(U) FOREWORD
Description:
(U) The Anny Special Operations Aviation (ARSOA) Rotary Wing (R W) Program consists of three separate, distinct, SOF-peculiar (SO-P) platforms; the A/MH-6 Mission Enhanced Little Bird (MELB), MH-60M, and MH-47G. Additionally, the ARSOA RW Program is comprised of the Mission Equipment (ME) that is integrated onto the aircraft and the training systems that support them. The ARSOA R W Program incorporates the most advanced technological initiatives into the next generation of ARSOA light, medium, and heavy lift helicopters to help manage the workload of the aircrews and to further improve the capabi lity and survivabil ity of the ARSOA RW personnel and equipment.
(U) The A/MH-6 MELB, MH-60M Blackhawk, and the MH-47G Chinook model helicopters execute missions during day or night, in Chemical, Biological, Nuclear, Radiological, and Explosives (CBNRE) conditions, adverse weather, battlespace obscurants, and extreme environments across a full range of military operations. These aircraft provide an array of reliable av iation capabi lities that include precision rotary wing operations in complex urban areas, long range infiltration and exfiltration, long range resupply, close air support, fore ign internal defense mission support, and personnel recovery; thereby, providing the Geographical Combatant Commanders with the right size special operation rotary wing force at the right place, at the right time.
(U) This Security Classification Guide provides instruction and guidance on the classifications decisions for products, applications and capabi lities owned by, produced by, produced for and or under the control of PEO RW with Original Classification Authority of United States Special Operations Command. Users of this document must be aware that other derivative classification guides for government off the shelf technologies used by PEO R W, relationships between ARSOA and other organizations, and restrictions covering ranges and facilities used in the testing of PEO R W Program equipment exist and should be referenced for proper classification of information.

2. (U) Purpose. To provide instructions and guidance on the classification of information for the Army Special Operations Aviation Rotary Wing Program.
3. (U) Authority. This guide is approved by the Original Classification Authority (OCA) and issued by the United States Special Operations Command (USSOCOM) under the authority of the references named in 1.a thru 1.e.
4. (CUI) Office of Primary Responsibility (OPR). Within USSOCOM, the OPR for this Security Classification Guide (SCG) is the USSOCOM Special Operations Forces Acquisition, Technology & Logistics (SOF AT&L). 5. (U) Classification Recommendations. If the security classifications contained in this guide are impractical or if current conditions indicate a need for a change(s), then document and justify the recommendation(s) through the appropriate channels to the OPR. Until a final decision is rendered regarding the suggested change(s), handle and protect the item(s) involved at the higher of the two classification levels (i.e., the level issued by this SCG or the suggested change). All users of this guide are encouraged to improve and maintain its currency and adequacy. Any over-classification or incorrect classification shall be brought to the attention of the OPR.
6. (U) Controlled Unclassified Information (CUI) is subject to reference e. At minimum, CUI markings for controlled unclassified documents will include the acronym “CUI” in the banner and footer of the document. If portion markings are selected, then all document subjects and titles, as well as individual sections, parts, paragraphs, or similar portions of a CUI document known to contain CUI, will be portion marked with “(CUI).” Use of the unclassified marking “(U)” as a portion marking for unclassified information within CUI documents or materials is required. CUI markings in classified documents will appear in paragraphs or subparagraphs known to contain only CUI and must be portion marked with “(CUI).” “CUI” will not appear in the banner or footer. CUI Always requires Foreign Disclosure Decision before release.

7. (U) Reproduction, Extraction, and Dissemination. Authority is granted to Army Special Operations Aviation Rotary Wing Program acquirers, operators, maintainers, logisticians, and contractors to make reproductions or extract selected portions of this guide for their use in working with this system.
8. (U) Public Release. Any public release of information regarding the PEO RW portfolio requires prior written approval from the PEO RW Program Manager (PM) or Assistant Program Manager (APM), and the Special Operations Communications Office (SOCO), and the information must be reviewed by the Command Foreign Disclosure Officer (FDO). The PEO RW PM or APM is responsible for ensuring that approvals are in accordance with reference 1.f and 1.g. Prior unofficial publication of information does not constitute authority for official release.
9. (U) Classification Currency. Corrected pages shall be distributed when major revisions to this classification guide occur. The superseded pages shall be destroyed. Minor changes shall be issued in a letter; a copy of this letter shall be filed in the front of this guide.
10. (U) Foreign Disclosure: The term “foreign disclosure” describes the act of disclosing United States (U.S) Classified Military Information (CMI) to a representative of a foreign government or of an international organization in accordance with the provisions of reference 1.h. During the life cycle of the program, it may become necessary to provide Controlled Unclassified Information (CUI) or proprietary information to a representative of a foreign government or of an international organization. Therefore, those actions involving CUI which go beyond the narrow definition of a foreign disclosure, but which are closely related, will also be addressed in the following paragraphs.
(U) Foreign disclosure planning shall be incorporated into all USSOCOM initiatives that might, at any time entail involvement by foreign governments or international organizations. Release, disclosure and denials of CMI will be made only when authorized by those designated officials specifically granted disclosure or denial authority and after a determination has been made that all of the requirements of NDP-1 has been met.
(U) The NDP-1 by itself is not substantive authority to disclose USSOCOM CMI. Disclosure authority still resides with designated Foreign Disclosure Officers (FDOs). All USSOCOM information, data, and/or materiel proposed or planned disclosures require coordination with the USSOCOM FDO or SOF AT&L FDO. a. (U) Disclosure of CUI. Reference e defines CUI as unclassified information that requires safeguarding or dissemination controls, pursuant to and consistent with applicable law, regulations and Government wide policies. Original Classification Authorities (OCA) and developers of security classification guides are encouraged to specify specific items or elements of CUI to be protected. Some CUI is export-controlled information which may additionally be protected by law, executive order, regulation or contract. Any U.S. Government representative disclosing program related CUI must first obtain permission from the USSOCOM/SOF AT&L, PEO RW Program Office and FDO and adhere to the provisions of reference 1.e. The USSOCOM FDR/FDO will maintain a record of all released CUI.
b. (U) Disclosure of Proprietary Information. Any U.S. Government representative providing proprietary information or material (classified or unclassified) to a representative of a foreign government or of an international organization must first obtain written permission from the owner of the information or material and the approval of the USSOCOM/PM or APM.
11. (U) Distribution Statements. Reference 1.i requires that distribution statements be applied to both classified and unclassified technical documents. Technical documents contain information (experimental, developmental, or technical works) that can be used to define an engineering or manufacturing process or to design, procure, produce, support, maintain, operate, repair, or overhaul material. The information may be in text, graphic, or pictorial form. All program related technical documents shall have the following distribution statement on the front cover, if possible, or on the first page:

12. (U) Classification Statement. Reference 1.c, Section 2.1 requires that classification/declassification statements be conspicuously marked on all classified documents. The charts in Section 4 through Section 12 of this guide provide the original classification decisions for topics associated with the Army Special Operations Rotary Wing Program. Therefore, all documents which contain these topics shall be derivatively classified. The following derivative classification statement shall appear on the front cover/first page of all documents that are classified solely based on this security classification guide:

13. (U) Compilation of Information. Caution must be exercised when compiling unclassified information in a single document. A compilation of seemingly unrelated, unclassified topics may reveal enough information to warrant classification (e.g., system vulnerability). When developing and reviewing derivative documents, all program personnel must consider what information is revealed through compilation and whether or not it is classified. Reference 1.d provides guidance on the proper marking of documents containing information that considered classified by compilation.

(U) OVERALL EFFORT
1. (U) Identification. The Army Special Operations Aviation (ARSOA) Rotary Wing (RW) Program consists of three separate, distinct, SOF-peculiar (SO-P) platforms; the A/MH-6 Mission Enhanced Little Bird (MELB), MH-60M, and MH-47G. Additionally, the ARSOA RW Program is comprised of the Mission Equipment (ME) that is integrated onto the aircraft and the training systems that support them and developmental efforts to support/inform future programs.
The ARSOA RW Program incorporates the most advanced technological initiatives into the next generation of ARSOA light, medium, and heavy lift helicopters to help manage the workload of the aircrews and to further improve the capability and survivability of the ARSOA RW personnel and equipment.
2. (U) Goal, Mission, and Purpose.
a. (U) To provide instructions and guidance on the classification of information involved in the ARSOA RW Program. This over-arching Security Classification Guide (SCG) will provide a mechanism, in place, to protect new program information as soon as the sensitivity is identified. To that end, it is necessarily broad in scope and generic in nature. Once a project matures, if more specific classification guidance is required, a separate SCG will be developed as part of the Program Protection Plan.
b. (U) This guide supplements the government requirements set forth in the DD
Form 254, Contract Security Classification Specification, and should be used as a reference for security guidance on ARSOA RW Program related contracts and Statements of Work (SOW) when no other program-specific classification guidance exists.
c. (U) When efforts under this program are combined with or inserted into more mature existing programs, the SCG for the more mature program will normally be used for classification guidance. Any conflict between this SCG and other classification guidance documents should be brought to the attention of the Office of Primary Responsibility (OPR) identified in paragraph 4 above. The most restrictive classification guidance shall take precedence until final resolution.
d. (U) This SCG is an acquisition document and does not supersede an operational commander's classification determination or an operational document (i.e. OPLAN, CONPLAN, etc.) associated with a specific operational employment or operation
3. (U) End Item. The ARSOA RW systems and/or components are individually assigned a classification level of CUI and are depicted in Sections 4 through 12 below. The model designations, code names, acronyms, and national stock numbers are UNCLASSIFIED. When the aircraft is cryptographically keyed, the overall classification level changes to the specific classification level of that key.
