Offeror’s Questions Governments Response

Instructions page 234 of 276, C. “...in a medical facility same or similar in size (2.3 million square feet). Does this have to be a single facility of this size? Please elaborate completely.

The Addendum to 52.212-1, paragraph D.1.c., states “a medical facility same or similar in size (2.3 million square feet) to Brooke Army Medical Center (BAMC)(including outlying clinics)”.

In the past there was a lot of gov’t furnished eq. & materials. While realizing that for this solicitation there is not, can the govt. provide the exact annual quantities of items ordered like soaps, sanitizers that were ordered by the gov’t in the past?

The government is researching this information and if available will post to FBO.

Will the attendee list be made available? Yes, it will be posted to FBO within 7 days if not sooner.

Yes, in the future we will indicate the changes.

Amendment 0001’s changes were only to add column k.

Only expanding beds (500-681) when there is a mass casualty, but as of right now, only the beds listed are expected.

Who is responsible for RMW disposal and what is the interface with the government and/or RMW contractor?

We have an RMW contract with Stericycle. Healthcare housekeeping is required to handle, collect, and transport IAW PWS 5.14. and Exhibit H.

It would be kinder to Small Businesses to set it aside first, then if a small business does not satisfy the requirement re-solicit. It isn’t fair for Large Businesses to prepare a proposal only to be rejected.

The government understands the concern, but the process is going to as stated in the solicitation.

The Staffing Chart for the base year Non-SCLS states 1920 for 10 months, is this correct?

No, an amendment will be issued to correct the non- SCLS productive hours on the base year.

and Exhibit F.

IAW the Addendum to 52.212-2, paragraph B, Factor 1

– Technical Approach, Factor 2 – Past Performance, Factor 3 – Price, and Factor 4 – Small Business Participation. We look at technical first. “The technical has to be right for the price to be right.”
