The offeror shall complete all requested pricing line items in this solicitation including the excel pricing list, for each Line Item number and in section B.5 of the Instructions Section – Summary of Proposals, including the six (6) months, “Option to Extend Services.” Unit Pricing for each line item shall be inserted under the “Unit Price” then multiplied by the quantity and total entered under the “Amount”. This total shall be placed on the blank line in each line item.
The Government will add all line items for each year, to include the 6-month option, to determine the total evaluated price. Failure to comply with the RFP requirements for Cost information may result in an adverse assessment of an offeror’s proposal and reduce or eliminate its chance of being selected for award. Offerors shall ensure that the information presented in this volume is consistent and correlates with the information contained in the other proposal volumes.

RFI ANSWER 2
Q&A 2
Question Answer Please clarify that the “Roofing Bid Sheet 5 years - Base Pricing sheet” is for bidding purposes only?
The spreadsheet is only to verify the base pricing for each item and the unit pricing provided will remain in force during the entire contract period.
Will RS Means pricing book, and or the
Gordian pricing system/format be used for pricing individual Task Orders when they are issued?
RS Means will be used
Please clarify if the “Roofing Bid Sheet 5 years - Base Pricing sheet” - Will the unit pricing from this sheet be used for the various Task Order issued throughout the duration of the contract?
That is correct, the unit pricing provided will remain in force during the entire contract period
What is the smallest roof size task that will be issued?
The task size varies based upon the needs of the government
What is the minimum roof size task that will be issued?
See #4 above
Pricing small size projects to large projects i.e.
a) under 100 sf
b) 101 sf – 1000 sf
c) 1001 sf -5,000sf
d) over 10,000 sf
All of the size ranges above have different unit cost or a sliding scale. How are we account for these unit price variations on the “bid sheet”?
The bid sheet outlines the estimated quantities of each line item that will be required for the duration of any subsequent contract issued in response to this solicitation. These prices will be the unit prices used regardless of the size and or duration of the project.
Is it the intent of the Government to use the “Base Pricing sheet”- “unit costs” as unit costs for estimating task orders, both small and large?
That is correct
How do we account for an example, the difference in unit price for 500 sf RENAIL
SHEATHING AND INSTALL ASPHALT
SHINGLE ROOFING,30 LB FELT AND 25
YEAR ASPHALT SHINGLES ON ALL
SLOPES versus a 125,000 sf roof system of a similar material?
See #6 above
What is the government’s position on Teaming Agreements for this contract?
Teaming agreements are acceptable provided the qualifications for the teaming partners meet or exceed the requirements of the government
What Economic Adjustment Far Clauses will be utilized for this be contract?
If any price adjustment is to be included, please include in the Roofing Bid Sheet an escalation pricing for every year.
This will be the price the Government will use for the 5-year term contract.
After reviewing the revised pricing sheet, we found that there is not a bid coefficient to use for the pricing for any of the work locations outside of the Aberdeen/Edgewood areas of
The Bid sheet only included a coefficient for the Adelphi laboratory area as it falls within a different zone relative to the Davis Bacon wage determinations. The area referred to as the North/South Cantonment comprises the physical area
Aberdeen Proving Ground. This includes the Adelphi Lab, North/South Cantonment areas, Churchville Automotive Testing Facility, Grace’s Quarters, and Carrol Island. We believe some of the RFI answers combined questions pertaining to the coefficient and escalation into one issue. The revised bid form added an escalation column for the base contract at Aberdeen Proving Ground (which includes the Aberdeen and Edgewood areas), but there is not a section for the pricing of work at the areas outside of Aberdeen. How will work at North/South Cantonment areas, Churchville Automotive Testing Facility, Grace’s Quarters, and Carrol Island be paid?
of Aberdeen Proving Ground and the Former Edgewood arsenal area. The Churchville Automotive test facility, Grace’s quarters and Carrol Island areas all fall with the region which is included in the Davis Bacon wage determinations for Aberdeen/Edgewood Areas.
Past Performance Questionnaire (PPQ) are requested to be signed and mailed by the government agency directly to your office.
As we have found in the last few months, many of the government contracting agents are no longer available or working with that agency anymore. Is it possible we can include the copies of the previous PPQ’s that we have from submissions performed over the last 60 days with our proposal, as we are not able to guarantee the government agent will or is able to respond. Please advise?
PPQ’s must provide the government point of contact who was responsible for the applicable project.
The project documents require a PE with 15+ yrs Project Management experience meet or exceed the PMP Certificate Requirement?
NO
Does a Superintendent with 30 yrs field experience exceed the requested certification for the Quality Control Certificate requirement?
NO
In the project documents request in the Project Management position a Project
Management Professional (PMP) certificate.
Can a Certified Construction Management (CCM) consider an acceptable certificate to meet or exceed this requirement?
NO
In the project documents the requirements for the Quality Control manager (QCM), one of the requirements is to currently be certified by the International Institute of Building Enclosure Consultants (IIBEC) as a
Registered Roof Observer (RRO). In typical practice this duty is performed by an independent agent that perform inspections on behalf of the client or end user. Would it be acceptable if this be a position hired or contracted by the Prime contractor for this project. Would that satisfy the project requirements?
If the prime contractor desires to do so, they may retain the services of the RRO as either a hired position within their firm or as a retained consultant. However, changes in key personnel MUST be submitted and accepted by the government prior to their being utilized on this contract
The document for this project suggests there may be multiple tasks performed concurrently. Is it acceptable that the one
Bidders may do so at their discretion.
QCM able to float between multiple concurrent?
Could a bachelor’s degree in construction engineering be submitted in lieu of the PMP certification?
Is the due date still April 28TH? If so, when do you expect to have RFI’s posted?
No, a PMP certification is necessary. An amendment to the solicitation 0002 is set with a new RFP due date of 9 May 2025, no later than 10:00am. Another amendment 0003 is being issued to extend to 9 May 2025.
For the Technical in Volume I it seems like the page limit of 25 pages makes it restrictive to include a detailed Contract Management
Plan (CMP) as well as the resumes and credentials of all the Key Personnel. Is there any possibility that the page limit can be increased or the resumes and credentials of the personnel be excluded from the page count of Volume I?
The page limit for the technical proposal remains as stated in the solicitation documents.

EVALUATION FACTORS FOR AWARD
EVALUATION FACTORS FOR AWARD
A. BASIS FOR AWARD
The award will be made based on the best overall proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the following three (3) evaluation factors: Technical, Past Performance, and Price. The Government will complete its evaluation by performing a best value trade-off among Technical, Past Performance, and Price. Technical is the most important factor. Technical and Past Performance, when combined are significantly more important than Price. Technical is more important than Past Performance, and Price is slightly less important than Past Performance. Factors and sub-factors are not numerically weighted.
Offerors are cautioned that the award may not necessarily be made to the offeror with the lowest price. Offerors must be rated as acceptable for all factors and subfactors to receive the award. Price will be evaluated in accordance with FAR 15.404-1.
The Government intends to evaluate proposals and make award without discussions but reserves the right to conduct discussions. Offerors should ensure the completeness of their proposals and offer their best terms and conditions with their initial proposals. If negotiations are considered necessary, they will be conducted with those offerors in a competitive range. The determination of the competitive range will be the responsibility of the Contracting Officer and the Source Selection Authority.
In order to be considered for award, offerors must be registered in the System for Award Management (SAM) under NAICS 238160 (Size Standard $19.0M) prior to contract award.
B. FACTORS AND SUBFACTORS TO BE EVALUATED
Awards will be made to the offerors whose proposals are most advantageous to the Government based upon an integrated assessment of the evaluation factors and sub-factors described below.
Factor 1 – Technical.
The Technical factor consists of the following subfactors:
a. Bonding Capacity
b. Quality Control and Safety
c. Key Personnel
d. Contracting Management Plan (CMP)
Proposals will be assessed on four Subfactors: A, B, C, and D. However, the evaluation process differs for each:
Subfactors A & B: These are more important than D. If C is rated acceptable, than A & B and D will rollup to the techcnical factor rating. Strengths, Weaknesses, and Deficiencies will de documented and any deficiency in either Subfactor A or Subfactor B will immediately disqualify the proposal from further consideration.
Subfactor C (Key Personnel): Will only be evaluated for deficiencies. It will receive a simple "Acceptable" or "Unacceptable" rating.
Subfactor D: Will be evaluated for Strengths, Weaknesses, and Deficiencies.
In short: A & B must not contain any deficiencies. If under consideration, C is pass/fail. D gets a full review.
For the Technical Factor, each sub-factor will be evaluated to determine if the information provided and the proposed approach associated with each factor meets or does not meet the minimum performance or capability requirements. To receive an overall “Acceptable” Technical factor rating, all sub-factors must not contain deficiencies. Numerous identified weaknesses, could cause the overall Technical Factor to be rated as Unacceptable.
Based on the evaluations of the technical subfactors and noted strengths, weaknesses, and deficiencies, the Government will then assign an overall color/adjectival rating for the Technical Factor.
Please note that if any small business offerors are removed on an acceptable/unacceptable sub-factor then they may need to be referred to the Small Business Administration for a Certificate of Competency rating. This is true if the sub-factor is considered to be a responsibility matter. This process takes 15 days.
Factor 2 - Past Performance.
Each offeror’s past performance will be reviewed to determine relevancy and confidence assessment.
Factor 3 - Price.
The resulting award will be a Firm-Fixed Price. Price reasonableness will be utilized in the evaluation of the Firm- Fixed Price effort. For a price to be fair and reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. Examples of methods that may be used include a comparison to the other competitive pricing received in response to the solicitation, comparison to previous prices paid, and a comparison to the IGCE pricing. The resulting awad will be an Indefinite Delivery requirement’s type contract with task orders issued on a FFP basis based on spreadsheet line item pricing incorporated into the award.
The Government will evaluate offers for award purposes by adding the total of all CLIN/SubCLIN prices, including spreadsheets included in the solicitation.
NOTE: The Government will establish the contract total ("ceiling") based on the total evaluated price from the successful offeror's proposal, or in an amount up to $130M, whichever is deemed appropriate by the Contracting Officer at time of award.
C. EVALUATION APPROACH
All proposals shall be evaluated by the Source Selection Team (SST). The SST will first evaluate the Technical sub-factors a and b from below. Any proposal containing a deficiency for Subfactor a or Subfactor b may not be evaluated further.
1. TECHNICAL EVALUATION: The Technical factor is divided into the following sub-factors and will be evaluated on an overall basis using the following color/adjectival ratings:
Subfactor a: Bonding Capacity
