| List Specific Document - Solicitation W909MY24R0005 PPDS Dated 23 Aug 22 | |||||
| 1 | Page 180 (Volume II Requirements) and page 183 (Volume IV Requirements) | Both Volumes II and IV ask for a copy of Section B. | The response requirements call for Section B Supplies or Services and Prices to be completed and included in both Volume II and Volume IV. Does a completed section B need to be included in both places? | Updated Section L of the Solicitation with clear language that Offerors shall enter pricing within the Price Model at Attachment 0003 instead of in Section B of the solicitation. | YES |
| 2 | Page 180 | Loaded Labor Rate Buildup Spreadsheet | Can the Government please clarify the requirements for the Loaded Labor Rate Buildup Spreadsheet? The solicitation states "as described below" but does not describe the requirements for this Loaded Labor Rate Buildup Sheet or provide a template for this. | Clarified the language in Section L by stating "The Offeror shall submit at a minimum two (2) files under Volume II as follows: their Price Methodology narrative that fully supports all prices and a completed Attachment 0003 - Price Model instead of entering prices in Section B - Supplies or Services and Prices." | YES |
| 3 | Page 183 | Section G Contract Administration Data | This section mentioned Section G Contract Administration Data as a requirements for Volume IV. Can the Government please clarify what this section is referring to as there seems to be no other reference in the solicitation of Section G. | ACC Belvoir Division removed the reference to Section G as it was not used for any additional instructions or administrative information outside the solicitation information or instructions. | YES, Section L was Updated to Remove the Reference |
| 4 | Page 183 | Section A | Volume IV requirements state that Section A should contain the SF33, the solicitation, Offer and Award. Can the government please specify whether this indicated that the entire solicitation must be submitted as part of Section A with the Name or Offeror or Contractor on every page as indicated in the header on each page? | Yes, please include the entire solicitation (excluding Section B -- Use Price Model) with any information filled-in highlighted in yellow throughout the solicitation. Request you refer to Page 178 FORMAT which states "The submission shall be clearly indexed and logically assembled. Each volume shall be clearly identified and shall begin |
at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and
| solicitation number in the header at a minimum." | YES, Section L was Updated as stated in Column E | |||||
| 5 | Page 182 | Volume III | Can the Government please clarify its requirement for the Past Performance Volume "plus two pages for each major subcontractor?" Is this referring to subcontractors that were part of the past performance project or subcontractors for this proposal effort? | ACC Belvoir Division says that this refers to the subcontractors for this proposal effort, not ones from the past performance Volume. Further, this language was also in Section L that reads: "For the purposes of this requirement, a major subcontractor is defined as a member of an Offeror’s overall team who will be providing critical hardware / services (e.g., PPDS Support Hardware, Primary Switching Center, Secondary Switching Center or Parts) or whose subcontract is for more than 20% of the total proposed effort. Data concerning the prime Offeror shall be provided first, followed by each proposed major subcontractor, in alphabetical order. The Offeror shall also submit the written consent of its major subcontractors to allow the disclosure of its subcontractors past performance information to the Offeror. This letter shall allow the release of their present and past performance information to the Offeror. Failure to include written consent from each major subcontractor and joint venture partner will result in the Government’s inability to contact the Offeror to communicate the findings from its past performance evaluation as related to those companies. In addition, letters of commitment shall be included for all major subcontractors for their past performance to be considered. Lastly, Offerors shall specify the relationship with the subcontractor (i.e. teaming agreement with prime, joint venture, plain subcontractor, etc..) and provide supporting evidence of this relationship with their subcontractors." | YES | |
| 6 | Page 130, Section F | Shipping Instructions | Where do we price the Production OCONUS delivery, if required? | Please refer to section F where the below was added: | ||

Specific shipping locations for production CLINs during base or optional ordering periods one through six will be provided via the funding instrument at the order-level, as required. | YES, Section F | |||||
| 7 | Page 180, Section L | Volume II (3) | This is a Firm Fixed Price competitive procurement utilizing price analysis, which is covered by FAR 15.403-1. Request that the requirements for detailed cost build-up and certified cost or pricing data be deleted. | Cost and Pricing data will NOT be required since this acquisition has been determined Commercial. I added clarifying language as follows: [IAW FAR 15.403-1(b), the Government reserves the right to request that the Prime Contractor and Subcontractors provide Information other than certified cost or pricing data as defined in FAR 2.101 as needed in the contractor format to support a determination of a fair and reasonable price.-] | YES | |
| 8 | Page 134, Section H | Contract Clauses | Request addition of FAR 52.216 Progress Payments, Alt. 1 | Progress Payments are not allowed on a commercial contract, so there are no plans on periodic payments to the Contractor. Suggested clause will not be added. | NO | |
| 9 | Page 177, Section L | Past Performance Volume page count | Para 1.c states that the Past Performance Volume page count is 20 pages plus 2 for each major subcontractor, totaling 24 pages. Para 2.b Table 2 and Para 2.e.iii state that the page count is 25 pages. |
