Section F (p 45) of the amended solicitation provides a Period of
Performance (PoP) for CLIN 1304 (Integration, Test and Release) of 16 months (15 OCT 19 to 14 FEB 21). Considering Figure 1 in Section L.1.17
(p 110) indicates that the corresponding base year CLIN should have a
PoP of 4 months, we understand that this may be an error and that CLIN
1304's PoP should be 15 OCT 19 to 14 FEB 20. Will the Government please confirm this understanding?
Figure 1 in Section L.1.17 (p 110) indicates the correct PoP for CLIN 1304. The PoP in Section F
(p 45) will be updated to reflect 15 OCT 19 to 14

The Section F PoPs for CLINs 5801-5804 do not conform to the dates in
Section L.1.17's Figure 1. Currently, Section F indicates that the
Government intends for Offerors to develop, integrate, test and release the features in Task Order 8 (OY5) within a compressed 12-month timeframe, while Figure 1 indicates that the Offeror should start developing those features in the middle of the development cycle for
Task Order 7 (OY4). We understand that to begin developing the next iteration of features before the current features in development have been tested, integrated and released to be contrary to industry best practice. Therefore we understand the Government's intent is to develop a more limited scope of features within the compressed 12-month development cycle for Task Order 8 (OY5). Will the Government please confirm this understanding?
Figure 1 in Section L.1.17 (p 110) indicates the correct PoP for Task Order 8 (16 months). The intent of the Government is to award Task Order
8 and have an overlap with Task Order 7.
With respect to the limited scope, reference
Section M.3.5.2 (Amendment 2 of RFP, p 145) -
"TO 02 shares similar scope with TOs: 03, 04, 06, 07 and 08 and shall be priced accordingly". Based on this, the Offeror cannot assume that Task
Order 8 will have a more limited scope of features.

Section F (p 48) of the amended solicitation provides a PoP for CLIN 5804
(Integration, Test and Release) of 12 months (15 OCT 23 to 14 OCT 24).
Considering not only that Figure 1 in Section L.1.17 (p 110) indicates that the corresponding base year CLIN should have a PoP of 4 months but also that the PoP for CLIN 5804 would run concurrently with its preceding
CLIN (4704 - 15 OCT 23 to 14 FEB 24), we understand that this may be an error and that the PoP for CLIN 5804 should be 15 JUN 24 to 14 OCT 24 to account for the compressed development cycle in OY5. Will the
Government please confirm this understanding?
The PoP in Section F for CLIN 5804 (p 48) has been corrected and posted in amendment 2 of the solicitation. (Posted on 14 Dec 2017)

Section F (p 45) of the amended solicitation provides a PoP for CLIN 2104
(1 Week Training Sessions) of 24 months (15 OCT 20 to 14 OCT 22).
Considering that this CLIN would run concurrently with its successor CLIN
(3504 - 15 OCT 21 to 14 OCT 22), we understand that this may be an error and that the PoP for CLIN 2104 should be 15 OCT 20 to 14 OCT 21. Will the Government please confirm this understanding?
The PoP in Section F (p 45) of the amended solicitation for CLIN 2104 (1 week Training
Session) of 24 months is a typographical error.
The RFP will be updated with the correct PoP of
15-OCT 2020 TO 14-OCT-2021
5 Previous questions
The questions posed in this document prevent Offerors from finalizing
Work Breakdown Structure, labor skill mixes, and pricing details without making critical assumptions. These details must, in turn, be shared with an Offeror's partners. Considering not only the delays that these clarifications have caused but also the extended holiday, we respectfully submit that maintaining the current due date poses an undue burden to
Offerors and their partners. We also believe that this time burden will increase the probability that all proposals will contain errors that may require ENs, thereby delaying evaluation. Will the Government please consider providing a 2-week extension to the proposal due date?
The POP has been extended to 12 January 2018.
The Integrated Product Team believes that this extension reflects the proper amount of time required to present an accurate proposal.

Based on the most recent Q&A received for the subject solicitation, there is still some ambiguity on the requirements for subcontractors with a proposal valued at less than the $5M threshold. We have a clear understanding that all subcontractors are required to provided the completed Attachment L3- Cost Price Workbook, however there's still a misunderstanding regarding section L.9.9 (c- Indirect Rates) of the solicitation. Company X submitted a question regarding both section L.9.9
(c) & (d), however the Government's response only addressed section
L.9.9 (d). Based on the Government's response to section L.9.9 (d), we feel that it's the Government's intent that the indirect rate information in section L.9.9 (c) is also not applicable to subcontractor's with a proposed value of less than $5M. Is it possible for the Government to confirm this position within the next 24hrs so that we can provide this guidance to our subcontractors?
L.9.9.c states;
"Offerors will identify the start and end of their fiscal year and the allocation/application base for each indirect rate. Offerors will provide historical actuals for the most recent three years, 2015, 2016 and YTD 2017 (base, pool and calculated rate). Offerors will state whether or not the prior years' actuals have been audited by DCAA. Offeror will submit forecasted rates for each fiscal year covered in the solicitation (base, pool and calculated rate). If the Offeror does not have a budget or detailed forecast for all fiscal years covered in the solicitation, only the calculated rate information will be required for those fiscal years. Offeror will submit actual sales for each of the last three years, 2015, 2016 and YTD
2017. Offeror will submit forecasted sales (for the current fiscal year-end and each fiscal year covered by this solicitation). Offerors shall consider the effect of winning this award when forecasting rates and sales. The identified indirect rate information will be submitted for both the Offeror and all subcontractors."
This means that all subcontractors will have to provide the supporting documentation for their indirect rates and labor rates as requested in section L.9.9.c. This subcontractor proprietary data should be submitted separately from the primes proposal.
Section L.9.8, second paragraph states;
"For subcontractors that exceed $5 million, subcontractor proposals shall be submitted in the same level of detail as the prime proposal, to include labor build- up, indirect rate information and material/other direct costs compositions, when required. If the subcontractor's proposal contains company proprietary data, the subcontractor can elect to provide a "redacted" proposal copy to the Offeror and submit their FAR 15.404 compliant proposal directly to the POCs identified in L.1.4 and L.1.5 of this solicitation."
This means that if the subcontractor's contribution to the work is under $5M they are not required to submit a complete proposal with the same level of detail as the prime proposal, just the requested information as requested in section L.9.9.c.
