Q&A #3; RFP Section F Delivery Information

The POP dates for CLINs 5801, 5802 & 5803 were originally 15‐Jun‐2023 to 14‐Jun‐2024. This POP overlapped CLINs 4701, 4702, & 4703 by 4 months. The answer to question #3 confirmed “the Government’s intent to have CLINs 5801, 5802, and 5803 overlap with the previous option by 4 months.” Figure 1 in Section L.1.17 reflects this overlap in both the original and amended RFP. However, in the amended RFP, the POP dates in Section F for CLINs 5801, 5802, & 5803 were changed to 15‐Oct‐23 to 14‐Jun‐24 thus removing the overlap and making them 8‐month CLINs.

Would you please confirm the POP dates for all 6 of these CLINs?

Section F has been updated to account for the overlap.

2 RFP Section L.9.8, page 147

L.9.8 para 2 states "For subcontractors that exceed $5 million, subcontractor proposals shall be submitted in the same level of detail as the prime proposal, to include labor buildup, indirect rate information and material/other direct costs compositions, when required..." However section L.9.9 (c) & (d) requires indirect rates & direct labor rates for both offeror and all subcontractors. While section L.9.10‐ Accounting System Information is only required for subcontractor's that exceed requirements in section L.9.8 ($5M). There seems to be some inconsistency with the requirements for subcontractors. Can the Government please clarify the required information for all subcontractors?

L.9.9.d. has been updated to clarify that subcontractors exceeding $5M are required to provide the necessary details.

3 RFP L.3.2 and L.3.6

Per L.3.2 our cover letter should be “prepared on the company’s letterhead stationery” and per L.3.6 “Each Volume in the proposal shall include a copy of the cover letter”. However, Section L.3.2 also states that we should “restrict the use of company identifying information (e.g.

logos, company name) … in Volumes II Technical Approach and III Management Approach”. This direction appears conflicting. Please confirm and advise if we should include a cover letter for the Volumes II and III if we are unable to include our company name and identifying information.

There is no conflict. The Government requests a tailored cover letter for each Volume that includes: table of contents, sections, subsections and page numbers…

The Government answered the question #10 stating, "The cost for CLIN 5509 shall be included in the cost proposal. The Government will update the RFP to reflect CLIN 5509 listed as an OPTION." While CLIN 5509 is used throughout the RFP Sections B, C, E, and F for the Transition Out cost element, the Cost/Price Workbook MS Excel file uses CLIN 5510 in both Tabs 3 and 3a. Please clarify which CLIN is correct.

The CPW has been updated to reflect CLIN 5509 as Transition Out.

In question 4 of the Government’s response to questions The Property Management Plan is required with the submission of the proposal. Can you clarify what Volume and sub‐factor the Plan should be submitted and that the Plan document is not included in the volume page count allocation?

The Property Management Plan (PMP) is not being evaluated for award. However, it will be reviewed by the Contracting Officer to ensure a plan is included. Please include the PMP in Volume I ‐ General Information, the PMP will not count against Volume I's page count.

Section L.9.8 of the RFP states that, “subcontractor proposals shall be submitted in the same level of detail as the prime proposal, to include labor build‐up, indirect rate information and material/other direct costs compositions, when required.”

We interpret this to mean that subcontractors must complete Attachment L3 – Cost Price Workbook in its entirety, and modify the contract types provided in the sheets labeled “Attachment 3” (Column C) and “Attachment 3a” (Columns B and F) to indicate the type of subcontract that the prime will award the subcontractor.

Will the Government please confirm that this interpretation is correct or provide guidance on how proposed subcontractors should complete Attachment L3?

Your interpretation is correct. Please note that the subcontractor's that meet the threshold are required to also provide the required supporting documentation as noted.
