The solicitation seeks a contractor to manufacture wiring harnesses, mechanical brackets, and procure and kit components according to technical specifications for installation of Air Soldier System equipment on rotary-wing aircraft. Responses are requested by November 16, 2020. The solicitation is set aside for small businesses located in the Huntsville-Decatur-Albertville Combined Statistical Area and involves kits for advanced sight and display computers, encryptable aircraft wireless intercom systems, and aviation information systems. Industry Question:
Will GFE items be delivered to the Contractor in order to be included in the kitting process or will those items be delivered directly to the unit?
USG Response:
GFE listed in the SOW 3.3.2. a: (p/n WTG00032-001 and p/n WTG00173-001) will be delivered to the contractor to be included in the kitting process. GFE listed in the MWO will be delivered directly to the unit.
Industry Question:
Previously we asked about the use of “AR” in the drawings and the response we got was to include those items. Upon further investigation these items are all listed on the consumables list in the MWO excerpt. In the solicitation section 3.1 a. it states “The contractor shall not provide any consumables listed in the Modification Work Order (MWO)”. Is the contractor to provide these items or not?
USG Response:
Parts being manufactured by the contractor that contain components with quantity listed as AR for the manufacture of that part has to be procured by the contractor and manufactured into the part in accordance with the drawing. For example, many of the harnesses require lacing tape (quantity listed as AR) be used in the build of the harness. The contractor has to use this lacing tape in the build of the harness or the harness will be nonconforming to the drawing. The bulk items not required per the MWO are specifically items that are listed as AR on the drawing, but not required to be built into any assemblies being provided (i.e... individually kitted item).
These items are to be used specifically by the install team during the installation. Please note that some items, such as the lacing tape, may be listed in the MWO bulk item list even though they are also required to be built into the harnesses. This is because the install team will also need some lacing tape during the install.
Industry Question:
We have only found three MWO excerpts in the TDP. The solicitation paragraph 3.1.d states that all items shall be kitted in accordance with the MWO. We do not have an MWO excerpt for the remaining kits.
USG Response:
The MWOs for the other kits are not available or the kit is used on an aircraft manufacturing line and does not require an MWO.
Industry Question:
In the solicitation section 3.3.2 b. is states “For CH-47F AWIS kit p/n WTG00093-001, no GFE cables will be provided. The kits will not include WTG00031-001 and WTG0032-001.” Does this mean we should not provide those parts in our kits when delivering to the Government? Or does that mean the Government will not provide those parts to us and we need to procure or produce them? Section a. is very similar for the HH-60M but it is more clear that the Government WILL provide those items.
USG Response:
For the CH-47F AWIS kit, the contractor shall not provide the WTG00031-001 and WTG-00032- 001 cables and the USG will not provide these cables for the kits. These kits will not contain these two cables as they are no longer required. You are correct that for the HH-60M AWIS kit, the US Government will provide Fill Cables p/n WTG00032-001 and p/n WTG00173-001 to the contractor to include in the kitting process.
Industry Question:
MWO 1-1520-271-50-57 < tel:1-1520-271-50-57 > calls out many parts as REF. (Some are on the GFE list, some are not.) Does “REF “ mean that we are not providing any components for those part numbers; reference only?
USG Response:
REF is listed for each of the lower level kits that are required to be within the 1051840-10 kit. So the Top level kit, 1051840-10, will contain a bag for each of the REF Part Numbers that contain all of the non-bolded items listed under the REF line.
Industry Question:
Spec question on the WTG00035 blueprint. The drawing calls for material to be per Mil-P-15024, Type I, Style III. The problem is there is no Type I on that Mil Spec. It goes from Type H to Type L.
USG Response:
WTG00035 drawing lists Delta Note 7 for each Find No. Delta Note 7 offers Alternative Material for the decals instead of material in Note 4.
