14Solicitation Section B - CLIN Structure

Page/Tab: Pages 2 - 11

Currently there is a CLIN Number 1000, Titled: JRTC Site Survey with the stated purpose to provide an Architectural Engineering (A&E) Plan for the removal and replacement of the four (4) JRTC towers to be replaced. However, there isn’t a corresponding Item Number for the conduct of a JMRC Site Survey and A&E Plan. Recommend restructure of Section B to include a CLIN Titled: JMRC Site Survey as the Base Option JMRC CLIN with the stated purpose to provide an Architectural Engineering (A&E) Plan and loads analysis of the existing towers and create the plan for the technology refresh. This Base CLIN would have two (2) Optional subordinate CLINS to conduct the Technology Refresh for each of the two (2) towers. Should this recommendation be accepted, the subject restructure would also have to be applied to Solicitations Sections E and F and Solicitation Attachment 4 - Cost/Price Workbook.A site survey CLIN has been added for JMRC. The technology refresh requirement has been split into two different CLINs, one for each location. Sections E and F as well as the cost workbook have been updated.
15Solicitation Section L – Past Performance Clarification

Page/Tab: Solicitation page 63, section L.7.1 Past Performance and Attachment 2, Requirement Matrix, Tab’s JRTCPP and JMRCPP, Column D, 1, 1a, 1b, and 2 The past performance requirements outlined in Section L.7.1 Past Performance states “Offerors shall submit a list of at least a minimum of THREE (3) Government and/or Commercial contracts in the performance or awarded, during the past 3 years”.

However, Attachment 2, Requirements Matrix, Tab’s JRTCPP and JMRCPP, Columns 1, 1a, 1b, and 2 have more stringent past performance requirements pertaining to manufacturing, installation, and location. during the past 3 years which are relevant to the effort required by this solicitation. While we understand the NAICS code for this acquisition in 333318 - Other Commercial and Service Industry Machinery Manufacturing, there are no requirements in this effort where offerors will be required to manufacture any items. Further, it states that “Relevant effort is defined as demonstrating past performance that is similar in cost (over $10m), schedule, and performance requirements on programs in the context of this effort”.

Recommend Attachment 2, Requirements Matrix, Tab’s JRTCPP and JMRCPP Column D, 1, 1a, 1b and 2 be combined and revised to read in Column 1: “Offeror has submitted a list of at a minimum of THREE (3) Government and/or commercial contracts in performance or awarded during the past 3 years which are relevant to this solicitation.” to match the Past Performance requirements in Solicitation Section L.7.1.

Requirement Matrix has been updated to remove the manufacturing requirement.
16Solicitation Section L - Conflicting Instructions for Past Performance Questionnaires (PPQ) Submissions

Page/Tab: Page 55, Section L, Para L.1.1., and Solicitation Attachment 5.

Referenced Paragraph is quoted in part: “Proposal Volume IV and the Past Performance Questionnaires (PPQ) shall be due by 4:00PM EDT on 13 July 2020 to the POC’s listed in paragraph L2.1 below.” This submission requirement is essentially repeated in Paragraph L.7.1 on page 64.

However, in Para L7.2 on page 64, the instructions for completion of the PPQ require the offeror to send the PPQ to respondents to complete Sections II and III of the PPQ and respondent return them directly to the primary solicitation POCs by the established proposal due date, which is 13 July 2020.

The PPQ submission instructions above then conflict with the Attachment 5 PPQ cover letter instructions which require the respondent to submit the completed PPQ to the primary solicitation POC NLT 4:00PM EDT on 7 July 2020.

Request clarification on the PPQ submission instructions and dates.

The past performance questionnaires have been updated to reflect that they are due 13 July 2020.
17Solicitation Section L - Subcontractor Submission of Proprietary Information

Page/Tab: Page 57, Section L, Paragraph L.2.11:

This paragraph states that if there is any pricing data or other information which may be considered proprietary to team members or subcontractors, the information shall be submitted with the prime contractor’s proposal in a separate sealed envelope.

Because hard copies proposals will not be accepted and the proposal will only be accepted in electronic format via the DoD Secure Access File Exchange (SAFE), should the team members/subcontractors submit their proprietary pricing data or other information directly to the Government electronically via the SAFE just as the prime contractor is required to do?

Yes, the submission instruction will be updated. The subcontractor may submit their data directly to the government should that subcontractor not desire to disclose proprietary data to the prime contractor.
18Solicitation Section L - Proposal Volumes

Page/Tab: Page 59, Section L, Paragraph 5.2 The section describes six Volumes (I-VI) however, the table shows a total of eight volumes. Two (2) of the volumes are for JMRC but they are titled Volume I and IV respectfully.

How does the Government want offerors to incorporate these two JMRC Volumes into the overall Proposal (Volumes I – VI)?

Volumes II and IV are separated into two sections, one for JMRC and one for JRTC. Offerors shall utilize the nomenclature in the solicitation for preparation of their proposals
19Past Performance Clarification

Page/Tab: Solicitation page 63, section L.7.1 Past Performance and Attachment 2, Requirement Matrix, Tab’s JRTC and JMRC, Section D, 2 The past performance requirements outlined in Section L.7.1 Past Performance states “Offerors shall submit a list of at least a minimum of THREE (3) Government and/or Commercial contracts in the performance or awarded, during the past 3 years”. However, Attachment 2, Requirements Matrix, Tab’s JRTCPP and JMRCPP Section D, 2 states that “Offeror has submitted a list of at a minimum of THREE (3) Government and/or commercial contracts for the prime and for each major subcontractor in performance or awarded, during the past 3 years which are relevant to the effort required by this solicitation.” In addition it states that “Relevant effort is defined as demonstrating past performance that is similar in cost (over $10m), schedule, and performance requirements on programs in the context of this effort”.

Recommend clarification and that Attachment 2, Requirements Matrix, Tab’s JRTCPP and JMRCPP Section D, 1, 1a, 1b and 2 be revised to read, “Offeror has submitted a list of at a minimum of THREE (3) Government and/or commercial contracts in performance or awarded during the past 3 years which are relevant to this solicitation.”

The Requirement Matrix and Section L.7.1 for Past Performance has been updated. Offerors shall submit a list of at least a minimum of THREE (3) Government and/or commercial contracts in performance or awarded, during the past 3 years, from the issue date of this solicitation, which are relevant to the efforts required by this solicitation. Minimally, 1 contract shall be submitted for the prime contractor. The remaining two contracts submitted may be for the prime contractor or major subcontractor. A major subcontractor is defined as a subcontractor who is expected to spend 10% or more from the proposed effort. Refer to Attachment 2, Requirement Matrix tabs JRTCPP and JMRCPP for updates.
