tanks with U.S. steel and that this number is likely to increase in the future, it is questionable whether there is a need to actively seek out tanks made with other countries steel. Therefore, to mitigate these risks and ensure stability, the tank must be made of U.S.-sourced steel.

Therefore, “All fuel tanks shall be manufactured in the United States.” in the SOW No. 2.1.5 is updated to “All fuel tanks shall be manufactured in the United States and fabricated using U.S.-sourced steel.”
