- Offerors shall describe the approach to be used for Reliability, Availability and Maintainability (RAM) analysis and provide available supporting data to include supporting calculations and methodologies to be used in the prediction analyses, to demonstrate compliance with the 3400 hours Mean Time Between Essential Function Failures (MTBEFF) at an 80 percent confidence level as required in the PD 6110-

0136, paragraph 3.2.

(3) Section 3 Subfactor T3 Program Management. The Offeror shall submit a Program Management Plan that demonstrates the Offerors understanding of the managerial process and tools that they intend to use in accomplishing the Governments requirements for this acquisition in terms of risk, cost, schedule, and performance, to include a detailed Work Breakdown Structure (WBS) with an Integrated

Master Schedule (IMS) saved as adobe.pdf file. The Offeror shall include information on their proposed management team; how it (as the

Prime) intends to assign work on the effort to include major subcontractors and its plan for communications with the Government.

The combined technical/risk rating includes consideration of risk in conjunction with the strengths, weaknesses, significant weakness, uncertainties, and deficiencies in determining technical ratings.

(ii) VOLUME II - Price. The Contract Specialist will evaluate the offeror's proposed price model and price narrative utilizing the price analysis techniques in accordance with FAR Part 15.404-1. others, to ensure that the final price is fair and reasonable. For evaluation purposes, the Government will use Fort Belvoir, VA 22060 for Freight on Board (FOB) Destination through the following instructions:

(1) Electronic Copy. Electronic links are only permissible within Volume II. If files contain links, the links shall be intact and maintained through all revisions. The Offeror shall not include pivot tables in Excel spreadsheets. The Offeror shall submit at a minimum two (2) files under Volume II as follows: their Price Methodology narrative fully describing the detailed makeup of all CLIN prices, and also a completed Attachment 0003 - Price Model instead of entering prices in Section B - Supplies or Services and Prices.

(2) Compliance. Failure to comply with the RFP requirements for Price information may result in an adverse assessment of an Offerors proposal and reduce or eliminate its chance of being selected for award. Offerors shall ensure that the information presented in this volume is consistent and correlates with the information contained in the other proposal volumes. Also, the Offeror shall ensure that the information submitted in this volume is consistent with and fully supports the amounts set forth in the SF33 and continuation sheets.

- Offerors are reminded to identify any uncompensated or partially compensated overtime included in the proposal per FAR 52.237-10.

Any proposals including positions covered under Service Contract Act will be required to comply with applicable Wage Determinations.

- Offerors are reminded of the requirements of Section 39 of the Office of Federal Procurement Policy (OFPP) Act (41 U.S.C. section

1127, formerly 41 U.S.C. section 435), as amended, which limits allowable costs for senior executive personnel compensation to $646,000 per year.

(3) General Instructions. IAW Federal Acquisition Regulation (FAR) 15.402 and 15.403-1, certified cost or pricing data shall not be provided since this acquisition has been determined "commercial." IAW FAR 15.403-1(b), the Government reserves the right to request that the Prime Contractor and Subcontractors provide Information other than certified cost or pricing data as defined in FAR 2.101 as needed in the contractor format to support a determination of a fair and reasonable price. There are no page limitations for this volume. Proposal information included in this volume that is not directly related to prices or costs will be disregarded.

This volume shall consist of total price and unit price information, and associated supporting data, for the efforts listed in section B at the CLIN level. The price for the Prime shall be provided for the individual price elements (highlighted in yellow) on the worksheet at Attachment 0003 - Price Model instead of entering prices within Section B of the solicitation and each spreadsheet provided shall include formulas and broken down by any subcontractor support in separate worksheets. Excel workbooks, files and spreadsheets shall contain all formulas and calculations; no read-only or file protected spreadsheets will be accepted.

Offerors shall propose against all CLINs/SLINs per Section B of the Solicitation as part of the Price volume of the proposal, unless specified as Not Separately Priced or NSP. All pricing shall be submitted independently of other proposal volumes utilizing the Price

Model at Attachment 0003. Prices shall not be entered within Section B of the solicitation. The Offeror shall not propose other than what the RFP requires.

The prices for both the FFP 5-Year base and one optional 5-Year Ordering Period shall be provided to the Government for automated analyses by completing the Attachment 0003 - Price Model. Every separate tab should be completed by each prospective Offeror. The Price

Model consists of one (1) 5-Year base plus one optional 5-Year Ordering Period where prices shall be entered in the yellow highlighted fields in the Excel workbook shown as Attachment 0003 Price Model, that also includes an introduction/Summary rollup and CLIN & CDRL

Descriptions tabs. Offerors shall input the appropriate data into the Price Model tables (i.e., only yellow-colored cells are editable by the Offeror). After following these instructions and IAW any additional guidance included within the model, the Offeror shall provide the Government with the completed Price Model Excel file as an integral part of their Price volume submission IAW all applicable instructions in the RFP. Offerors shall additionally explicitly support any rates or costs from their price model that are otherwise not clear or demonstrated within their Volume II - Price.

(4) Price Analysis Techniques. In order to perform the price analyses of the proposals FFP elements, the Government will use techniques consistent with FAR 15.404-1. The price analysis will examine and evaluate a proposed price without evaluating its separate cost elements and proposed profit. Various methods will be used as per FAR 15.404-1(b)(2) that may include a comparison of prices, comparison of historical pricing for similar efforts, comparisons of prices to the independent government estimate, and/or a comparison of prices obtained through market research. Adequate support shall be provided for all your proposed prices (e.g. catalog pricing, GSA

Contracts, and other contracts with similar pricing, quotes), etc.

For proposal preparation purposes, the expected or approximate date for initiation of contract performance is 4 December 2024, and the expected or approximate date for exercise of PPDS optional ordering periods will be in accordance with the planned period of performances.

(iii) VOLUME III Past Performance. This volume shall contain past performance information regarding no more than two (2) relevant contracts that may be a Federal, State, or Local government or any other commercial type contract (clearly showing if the Offeror performed as a prime and/or major subcontractor) for recently awarded contracts during the past five (5) years from the issue date (23

August 2024) of this RFP, as long as they are relevant to the efforts required by this Solicitation. This volume shall not exceed 25 pages that includes two pages for each major subcontractor (limit of 2 subcontractors), excluding any associated CPARS reports that represents past performance information. With appropriate parameters to assess past performance recency, relevancy, and quality of the

Offerors Past Performance (considering all the Recent and Relevant past performance references together, as well as any other information relied on by the Government) to determine how well the Offeror has previously performed. Past performance is a discriminating factor in this source selection. IAW the DoD SS Procedures 2022, paragraph 3.1.3.1 and IAW FAR 15.305(a)(2), the recency and relevancy of the information shall be considered. In this solicitation, a recent contract is a contract under which any performance, delivery, or corrective action has occurred within the following time standards: performance within five (5) years prior to this solicitations release date, even if the contract award date is outside this five-year window. Likewise, relevancy will be defined in terms of scope, magnitude, and complexity as follows. Relevant scope means contracts involving: 1) development of power distribution or transformation end-items and supporting equipment; and 2) packaging of end-items for use in tactical environments. Relevant magnitude means contracts with an estimated annual value equal to or greater than $350K or equal to or greater than $1M for the total period of performance. Contracts with less than the aforementioned values are not relevant and will not be considered. Relevant complexity means contracts for distribution and transformation of power to standard user voltages. The Relevancy Ratings can be found in TABLE 6 of the

Section M Evaluation Criteria.

The third aspect of the past performance evaluation is to establish the overall quality of the offerors past performance references (see

FAR 15.304[c][2]). The past performance evaluation conducted in support of a current source selection does not establish, create, or change the existing record and history of the offerors past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the offeror performed those past contracts. Requirements for considering history of small business utilization are outlined at FAR 15.304(c)(3)(ii) and DFARS 215.305(a)(2). The Past Performance Evaluation Team will review all past performance references collected and determine the quality of the offerors performance, general trends, and usefulness of the information and incorporate these into the performance confidence assessment (see paragraph 3.1.3.3). A separate quality assessment rating is not required; rather, the past performance rating, whether using the confidence assessment rating or

Acceptable/Unacceptable, is based on the offerors overall record of recency, relevancy, and quality of performance.

For the purposes of this requirement, a major subcontractor is defined as a member of an Offerors overall team who will be providing critical hardware / services (e.g., PPDS Support Hardware, Primary Switching Center, Secondary Switching Center or Parts) or whose subcontract is for more than 20% of the total proposed effort. Any Offerors shall be limited to a maximum of two (2) major subcontractors for the purposes of Past Performance. Data concerning the prime Offeror shall be provided first, followed by each proposed major subcontractor, in alphabetical order. The Offeror shall also submit the written consent of its major subcontractors to allow the disclosure of its subcontractors past performance information to the Offeror. This letter shall allow the release of their present and past performance information to the Offeror. Failure to include written consent from each major subcontractor and joint venture partner will result in the Governments inability to contact the Offeror to communicate the findings from its past performance evaluation as related to those companies. In addition, letters of commitment shall be included for all major subcontractors for their past performance to be considered. Lastly, Offerors shall specify the relationship with the subcontractor (i.e. teaming agreement with prime, joint venture, plain subcontractor, etc..) and provide supporting evidence of this relationship with their subcontractors. This volume shall be organized into the following sections:

(1) Section 1 Contract Descriptions. This section shall include the following information in the following format:

(a) Contractor/Subcontractor shall show their place of performance, and provide their Unique Entity Identifier (UEI). If the work was performed as a subcontractor, also provide the name of the prime contractor and Point of Contact (POC) within the prime contractor organization (name, and current address, e-mail address, and telephone and fax numbers).

(2) Section 2 Performance. Offerors shall provide a specific narrative explanation of each contract listed in Section 1, Contract

Descriptions, describing the objectives achieved and detailing how the effort is relevant to the requirement of this RFP.

(a) For any contracts that did not/do not meet original schedule or technical performance requirements, provide a brief explanation of the reason(s) for the shortcomings and any corrective action(s) taken to avoid recurrence. The Offerors shall list each time the delivery schedule was revised and provide an explanation of why the revision was necessary. All Requests for Deviation and Requests for

Waiver shall be addressed with respect to causes and corrective actions. The Offerors shall also provide copies of any Cure Notices or

Show Cause Letters received on each contract listed and a description of any corrective action implemented by the Offeror or proposed subcontractor. The Offerors shall indicate if any of the contracts listed were terminated and the type of, and reasons for, the termination. Data shall delineate total number of warranty returns, number of Could Not Duplicate (CND) failures, number of failures attributable to GFE component failures, and number and nature of failures attributable to the Offerors delivered product.

(3) Section 3 Subcontracts. Offerors shall provide an outline of how the effort required by the RFP will be assigned for performance within the Offerors corporate entity and among any proposed subcontractors. The information provided for the prime Offeror and each proposed major subcontractor must include the entire company name, company address, the Unique Entity Identification(UEI) at SAM.GOV and the type of work to be performed by citing the applicable Government Statement of Work (SOW) / PWS subparagraph number. This includes all subcontractors who will be providing critical hardware / services (e.g., PPDS Support Hardware, Primary Switching Center, Secondary

Switching Center or Parts) or whose subcontract is for more than 20% of the total proposed effort. This section will further include written consent of major subcontractors to allow the disclosure of their subcontractors past performance information to the Offeror. In addition, letters of commitment shall be included for all major subcontractors.

(4) Section 4 New Corporate Entities. New corporate entities may submit data on prior contracts involving its offices and employees.

However, in addition to the other requirements in this section, the Offeror shall discuss in detail the role performed by such persons in the prior contracts cited. Information should be included in the files described in the sections above. Letters of Commitment shall be included in the proposal for these employees in order to be considered.

(5) Section 5 Past Performance Assessment-Questionnaire, Attachment 0005 will be used in the absence or when the Offeror has less than one Final CPARS Report that is completed and submitted on CPARS.Gov by the Government within three (3) years prior to the time proposals are due for this solicitation. This is because CPARS data is only actively available for three years. For all contracts identified in
