The following represent the minimum Pre-requisite tasks and general requirements the Government deems necessary for key personnel. The Government will not direct the Offeror to assign these tasks to specific labor categories, however, it will assess the Offerors proposed key personnel to ensure the following educational and experience levels have been met.

MANAGEMENT LEVEL PERSONNEL REQUIREMENTS

Duties:

(a) Perform a variety of Program Management actions and activities in support of SOF TEAMS IV (STIV) contract. Functional duties primarily are to plan, direct, organize, control, and coordinate technical efforts, contractor manpower and team activities.

Includes areas of administration, program control, financial resources, and technical supervision of personnel involved in Training Aids, Devices, Simulations and Simulators (TADSS) operations, maintenance, logistics, systems engineering, integration, system test and system supportability in support of assigned tasks.

(b) Tracks STIV program activities and coordinates with the Government’s Contracting Officer's Representative (COR). Serves as the main point of contact for the STIV contract requirements to the Government with full decision-making authority.

(c) Provides program oversight for a multi-disciplined staff and any subcontractors’ teams.

(d) Make recommendations to the key stakeholders for the resolution of divergent viewpoints and inputs to critical decisions resulting from unforeseen situations and program trade-offs which may develop during the life of the contract and work orders.

(e) Establish and implement purchase requests (PRs) and work order request (WOR)-level processes and procedures to successfully manage and accomplish PR and WOR specific requirements ensuring contract requirements are met.

(f) Provide direction for day-to-day operations and ensure compliance with all management policies, plans, and standard operating procedures.

(g) Assess and manage contract risk. Identify mitigation strategies and track status.

(h) Tracks contract support and schedule status using efficient tools and coordinates with the customer.

Experience:

Shall have a minimum of 7 years of military/professional experience in program management related positions including at least 3 years of direct management support to a relevant DOD acquisition effort. A minimum clearance level required: Secret.

Education:

A Bachelor’s degree from an accredited university or college, which includes at least introductory courses in accounting, business, and management; or a Master’s degree in a relevant scientific, technical, business, or management field may be substituted for 2 years of experience.

TECHNICAL LEAD PERSONNEL REQUIREMENTS

Duties:

(a) Coordinate technically related activities and provide supervision of technical personnel involved in systems maintenance, engineering, integration support, test support and supportability efforts.

(b) Interface when necessary with the Government’s COR and site staff personnel while serving as the first line technical point of contact for the STIV contract to the Government.

(c) Provide direction for STIV day-to-day technical and logistical operations and ensure compliance with all management/technical policies, plans, practices and standard operating procedures.

(d) Ensures implementation of contractor Quality Assurance Plan.

(e) Conduct technical reviews and be main technical point of contact for technical reviews.

(f) Provide recommendations for resolution of technical problems to site management and government representatives.

(g) Conduct reviews to discuss alternative approaches and conducts analyses and trade-off studies to mitigate the use of existing and potential proprietary software/hardware.

(h) Ensure all technical documentation remains accurate and comprehensive enough to maintain TADSS availability.

(i) When required, provide feedback/recommendations to technical specifications as they relate to the specific delivery/task order technical requirements.

(j) Informs Site Manager, site staff personnel, key stakeholders and COR of TADSS availability, maintenance actions, etc.

(k) Evaluate STIV in-house and subcontractor performance against PWS and contract requirements.

(l) Assists Site Manager.

(m) Fulfill Site Manager duties in case of site manager absence.

Experience:

Shall have a minimum of 7 years of recent and relevant Training Aids, Devices, Simulators and Simulations (TADSS) technical maintenance management experience. Shall have recent experience/knowledge of complex training devices and/or computers and visual display systems.

Shall meet contractor Shift Lead experience requirements. Shall meet the qualifications required for an Electronics Technician, Maintenance III. [Equivalent to Department of Labor Wage Determination Classification of an Electronics Technician, Maintenance III]. Minimum clearance level required: Secret

Education:

Technical degree preferred in a relevant field such as engineering or computer science from an accredited university or college.

CYBER SECURITY PERSONNEL REQUIREMENTS

Duties:

(a) Ensure system security measures comply with applicable government policies.

(b) Provide configuration management and accurately assess the impact of modifications and vulnerabilities for each system.

(c) Develop and carry out information security plans and policies.

(d) Develop strategies to respond to and recover from a security breach.

(e) Develop or implement open source/third-party tools to assist in detection, prevention and analysis of security threats.

(f) Installation and use of firewalls, data encryption and other security products and procedures.

(g) Maintain day-to-day security posture and continuous monitoring of IS including security event log review and analysis.

(h) Conduct periodic network scans to find any vulnerability.

(i) Monitor networks and systems for security breaches, through the use of software that detects intrusions and anomalous system behavior.

(j) Investigate security breaches, and lead incident response, including steps to minimize the impact and then conducting a technical and forensic investigation into how the breach happened and the extent of the damage.

(k) Stays informed of current technology, trends and best practices related to networking and computer systems, as well as applicable government regulations. Analyzes and recommends changes and upgrades to staff and IT management.

Experience:

Shall have a minimum of 3 years of IT and Cybersecurity administration, operations, and maintenance experience preferably focused on Training Aids, Devices, Simulators and Simulations (TADSS), complex training devices and/or computers and visual display systems.

Education:

Bachelor’s degree preferred in a technical or scientific field such as engineering or computer science from an accredited university or college.

Certifications:

At least one of the following: Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), or GIAC Security Leadership (GSLC).

Notice: If a discrepancy exists between the Key Personnel Descriptions and the Performance Work Statement (PWS), the PWS will take precedence.

SHIFT LEAD PERSONNEL REQUIREMENTS

Duties:

(a) Provide supervision of technical personnel performing TADSS maintenance.

(b) Coordinate maintenance activities with maintenance, engineering, integration, test support and supportability efforts during the shift.

(c) Ensure TADSS periodic maintenance inspections (PMIs) are accomplished and recorded on time.

(d) Ensure TADSS non-availability is reported to appropriate stakeholders to include CMSIs.

(e) Ensure all TADSS logbook entries are entered correctly as appropriate.

(f) Ensure technicians are using correct procedures, TTE and data while working on the

TADSS.

(g) Ensures all inspections and maintenance documents are prepared and maintained correctly.

(h) Ensure technical documentation remains current and comprehensive enough to maintain

TADSS availability.

(i) Ensure all TADSS are set up correctly (cockpit, databases, IOS, etc.) to meet training requirements for each scheduled period.

(j) Ensure TADSS cockpit, computer room, high bay and maintenance areas are kept in a safe, clean condition.

(k) Assists or fills in for Technical Lead as required.

Experience:

Shall have a minimum of 3 years of recent and relevant Training Aids, Devices, Simulators and Simulations (TADSS) shift lead experience. Shall have experience troubleshooting and maintaining flight simulator host, visual, interface, control loading and motion systems. Shall meet contractor Shift Lead experience requirements. Shall meet the qualifications required for an Electronics Technician, Maintenance III. [Equivalent to Department of Labor Wage Determination Classification of an Electronics Technician, Maintenance III]. Minimum clearance level required: Secret

Education:

Associate’s or higher degree preferred from an accredited university, college or technical school.
