The Solicitation_- _W900KK25RA004.pdf Section F (page 34) indicates the BASE PoP is 1 APR 2025 - 31 Mar 2026 with option years renewing on 1 April each year. Please confirm the PoP for the Base and Option Years
The dates in Attachment 7 have been corrected.
Please note that the PoP might be adjusted depending on when the award is actually made. Presently, contract performance is set to begin on 01 April 2025.

Labor Rates - Buildup
Tabs 7(c) and 7(d) ask for base year labor rate buildup. Are subcontractors allowed to submit their labor rate buildup data directly to the Government, as indirect rate information can be considered proprietary? If so, what information should be provided per Section L5.c.9 for a major subcontractor?
Yes, subcontractors are allowed to submit directly to the Government. Language added to L5.c.9.

Data Validation is placed on Offeror Labor Categories Column. Should the Data Validation should be placed of Government Labor Categories Column for both Tabs 7c and 7d? Or can we change the column headers in 7c and 7d to switch the Offeror Labor Categories and Government Labor Categories columns to allow Offeror to enter labor categories?

Will the Government consider allowing the transition milestone chart to be included as an attachment (e.g., as a Microsoft Excel or Microsoft Project file) as opposed to within the Technical Volume?
No, Please provide the Transition Milestone Chart within the Technical Volume.

The Government has provided additional data as part of Amendment 01.
More specifically, the Government is providing CDRL A006 - Contractor Device Performance Report (6 months of reports). These reports are representative of the performance that can be expected.
The Government is also providing the DA Form 2408, Equipment Inspection List, for each of the simulators to provide preventative maintenance information (PMI).

The government is referring to a government entity audit such as DCMA, not a self-audit.

Will the Government confirm if offerors must possess a CAC card to submit via DoD Safe or if “guests” will be allowed to submit via a provided link?
The Government will provide a Request Code (link) to those vendors without a CAC upon request. Please refer to the user guide on DoD Safe’s website.

The CBA dates of the direct labor rates do not align with the Period of Performance of the contract. Can the USG provide guidance to offers if pricing should be based on CBA rates dated 01-Apr-24, 01-Apr-25, or a blended rate that combines the two?
The current CBA is adequate to propose through the base year. Blended rates can be used. Per Section L.5.c.8.c, “Offerors shall utilize a 3% escalation rate for pricing performance beyond the CBA’s effective period. The resulting award shall be renegotiated in the event that another CBA is put in place.”

Pricing
Could the USG clarify the apparent conflict between the directive to "Offerors shall utilize a 3% escalation rate for pricing performance beyond the CBA’s effective period" and the inclusion of FAR Clauses 52.222-41 and 52.222-43?
The Service Contract Act specifies the minimum amount to be paid when and if there is not an active CBA. For bidding purposes, there is currently an active CBA in place and so offerors should use that information for bidding purposes since that represents the current minimum amount to be paid.
For uniformity purposes, the Government requested that offerors utilize a 3% escalation rate for pricing performance beyond the current CBA’s effective period.

Management Strategy
“This plan shall also include the Offeror’s mitigation strategy for handling potential funding shortfalls and subsequent reprioritization of manpower and logistics support resources”. Can the USG clarify if the shortfalls are in reference to the USG funding shortfall to pay the subcontractor or the subcontractor’s funding shortfalls to meet the requirements of the PWS.

Can the government provide the means to quantify the number of personnel that would be required in order to meet the TADSS availability of 95%?
The Government’s expectation is that offerors will lean on their prior experiences, knowledge of simulator devices, and their participation at the site visit to develop competitive proposals.
To better assist offerors, the Government has provided additional data as part of Amendment 01.

PWS 3.6.1.3.c states, “Perform PM IAW approved manuals.” Request the Government provide manuals with preventive / scheduled maintenance requirements within the Bidder’s Library to support Level of Effort calculations.

7(d) allows offerors an opportunity to propose a different fee % for CPFF CLINs. While plug numbers are not evaluated competitively, the proposed fee % will be.

FFP Evaluation. All FFP CLINs will be evaluated for price reasonableness. Price realism will not be performed. For a price to be fair and reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Offeror’s proposed fixed-price CLINs may be evaluated using one or more of the techniques described in FAR 15.404-1 to determine if they are fair and reasonable.
Can the government further clarify the evaluation process that will be used to quantify “what a prudent person would pay”?

Weekend Support
Time
The level of effort required for weekend support time is vague and ambiguous. Please define the average core weekend support staff levels required for engineering and technical personnel, realizing that additional surge support may be required.
PWS 3.3.1.6 - The standard Weekend Support Time (WST) is eight (8) hours per day (0730-1530), two
(2) days per week (Saturday - Sunday). to perform logistic, maintenance, engineering and specified operational support as required on systems and equipment to support site requirements. Additional weekend support requirements over and above eight
(8) hours or the standard WST level of effort will be covered as an overtime basis under CLIN x009.
