RFP Conformed Amendment 0003, Section F Page 45
Based on the Q&A item 1 from Amendment 0003/0005, the date provided in the answer is posted as 15 Oct 19 to 14 Feb 20 which creates an overlap in the Release schedule on the program.
Section F (p 45) of the amended solicitation provides a Period of Performance (PoP) for CLIN 1304 (Integration, Test and Release) of 4 months (15 OCT 19 to 14 FEB 21). We believe that CLIN 1304's PoP should be 15 OCT 20 to 14 FEB 21 as to not overlap with CLIN 0204 dated 16 OCT 19 to 15 FEB 20. Will the Government please confirm that CLIN 1304's PoP should be 15 OCT 20 to 14 FEB 21?
CLIN 1304's PoP will be updated to reflect 15 Oct 2020 through 14 Feb 2021
Reference Amendment 3 to the W900KK-18-R- 0010 - One Semi- Automated Forces RFP
Section F (p 45) of the amended solicitation provides a Period of Performance (PoP) for CLIN 1304 (Integration, Test and Release) of 4 months (15 OCT 19 to 14 FEB 20). This causes CLIN 1304 to overlap almost 100% with CLIN 0204 in contract year 2. We understand that this may be an error and that CLIN 1304 PoP should have be changed in Amendment 3 to 15 OCT 20 to 14 FEB 21 for Integration and Test in contract year 3. Without this change, there is no Integration and Test CLIN in contract year 3. Will the Government please confirm this understanding?

Amendment 2 /Section B Amendment 2 / Attachment L3 - Cost Price Workbook / Tab 3 and 3a
CLINs 2403 and 5803 are listed in Section B and Attachment L3 Tab 3 as CPFF contract types. On Tab 3a, however, CLINs 2403 and 5803 are listed as CPIF contract types. As Tab3a is the spreadsheet from which the Government will establish Total Evaluated Price, we understand that this discrepancy may be an error and that CLINs 2403 and 5803 in Tab 3a should be listed as CPFF. Will the Government please confirm this understanding?
The Cost Price Workbook Tab 3a will be updated to reflect CPFF for CLINs 2403 & 5803.

Answer to Question #3 in file:
"L1_RFP_Questi on_Comment_Form_One SAF_Amendment_0002.p df"; RFP Section L.3.2
Section L.3.2 states, "... The first or title page shall be in accordance with FAR 52.215-1, paragraph (c)(2). ... The Offeror shall restrict the use of company identifying information (e.g. logos, company name), specifically in the proposal information provided in Volumes II Technical Approach and III Management Approach."
FAR 52.215-1 Paragraph (c)(2) states, "
(i) ...;
(ii) The name, address, and telephone and facsimile numbers of the offeror (and electronic address if available);
(iii) ...;
(iv) Names, titles, and telephone and facsimile numbers (and electronic addresses if available) of persons authorized to negotiate on the offeror’s behalf with the Government in connection with this solicitation; and
(v) Name, title, and signature of person authorized to sign the proposal. Proposals signed by an agent shall be accompanied by evidence of that agent’s authority, unless that evidence has been previously furnished to the issuing office."
Section L3.2 tells us to be IAW the FAR 52.215-1 Paragraph (c)(2) requirements to create the first or title pages for each volume. However, Section L.3.2 also states not to have company identifying information in the Volumes II and III. The FAR clause cited requires that the Title page provide the offeror's company name as well as the name and title of POC of the company. The title page is the first page on each volume (including Volume II Technical Approach and III Management Approach).
Is it the Government's intent for Offerors to include Company Name, electronic address, and email addresses (that include company names) on the Title pages for the Technical and Management volume as required by the FAR?
The proposal should only have 1 title page and it is to be included in Volume I - General Information. Volume II & Volume III shall have no company identifying markings.
Markings are allowed in Volume IV & Volume V.
