About this file
This Statement of Work (SOW) details a Multiple Award Task Order Contract (MATOC) for repairing and replacing fuel tanks and associated systems at Osan Air Base in South Korea. The project requires comprehensive fuel tank infrastructure upgrades, including replacing existing fuel storage tanks, day tanks, and waste oil tanks with new double-wall steel tank systems that meet specific code compliance standards (UL-2085, UL-142). Contractors must replace fuel piping, leak detection systems, sumps, and perform necessary site restoration, with strict environmental and safety requirements.
Key technical specifications include replacing tanks ranging from 500 to 12,000-gallon capacities, installing new monitoring and alarm capabilities for fuel levels and leaks, and ensuring all tanks are manufactured in the United States. The contract has a 420-day performance period, with 60 days allocated for submittal review and approval. Only pre-selected contractors with specific contract numbers are eligible to bid, and the project emphasizes environmental protection, including proper handling of contaminated soils, dust control, and waste management. Contractors must comply with detailed guidelines for tank repairs, piping installations, and site restoration at the Osan Air Base location.

2.1.17. Commonly applied SOW.
2.1.17.1. The project consists of replacing piping with quantities specified as "SUMP", ABOVEGROUND" and "UNDERGROUND" in the table, while those without specified quantities remain, and includes all connection work and related restoration.
Page | 12
2.1.17.2. Ensure the fuel piping replacement/installation at the stated in the SOW above unless specific limitations are outlined in the project scope is to complete replacement/installation of all above and/or underground fuel lines from the fuel storage tank and/or day tank and/or sump to the burner of the boiler and/or the generator' fuel inlet and/or other equipment's inlet, including removal of existing lines, and installation of all necessary components such as, based on site conditions and system requirements, appropriate piping/tubing, flexible connectors, anti-siphon valve, ball valves, check valves, fittings, fuel filters with water separators, pressure regulators, a pump, monitoring gauges, leak detection devices, emergency shutoff valves, vibration isolation components, proper supports/hangers, heat-resistant insulation, and any other accessories deemed necessary to ensure a fully functional and compliant fuel delivery based on the site assessment.
For general point of connection, see the drawing Sheet No. M-1.
2.1.17.3. If the fuel pipe is directly buried in the concrete floor without secondary contained piping, it must be installed after installing secondary contained piping along with the concrete floor construction.
2.1.17.4. Cover of exterior sections of the fuel line.
- For all exterior sections of the fuel oil piping, provide and install metal sheet covers to shield them from weather and potential damage. To keep the exposed pipe on the grass, lay down geotextile or weed barrier fabric and cover it with gravel.
- If an aboveground fuel pipe crosses a pedestrian walkway, such as a sidewalk, it must be covered with a steel anti-slip cover. Refer to the drawing No. G-2 for samples.
2.1.17.5. Prior to making piping connection, perform tightness tests for fuel storage tank to be replaced, and independent leak test for pipe to be replaced IAW FY25 FED GUIDE SPECIFICATIONS Section 33 56 10. The Contractor must prepare/submit test plan for procedure, pressurization, leak verification/inspection, depressurization, drainage and so on. For the pipe leak test, employ one of the following methods:
-Hydrostatic Test -Pneumatic Test
The Contractor must contact the 51 CES/CEIE for any clarifications or additional information. All testing must be conducted in accordance with applicable safety regulations and local codes, including NFPA standards and manufacturer guidelines. Test pressure, holding time, and acceptable leak rates must be determined based on local codes, standards, and manufacturer specifications. The Contractor must inform 51 CES/CEIE personnel of all leak testing activities and coordinate schedules to allow for 51 CES/CEIE witnessing of these activities. The Contractor shall ensure this coordination minimizes disruptions to the overall project schedule. All test results, including dates, times, pressures, durations, leak observations, and corrective actions taken, must be documented and submitted to the 51 CES thru the COR in a comprehensive report.
2.1.17.6. Fuel day tank: packaged fuel oil double-wall day tank, automatic fuel transfer pumping & control from the main tank, outdoor type (even indoor installed), level sensor triggering refilling when fuel drops below as set point, overflow protection to prevent spills, manual isolation valve.
Even though the existing day tank's fuel piping is not currently connected to the main fuel storage tank, ensure that all new fuel piping to equipment requiring a fuel supply is routed through the day tank, both for supply and return lines.
2.1.17.7. In a SOW specifically for sump replacement, only, the flexible piping from the connecting points to the sump, including the piping inside the sump, must be replaced.
Page | 13
2.1.17.8. Concrete pad implementation, including installation and extension, must be factored into all tank replacements, with the size of the concrete pad being determined by the size of the tank being replaced.
2.1.17.9. The Contractor must consider and include all restoration work, wall penetration, patching, cutting including associated civil, architectural, and electrical work.
2.1.17.10. The PIPE LENGTH specified in the Scope of Work (SOW) represents the total combined length of both the supply and return lines. Please note that this length is approximate, and actual measurements taken on-site may vary.
2.1.17.11. The following is a summary of the quantities for sumps and aboveground/underground piping to be replaced for this project. The absence of any numerical value (piping length) for "UNDERGROUND PIPING" in the table signifies that there is currently no underground piping, or this is to be achieved either by retaining existing underground piping without replacement, or by replacing any existing underground piping with above-ground piping. It is the contractor's responsibility to fully ascertain and verify all site conditions related to this requirement.
