Checklist provided as RFP Attachment 0018. The completion of the Pre-award Survey of
Prospective Contractor Accounting System Checklist is required in order for the ACC-
Redstone to proceed with a request for a DCAA pre-award accounting system review. This completed form should be submitted with the offeror’s proposal in the cost volume. The
CO will forward a copy to the cognizant DCAA office along with the request for pre-award audit.
Basic Contract Rate Tables
It is anticipated that fully burdened labor rates, inclusive of fixed fee or profit, for each labor category and for each ordering period will be utilized to place orders under this proposed contract. Therefore, the offeror’s proposal shall include both CPFF/FPP rate tables for each Ordering Period, consisting of the base labor rate, applicable indirect rate(s), and fixed fee/profit rate for each labor category proposed. The offeror is to state the fixed fee percentage and profit percentage in the offer. The only difference between the CPFF rate tables and the FFP Rate Tables shall be the difference in the Fixed Fee Rate and the
Profit Rate.
The offeror shall complete the Attachment 0002, Proposal Pricing Template, for the offeror and each proposed team member. These rates represent ceiling rates for future order orders and the bidding rates for the Sample Order Orders required in Attachment 0002. The offeror should provide the details of the Contract Rate Table/Name and their build-up to include the base labor rate, any applicable indirect rate(s)/burden(s) and fixed fee/profit proposed in accordance with the offeror’s normal accounting practice. The prime shall include their proposed team member fully burdened labor rates, with applicable prime burden(s) in calculating the blended labor rate for each labor category. The team member labor rates shall be mapped to the prime’s overall blended labor rate. The prime shall provide the calculation, including the assigned weighting, of the overall composite rate for each labor category.
As the Government is concerned with the realism of the CPFF rates proposed as it relates to the recruitment and retention of the workforce, the offeror shall provide its supporting documentation utilized in creating the Contract Labor Rates.
The offeror shall also disclose the correlation between the contractor’s fiscal year rates and their proposed calendar (contract year) rates.
If the proposed direct labor rates and indirect rates are based on a current Forward Pricing
Rate Agreement (FPRA), the offeror shall provide a copy of the FPRA and state whether or not the proposed FPRA rates include or have been adjusted for the impact of this proposal.
Note further that the application of FPRA rates and factors in an offeror’s proposal does not preclude the offeror from submitting the underlying support for subject rates if requested.
If the proposed direct labor rates are based on surveys (i.e. personnel for that category are not currently employed by the offeror), then the offeror shall provide the applicable pages from the proposed surveys and show which rates were utilized (i.e. 50th percentile, median, etc.).
IDIQ Contract Rate Pricing: (CPFF and FFP CLINs)
All offerors are required to submit cost and pricing data explaining the composition of their loaded FFP and CPFF rates. The offeror shall provide all the direct inputs (such as direct labor rates), all indirect inputs (including fringe, overhead, G&A, cost of money, material overhead, etc.) and the profit or fee by calendar year used to calculate total price with corresponding rationale using Attachment 0002 of the RFP. All offerors are required to use the same base cost (the cost prior to the application of profit or fee) for both the FFP and CPFF rates. The Government’s intention is to have FFP and CPFF rate tables that are inclusive of subcontractors proposed as team members by the prime contractor. (Note:
This includes all subcontractors who will be providing critical hardware/services whose work share or subcontract is for more than 10% of the total proposed price.) The offerors shall include the impact of any team member/subcontractor performance and temporary labor into the proposed rate table. The offeror shall ensure that a breakdown of costs is provided by team member and the impact of the inclusion of the team member in the rate table is disclosed. The Government recognizes that the Contract Rate Pricing demonstrates the differences in rates between offerors and does not reflect any efficiencies associated with the offeror’s management and technical approach.
Sample Orders:
The offeror shall propose on the CPFF and FFP Sample Orders included in the RFP at
Attachment 15, 16 and 17. Sample orders shall be CPFF or FFP based on the provided sample order type.
The offeror shall fully support the proposed price by providing a narrative on the estimating methodology, the pricing assumptions, and additional sufficient cost and price detail that supports the proposed price as it relates to the proposed technical approach.
NOTE: The offeror shall propose the CPFF Sample Orders utilizing the rates from the
CPFF Rate Tables proposed for the Basic IDIQ Contract (Attachment 0002). The offeror shall propose the FFP Sample Order utilizing the rates from the FFP Rate Tables proposed for the Basic IDIQ Contract.
For the CPFF sample orders, the offeror shall detail the labor categories, number of hours and Contract Labor Rates for the each Sample Order in an Excel Spreadsheet and must show a clear audit trail from the technical proposal to the associated labor categories and hours proposed. The Sample Order proposals shall be based upon prime and subcontractor labor hours and the corresponding labor rates proposed in the Basic Contract. Direct labor hours and rates shall be delineated by labor category by contract year for the prime and each subcontractor. The labor hour delineation must be directly traceable to the same information proposed in the Technical Volume. The offeror shall provide sufficient details for the Government to evaluate the proposed skill mix, for each CLIN, for all ordering periods.
COMPLIANCE:
Failure to comply with RFP requirements for cost/price information may result in an adverse assessment of an offeror’s proposal and reduce or eliminate its chance of being selected for award.
The offeror shall ensure that the information presented in this volume is consistent and correlates with the information contained in the other proposal volumes. Also, the offeror shall ensure that the information submitted in this volume is consistent and fully supports the amounts set forth in SF33 and continuation sheets.
The submission requirements shall apply to the prime and all team members that are proposed to perform effort on any of the IDIQ CPFF Pricing CLINs or Sample Orders.
Unrealistically low or high proposed costs or prices, initially or subsequently, may be grounds for eliminating a proposal from competition either on the basis that the offeror does not understand the requirement or has made an unrealistic offer. Proposals should be sufficiently detailed to demonstrate reasonableness. The offeror is responsible for providing adequate evidence to prove credibility of proposed costs/prices.
NOTES:
Notes to the Offerors regarding Contract Rate Pricing: Offerors are cautioned that the direct inputs used by the Government (direct labor hours, direct material and subcontracting) are the good faith estimate of the entire five year IDIQ and there are no guarantees of work to any successful offeror. Offerors should construct their rates taking into consideration the impact of continuing competition under the Multiple Award concept and that there are no guarantees for additional work beyond the binding order.
The Bipartisan Budget Act of 2013 (BBA) (Public Law 113-67, dated December 26, 2013) implemented a compensation limitation of $487,000, adjusted annually to reflect the change in the Employee Cost Index for all workers, as calculated by the Bureau of Labor Statistics, applied to the costs of compensation for all contractor and subcontractor employees for contracts awarded, and costs incurred, on or after June 24, 2014.
Offerors shall provide supporting documentation such as Forward- Pricing Rate
Agreements (FPRA) with agreements and responsible Government officials identified.
In order to expedite the evaluation, offerors (prime and sub) are requested to provide a copy of their cost and pricing proposal, in the same format required by this solicitation, to their cognizant DCAA office upon submission of the proposal to the Contracting
Officer. The offeror shall provide information regarding its cognizant DCAA office, to include point of contact, telephone number and email address.
Notes to the Offerors regarding Contract Rate Pricing: Should any delivery order utilize a
CPIF approach, the cost rate tables established for each successful awardee will be utilized.
Each individual requirement/delivery order will provide specific terms related to incentives.
Summary of Sample Orders #1, #2, #3 Cost/Cost/Price: The offerors are required to provide cost and pricing data for the sample orders. The offerors are required to use rates as proposed in rate tables in the Contract Rates Pricing section, including labor rates by category, indirect rates, profit or fee rates, etc.
