4. The point of contact for this action is Debora Cardoso Thelen, debora.c.cardosothelen.civ@army.mil
SECTION 00 30 00 - AVAILABLE INFORMATION
The following have been added by full text:
RFI ANSWER 3
RFI 03 - QUESTIONS AND ANSWERS
01 - After reviewing the solicitation, we see a requirement stating we must have an office within 50 miles of both APG and Adelphi Labs, our office is within the 50-mile radius of APG, but 53.4 miles away from Adelphi Labs.
We would like to kindly request the government to extend this radius as we are very interested and capable of doing this work.
Revised SOW to read 60 miles in lieu of fifty.
02 - "The Davis-Bacon wage scale for Building in Harford County, MD (MD20250117) was just updated on 6/27/25 and a Roofer wage was added (It is now $52.21 base plus $14.91 fringe for a total of $67.12/hr). Please confirm the 6/27/25 mod to MD20250117 shall be incorporated into the Contract."
Yes, updates for the Davis-Bacon MD20250117 will be incorporated in the contract.
03 - Will 8(a) prime contractors be allowed to subcontract 100% of the physical labor, provided they retain management and oversight roles?
A major subcontractor is defined as a subcontractor which is expected to perform 15% or more of the total work on the contract. An 8a prime may subcontract the physical labor portions provided the subcontractors qualifications meet or exceed the requirements outlined in the SOW and the labor force meets the security requirements for access to the installation and to the security areas on post. For the evaluation of the subcontractor performance, the following documents are requested: a letter of intent/sub-contracting agreement between subcontractor and prime contractor, EMR for the subcontractors, sub-contractor’s field superintendent qualification(s), Safety program, QA/QC program.
04 - Are subcontractor bonding and performance qualifications evaluated at the task order level or at the base IDIQ level?
Bonding and performance shall be provided for the awarded offeror, no for the subcontractor. The instructions for offerors, item 3.c.(i) subfactor A states:
Offerors shall provide a signed letter from its Surety company stating that the offeror qualifies and can obtain $22 million of performance and payment bonds.
Bonding will be required at the task order level when required by the FAR or as deemed necessary by the Contracting Officer.
Bonding is not included in the contractor’s coefficient.
Offeror shall also provide contact information for the surety so that the Government can at its discretion verify the information provided. When obtaining performance and payment bonds at the task order level, contractors shall submit their paid invoice from the surety to the Contracting Officer via email within five (5) days after task order award and prior to the pre- construction meeting with the Directorate of Public Works (DPW). The contractor will only be paid up to the bonding amount proposed in each task order proposal. NOTE: Surety companies utilized for the proposal and contract must be listed on the U.S.
Department of the Treasury website. Reference https://www.fiscal.treasury.gov/surety-bonds/list-certified-companies.html.
05 - What financial or performance history is expected of subcontractors supporting 8(a) primes for this opportunity?
Only the successful bidder (i.e. prime contractor) will be under contractual obligation with the government.
With a sub-contractor, no such obligation is present as a sub-contractor is under contractual agreement with the prime, not the government. However, in the case of teaming agreements, where a contractual document establishing the teaming agreement/partnership is in place, these requirements may be shared among the W56ZTN25R0003 teaming partners, provided the Project Manager position is filled by an employee of the prime contractor of said teaming agreement.
For the evaluation of the subcontractor performance, is requested: a letter of intent/sub-contracting agreement between subcontractor and prime contractor, EMR for the subcontractors, sub-contractor’s field superintendent qualification(s), Safety program, QA/QC program.
06 - Can a subcontractor submit its capability statement directly, or must it be included under the prime’s proposal only?
Past Performance Information shall be sent by the offeror. This volume shall not exceed 20 pages plus five
(5) pages for each major subcontractor, excluding Questionnaire Forms. Offerors shall submit no more than five (5) contracts performed by the prime and no more than five (5) contracts for each major subcontractor (if any) in performance during any portion of the past five (5) years from the date of this solicitation. Unless the subcontractor is part of a Bonafide teaming agreement with the prime, then the answer is no, the subcontractors may not submit their capability statements directly to the government. Any subcontractor capability statement submitted outside of a Bonafide teaming agreement will not be reviewed or considered as a technically acceptable submittal for evaluation.
07 - Will non-8(a) subcontractors be notified of award developments if included on a prime’s team?
No, only the prime contractors will be notified of any Government notification.
