The contract will support roof work on diverse building types using multiple roofing systems including single-ply, built-up, modified bitumen, EPDM, slate, and metal roof systems. SECTION 00 30 00 - AVAILABLE INFORMATION
RFI ANSWER 1
Q&A 1
1. Does the Registered Roof Observer have to be present on site at all times for every task order? How does the govt see the requirement of onsite presence?
A: The RRO is not required to be physically present on the roof top at all times during the execution of said project.
They are required to be in a location that would facilitate, at a minimum, a daily inspection and documentation of the project progress as part of their responsibilities.
2. The past performance requirement states project performed in the last 3 years, however the evaluation for award says projects performed over the past 5 years will be reviewed. Which should we follow?
A: The correct is the past five (5) years. It has been corrected in tfhe amended RFP.
3. The RFP requires the superintendent to have a min. of 7 years journeyman level experience in the roofing field, with minimum of 3 years of experience in a supervisor position along with completion of IIBEC roof top quality control course within the past 3 years. This is a very specific and stringent requirement as a journeyman level experience would mean the individual was or is part of a roofer’s local union. The IIBEC course is meant for roofing material manufacturers, quality assurance observers, architectural and engineering field technicians etc. It would be very difficult to have qualified personnel who have all 3. Would the government accept proposed personnel who have 10+ years of supervisory experience, experience working in the roofing industry (non union), and completion of the IIBEC roof top quality control course. can govt clarify why journeyman experience with union is required for this MATOC?
A: This is a single award contract. Amendment 0005:the Government changed the requirement to read - A minimum of five (5) years journeyman level experience in the roofing field, with minimum of three (3) years’ experience in supervisory positions in the industry. The Government has dropped the IIBEC Roof Top Quality Assurance course requirement from its solicitation. Additionally, the reference to journeyman level experience was not indicative of requiring union membership, past or present. It was a reference to the required skill sets, experience and knowledge the government is requiring for project superintendents. These skill sets may be satisfied by documentation of years of experience in the application and supervision of various roofing systems. To answer the interrogative in the last sentence above, yes, the government would accept proposed personnel who have ten-plus years of supervisory experience. The Roof top Quality Assurance course is no longer a requirement. Union experience is not required, and this is not a MATOC contract.
4. Will Project Manager who has received a PMP under 2 years be considered, if they have over 10 years of experience?
A: Amendment 0005: The government drops the two year requirement for the PMP certification. While having the PMP certification is desirable from the standpoint that it is indicative of a minimum level of credibility, skill sets and knowledge required for efficient management of projects, The government recognizes that years of experience can be as beneficial to the effective and efficient management of projects as the PMP certification.
5. Is this contract intended to be awarded to a single contractor or to multiple contractors?
A: Award will be made to a single contractor, as mentioned in section 00 21 00 – Instructions.
6. What is the estimated ROM for this project? It appears to be listed as 19 Million for the base year.
A: The Government will establish the contract total ("ceiling") based on the total evaluated price from the successful offeror's proposal, or in an amount up to $130M, whichever is deemed appropriate by the Contracting Officer at time of award.

38. How will the government evaluate and compare the coefficients proposed by different offerors?
A. The Government had changed the price list. Price reasonableness will be utilized in the evaluation of the Firm- Fixed Price effort. For a price to be fair and reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. Examples of methods that may be used include a comparison to the other competitive pricing received in response to the solicitation, comparison to previous prices paid, and a comparison to the IGCE pricing.
39. Questions Regarding Subfactor (c)- Key Personnel in accordance with FAR 11.002(a)(1), FAR 11.002(b). FAR
37.104, FAR 10.001, FAR 10.001(a)(2):
Are the personnel qualification requirements (e.g., years of experience, certifications) necessary to meet the Government’s actual needs, or do they exceed industry standards?
A. YES, the qualifications are necessary to meet Government requirements. Amendment 0005: The personnel qualification requirements are based both upon minimum industry standards being implemented and sought after by trade organizations such as the National Roofing Contractors Association (NRCA), The International Institute of Building Enclosure Consultants (IIBEC), The Single Ply roofing Institute (SPRI) and others to promote professionalism within the trade. In addition, the government’s requirements are in part based on both these minimum industry standards and the lessons learned with other construction-related contracts issued over the years.
Was market research conducted to determine that the specified qualifications (e.g., PMP certification, RRO certification, OSHA training) are essential for performance success?
A. Yes, market research was conducted, and the specified qualifications are essential to the successful performance of work associated with this solicitation. Amendment 0005: These requirements provide a reasonable level of confidence to the government that the prospective bidder possesses the minimum skill sets and knowledge necessary to perform the work to the satisfaction of the government.
Does the requirement for prime contractor employees (rather than subcontractors/teaming partners) enhance performance or ensure contract success?
A. Amendment 0005: The requirement for the prime contractor to have these qualifications stems from the fact that a successful bidder (i.e. prime contractor) would then be under a contractual obligation with the government.
With a sub-contractor, no such obligation is present as a sub-contractor is under contractual agreement with the prime, not the government. However, in the case of teaming agreements, where a contractual document establishing the teaming agreement/partnership is in place, these requirements may be shared among the teaming partners, provided the project manager position is filled by an employee of the prime contractor of said teaming agreement.
Does requiring key personnel to be employees of the prime contractor (instead of allowing subcontractors) unduly limit competition?
A. No. Amendment 0005: Please see the response to the previous question above.
Has the Government considered alternative qualifications or equivalent certifications that could fulfill the same requirements?
A. Yes, alternative qualifications were considered and were found to be inadequate to meet the garrisons needs and or requirements.
Is the requirement for IIBEC certification (e.g., RRO certification) essential, or could equivalent industry certifications be accepted to broaden competition?
A. Amendment 0005: The requirement for the IIBEC certified RRO has proven to be a beneficial requirement, ensuring the quality of the installation of roofing systems throughout the garrison as the number of deficiencies noted on final inspections have been reduced from an average of fifteen per task order to less than two per task order.
IIBEC does not have a Roof Top Quality Control course, please clarify the training you are referring to.
A. Amendment 00005: The government is dropping the IIBEC Rooftop Quality Assurance course requirement from their requirements.
Could a broader range of OSHA and USACE safety courses be accepted to ensure more qualified personnel are available?
A. The OSHA and or USACE Construction Safety Courses would be considered acceptable. Amendment 0005:
However, a broader range of OSHA/USACE safety courses that do not include roofing safety, and its related components would not be acceptable. (For example: submitting a USACE safety course certification for dredges and floating cranes would not be applicable nor acceptable in this case).
Does the requirement for extensive prior experience in roofing project management limit competition unnecessarily?
A. No
Do the personnel experience and certification requirements unnecessarily restrict competition by favoring certain firms over others?
A. No
Can justification be provided for the requirements in subfactor (c)- Key Personnel?
A. Given the critical nature of ensuring the weather tight integrity of the various facilities at APG, the stringent requirements are necessary for ensuring the integrity and life cycle of the roof systems being installed and/or replaced within the garrison.
43. Can you please detail how the requirement for handling multiple projects (e.g., ten ongoing projects) aligns with actual workload demands and industry capabilities?
A. The requirement for handling multiple projects simultaneously align with the current workloads issued to the existing KTR. The number ten was selected as a reasonable benchmark to ensure continuity in the bidder’s response.
44. Can you share what factors were considered in determining the required level of equipment ownership and leasing plans, and is this requirement reasonable for all potential offerors?
A. The government considers this to be reasonable requirement for all respondents to this solicitation.
45. Has the Government evaluated whether the response time requirement of one hour for emergency projects is feasible for most capable contractors?
A. Amendment 0005: Historically, incumbents have not encountered difficulties with responding within the hour and the government finds it a reasonable amount of time to balance contractor performance with a government need to mitigate damage and start repairs as soon as possible.
46. Does the requirement for a $22M annual workload capability create an unfair barrier to small or mid-sized businesses that could otherwise perform successfully?
A. The government does not consider annual workload to be a barrier to small and or mid-sized corporations
47. Are the requirements for specific scheduling software, reports, and databases justified by mission needs, or could they be more flexible to allow broader participation?
A. Other than the requirement for As-built drawings to be in a specific format, there are no additional software, database or other requirements that would require anything other than commercially available software/programs.
48. Does the restriction to U.S. citizens for security clearance and mobility access badges apply to the entire project, or is that only for certain restricted areas of the various facilities? And, does that align with legal and mission-critical requirements, or does it unnecessarily limit the contractor pool? Will the government allow legal Resident Aliens and legal work permit holders to work on the project?
A. Please see the response to question 9 above. IN addition, there is a requirement to maintain qualifications for mobility badges for the duration of the contract. Specific facilities may require additional vetting for access to the interior of their facilities. These are mission critical requirements set forth by higher authority within the Department of the Army and the Department of Defense.
