1Page 134, Section HContract ClausesThe response to Question #8, posted 10Sep24 stated that "Progress Payments are not allowed on a commercial contract." Two points: 1. The inclusion of the clauses beginning on page 134, the 48 CDRLs, and the detailed SOW and PD make this look more like a standard FAR contract than a commercial contract. 2. The solicitation is a Small Business Set Aside - It is unreasonable to expect a Small Business to finance the Development and Prove Out Testing phases (1 year each) before being paid. We request reconsideration of providing Progress Payments.Since this is a Firm Fixed-Price acquisition commercial type contract, the Government determined progress payments are not warranted. This acquisition has been determined “commercial.” Progress payments are not included in this solicitation. Progress payments based on costs, as a method of contract financing, do not apply to commercial acquisitions. See FAR 32.502-4(a), FAR 32.100, and FAR 32.102.NO
