2PWS 3.1.3 - The offeror's proposed approach for site surveys at each tower location is viable considering the existing conditions, the scope of the work intended for the project, the new tower locations (within 500 meters of the existing locations), and construction, demolition and removal of construction debris is considered.
3PWS 3.1.4 - The offeror's approach in conducting certified modeling tool's analysis output provides 98% overall network (LTE and P25 radio) coverage of the maneuver area under the full load of a training rotation; historical model analysis data from past Tower programs that demonstrates correlation shall be included.
4PWS 3.1.5 The offeror's approach considers the JRTC Standard Tower Hardware, Appendix C of PWS.
5PWS 3.1.6 The offeror's solution provides an additional capability to handle 75% more equipment antenna space on the towers and 50% more shelter rack space, for potential future tower/shelter upgrades.
6PWS 3.1.7 The offeror's approach complies with: 1) FAA Regulatory Policy Title 14 CFR Part 77 for all new Towers; 2) the latest revision of Advisory Circular 70/7460-1L - Obstruction Marking and Lighting; and 3) with FAA regulations and requirements for all new and existing Towers.
7PWS 3.1.9 The offeror's solution is in accordance with ACI 318 and AISC-LRFD, for all new and existing Towers.
8PWS 3.2.1 The offeror's tower design is a self-supporting (three platform minimum) galvanized (no guy wires) Class III structure per TIA-222-H and includes the use of UFGS 09 97 13.25 Part 2.
9PWS 3.2.2 The Offeror's proposed Tower and site design sustains environmental conditions of 95 mph winds, and 30 mph winds with ½ inch of ice as defined by TIA-222-H (Vernon Parish, LA).
10PWS 3.2.2 The Offeror's tower and site design provides climbing provisions consistent with TIA-222-H, complete with anchorages and platforms for regular periodic maintenance or trouble shooting of antenna systems.
11PWS 3.2.2 The offeror's tower and site design provides a grounding system in accordance with the IEEE Standard 142. The proposed total resistance of the structure’s connected primary grounds as referenced to remote earth does not exceed 10 ohms.
12PWS 3.2.2 The offeror's tower and site design provides a lightning arresting system in accordance with NFPA 780: Standard for the Installation of Lightning Protection Systems.
13PWS 3.2.2 The offeror's tower design provides a FAA Advisory Circular AC 150/5345-43 compliant obstruction light system for night-time operation installed in accordance with Chapter 5 of FAA Advisory Circular AC 70/7460-1, and painted in accordance with Chapter 5 of FAA Advisory Circular AC 70/7460-1 and ASTM A123 and A153.
14PWS 3.2.2 The offeror's tower and site design provides a four (4)-sided perimeter FE-6 security fence around the tower with one key control entrance that provides code measurement layout of facilities and access capability within.
15PWS 3.2.2 The offeror's tower and site design provides a Transient Voltage Surge Suppressor (TVSS); sized to the amperage and/or voltage required of each panel, grounded, wired to the panel, and also connected to the grounding system.
16PWS 3.2.2 The offeror's tower and site design provides a back-up Power Generator that seamlessly converts and operates to provide power to the tower site for 48 hours of uninterrupted operations. The Generator is the same model as used in construction of the newest towers at JRTC (North Fort / Land Expansion). (See Appendix C of the PWS)
17PWS 3.2.2 The offeror's tower and site design provides a Uninterruptible Power Supply (UPS) that provides continuous power to all communication equipment during the time interval between the loss of commercial power source, detection, and start of back-up generators, provides line surge and over voltage protection for all core equipment, and provides full load operations for a minimum of 1 hour until equipment can be safely brought down or power restored. The UPS system shall have sufficient capacity to power any alarms, modems, multi-coupler, amplifier, and/or other ancillary equipment for 1 hour, at a maximum design load plus twenty-five (25 %) future growth.
18PWS 3.2.2 The offeror's approach provides a Asentria S550-6 Siteboss alarm/monitoring system (temperature, UPS/loss of power/shelter access at a minimum) with communication to Building 1560.
19PWS 3.2.2 The offeror's approach provides a shelter to house and protect electrical and electronic equipment installed in meeting the PWS requirements. The shelter design shall maximize commonality with the newly established JOC Tower and Land Expansion Towers. The shelters shall be concrete pre-cast with stone aggregate exterior, installed on a reinforced poured concrete slab secured with metal tie-down plates and contain an integrated grounding system that meets the guidelines of Motorola R56. A single point ground is provided for all equipment and systems within the shelter and each equipment rack shall have a sub- system ground bar (SSG) that provides a location for racked equipment to be properly grounded. The shelter shall be sized to accommodate all equipment with additional square footage to accommodate an additional 50% more racks for future growth.
20PWS 3.2.3 The offeror's tower design provides an additional capability to handle 50% more cabling and antennas for future upgrades.Spec Para XXX
21PWS 3.2.4 The offeror's approach provides a 100% equipment replacement design to make the new tower’s subsystems match the old tower’s capability.
22PWS 3.2.4.1 The offeror's tower design approach takes into consideration a future IC3NS OPFOR Cell Phones capability.
23PWS 3.3.1 The offeror's Southern tower and foundation loads analysis approach defines the new future capability upgrade margins. The design goal at the mimimum is the ability to support the subsystem identified in Attachment 1, PWS-2019-031, Section 3.3.4 and the additional capability of the IC3NS OPFOR Cell Phones Section 3.2.4.1.
24PWS 3.3.2 The offeror's foundation design approach provides how it meets the geotechnical report and the structural concrete in accordance with ACI 318-11. The foundation design approach brings the tower structure and foundation back into regulatory compliance.
25PWS 3.3.3 and 3.3.4 The offeror's solution provides a technology refresh of all of the equipment required to make the Southern Tower match the capability of the four new tower’s subsystems.

The Offeror's solution runs in parallel the legacy systems and the new systems during the two rotation period. The Offeror's solution specifically addresses the switchover design, back to the legacy systems if the new systems fail, so that the training rotation is not interupted.

Minimally, 1 contract shall be submitted for the prime contractor. The remaining two contracts submitted may be for the prime contractor or major subcontractor. A major subcontractor is defined as a subcontractor who is expected to spend 10% or more from the proposed effort.
a. Offeror has submitted the Contractor/Subcontractor place of performance, CAGE Code, DUNS Number, and Point of Contact (POC) within the prime contractor organization (name, and current address, e-mail address, and telephone and fax numbers) for proposed past performance contracts.
b. For the proposed contracts, the contract type (specific type such as Firm Fixed Price (FFP), Cost Reimbursement (CR), Time and Materials (T&M)), Awarded price/cost, Final or projected final price/cost, Original delivery schedule, and Final delivery projected schedule or date has been provided.
