Section H: Key Personnel
Program Manager Job Description: Exercises full responsibility for the total management of programs and systems. Responsible for the development of overall program management plan, requirements, execution, control, and direction of the work and associated resources required for management of the program and associated products; for meeting and dealing with various customers in a variety of forums; and for a full range of personnel management responsibilities.
Familiarity with U.S. Army Operations, the six Army Modeling & Simulation Communities and Live-Virtual-Constructive applications.
Required Skills: Must have 12-15 years professional experience with 5+ years being supervisory and program management experience, experience in managing large groups of engineers, experience in the simulation industry. Skilled in project planning, basis of estimate, estimate to complete, proposal development, program budgets, staffing plans and detailed analysis of state of program including both financial and technical status. Good writing, interpersonal communication and problem solving skills are required. Must have experience at hiring and managing employees.
Education: Bachelor's and Master's degree in Computer Science, Information Systems, Engineering or other related scientific or technical discipline.
Required Clearance: Secret
Lead Software Engineer Job Description: Technical software manager to provide software development management and coordination to a team of software and systems engineers engaged in full lifecycle software engineering effort. Tasks will include managing technical staff, issuing task assignments, schedule updates, resource management, requirements analysis, requirements allocation and verification of compliance, establishing plans and procedures, collecting work package status, updating weekly and monthly progress tracking tools, reviewing work products, authoring development environment documentation, coordinating configuration management and quality assurance efforts, ensure Cybersecurity compliance for OneSAF product, and assisting the Program Manager in program administration tasks as necessary. Familiarity with U.S. Army Operations, the six Army Modeling & Simulation Communities and Live-Virtual-Constructive applications.
Required Skills: Must have prior experience with leading software teams in the production of complex component-based systems. Must have a firm understanding of processes involved in full lifecycle software development. Must also have experience in developing software in a team environment. Must have served as a programming task leader, software development manager or systems integrator on a recent software development effort using current technology and tools for development. Must have experience in customer relations and managing customer expectations. Minimum 8 years’ experience at demonstrably increasing levels of responsibility, with 2+ years’ experience in Java and C++. Must have been technical lead for a delivered software project and have experience with modeling and simulation. Must have a working knowledge and understanding of the DoD’s and Army’s software Cybersecurity practices. Must work well as part of a team and have excellent communication skills. Must have direct experience in requirements analysis, system architecture, data modeling, and user interface design.
Education: Bachelor’s Degree in Computer Science, Engineering, or related field required.
Master’s Degree strongly desired in a technical discipline such as Computer Science.

Lead Systems Engineer Job Description: Serves as the technical and system lead, responsible for leading all parts of the software development process. This encompasses the systems engineering efforts to define the system and the integrated planning and control of the technical program efforts of design engineering, specialty engineering, production engineering, and integrated test planning.
Responsibilities include the systems engineering effort to transform an operational need or statement of deficiency into a description of system requirements and a preferred system configuration; and the technical planning and control effort for planning, monitoring, measuring, evaluating, directing and re-planning the management of the technical program. Familiarity with U.S. Army Operations, the six Army Modeling & Simulation Communities and Live-Virtual- Constructive applications.
Required Skills: Must be experienced in large-scale systems engineering, requirements analysis, requirements management, system development, test and evaluation, software and hardware reuse, capacity planning, and quality assurance for large-scale distributed applications. Familiarity with U.S. Army operations, training, and development or related systems is highly desirable. Experienced in Object-Oriented Analysis and Design (OOA/OOD) techniques as well as Java, C++, network communications design, and protocols in a distributed and multi-tier development environment. Strong interpersonal skills for interfacing with external customer representatives and internal customers and the ability to work effectively in a team-oriented environment are essential. Demonstrated experience with systems engineering principles and systems engineering. Experience managing technical teams in software development, implementation, methodology design and execution, and distributed and multi-tier development and operations environments. Minimum 12 years’ experience at demonstrably increasing levels of responsibility, with 5+ years’ experience in systems engineering. Must have been technical lead for a delivered project. Thorough familiarity of the DoD’s and Army’s Cybersecurity requirements. Must work well as part of a team and have excellent communication skills. Direct experience in requirement analysis, system architecture, data modeling, with user interface design. Broad experience with mainstream tools and technologies, such as: Java, C/C++, UML/OOD/CASE tools.
Education: Master’s degree in engineering discipline or Bachelor’s degree with 15 years’ experience in Computer Science, Engineering, or related field required.

Integration and Test Lead Job Description: Manage the overall OneSAF I&T activity to validate the system. Effort involves use of development or production hardware and software to test the system.
Development and production test includes demonstrating that the engineering design and development process is complete, the design risks have been minimized, and the system will meet specifications. Provide test data with which to evaluate trade-offs against requirements, life cycle cost, and schedule. Evaluate the achievement of supportability goals and the adequacy of the support package. Perform verification testing, and acceptance testing. Uses system documentation to determine and document application requirements. Determines that both hardware and software requirements are verifiable and quantifiable. Writes test plans and builds test cases based upon system requirements. Familiarity with U.S. Army Operations, the six Army Modeling & Simulation Communities and Live-Virtual-Constructive applications.
Required Skills: Must have the ability to build test data sets and performs Manual Systems Acceptance Tests according to approved test plan. Experience in the development of test scenarios and providing support for User Acceptance Testing and in the writing of test summaries and test problem reports. Demonstrated experience in leading test readiness and release readiness meetings. Ability to apply approved technical approaches to testing to ensure that applications are evaluated in an analytical and systematic manner. Experience in assisting developers in creating and maintaining automated test scripts. Work may involve testing conducted at customer location. Minimum 8 years’ experience with software intensive systems at demonstrably increasing levels of responsibility, with 3+ years’ experience in leading systems testing. Must work well as part of a team and have excellent communication skills. Must have a working knowledge of DoD test procedures and their governing regulations and requirements.
Must be able to work with system users who may not be knowledgeable in test procedures and assist in user acceptance testing.
Education: Master’s degree in engineering discipline or Bachelor’s degree with 10 years’ experience in Computer Science, Engineering, or related field required.

Lead Architect Labor Category: Senior Software Engineer Job Description: Exercise full responsibility in designing complex software product line architectures for a large-scale distributed simulation. Responsible for overseeing direction and consistency of the hardware-agnostic code base supporting multiple configurations derived from the OneSAF product line. Familiarity with U.S. Army Operations, the six Army Modeling & Simulation Communities and Live-Virtual-Constructive applications.
Required Skills: Must have 15 years working with software intensive development efforts with 3+ years of lead architect experience. Must have in-depth knowledge in large-scale software systems design and sustainment across the full software development life cycle. Must have demonstrable skills in Java and C++. Experience in Object-oriented design methodologies and techniques and software product lines. Maintains awareness of software trends and innovations. Strong interpersonal skills for interfacing with external customer representatives, Subject Matter Experts (SMEs) and internal customers and the ability to work effectively in a team-oriented environment are essential. May be required to provide daily supervision and direction to staff.
Education: Bachelor's Degree in Computer Science, Engineering, or related field required.
Master’s Degree strongly desired in a technical discipline such as Computer Science.
