SECTION 00 30 00 - AVAILABLE INFORMATION

The following have been added by full text:

RFI ANSWER 1

Q&A 1

1. Does the Registered Roof Observer have to be present on site at all times for every task order? How does the govt see the requirement of onsite presence?

A: The RRO is not required to be physically present on the roof top at all times during the execution of said project.

They are required to be in a location that would facilitate, at a minimum, a daily inspection and documentation of the project progress as part of their responsibilities.

2. The past performance requirement states project performed in the last 3 years, however the evaluation for award says projects performed over the past 5 years will be reviewed. Which should we follow?

A: The correct is the past five (5) years. It has been corrected in the amended RFP.

3. The RFP requires the superintendent to have a min. of 7 years journeyman level experience in the roofing field, with minimum of 3 years of experience in a supervisor position along with completion of IIBEC roof top quality control course within the past 3 years. This is a very specific and stringent requirement as a journeyman level experience would mean the individual was or is part of a roofer’s local union. The IIBEC course is meant for roofing material manufacturers, quality assurance observers, architectural and engineering field technicians etc. It would be very difficult to have qualified personnel who have all 3. Would the government accept proposed personnel who have 10+ years of supervisory experience, experience working in the roofing industry (non union), and completion of the IIBEC roof top quality control course. can govt clarify why journeyman experience with union is required for this MATOC?

A: This is a single award contract. The government believe union journeymen have a consistently high level of training and adherence to established standards.

4. Will Project Manager who has received a PMP under 2 years be considered, if they have over 10 years of experience?

A: No, a minimum of 2 years as a PMP is necessary.

5. Is this contract intended to be awarded to a single contractor or to multiple contractors?

A: Single contractor.

6. What is the estimated ROM for this project? It appears to be listed as 19 Million for the base year.

A: The Government will establish the contract total ("ceiling") based on the total evaluated price from the successful offeror's proposal, or in an amount up to $130M, whichever is deemed appropriate by the Contracting Officer at time of award.

7. Is there a legacy contract that is being replaced we can reference?

A: W56ZTN19D0007.

8. Please clarify, bond costs are not to be included in any of our line item pricing and not to be included in our coefficient?

A: As stated under the Evaluation Factors, item 1 – Technical Evaluation Subfactor a: Offerors shall provide a signed letter from its Surety company stating that the offeror qualifies and can obtain $22 million of performance and payment bonds.

Bonding will be required at the task order level when required by the FAR or as deemed necessary by the Contracting Officer. Bonding is not included in the contractor’s coefficient.

9. Is the security access All US Citizens Only for all locations/task orders?

A: In order for any U.S. citizen or naturalized U.S. citizen to receive unescorted access to the Restricted Area they need to have at the minimum a favorable Tier 1 investigation. Those individuals will need to be fingerprinted then have the Tier 1 initiated in PSIP. Non-resident aliens are not authorized to be processed for a Tier 1. For individuals without a clearance/Tier 1 they will receive an escort required badge from our Visitor Control, B324.

They will be escorted by an ATC employee; civilian, military or mission-support contractor. All Foreign Nationals are to be escorted at all times.

These requirements include but are not limited to the exclusive use of American citizens only.

10. Please clarify what the limit is for the Offeror’s past performance, excluding the PPQ’s,

a. What is the total page limitation to this section? It states 20 pages plus 5 for each major subcontractor. If we have 3 major subcontractors does this mean that the page limitation is then 20 plus 3x5 (15) =45?

A. Yes. The requirement is twenty pages plus five per major subcontractor

b. The past performance states, Offerors shall submit more than five contracts. Is this suppose to be “no more than 5”?

A. It was corrected to read NO more than five contracts.

c. Are letters of commitment from our subcontractors excluded from the page limitations?

A. No

11. Will completed CPARS evaluation reports be equally acceptable to be submitted for the Past Performance requirement in lieu of the PPQ/Past Performance Questionnaire? Is providing a copy of a competed CPAR evaluation report for each of the Experience/Project’s acceptable?

A: Offerors shall supply a complete list of ALL projects/contracts that contain a relevant roofing component with a value of $500,000.00 dollars or greater and the type of work specified in the scope of work must be ongoing or must have been performed during the last five (5) years from the date of issuance of this solicitation.

12. Is it equally acceptable to submit a previously completed Past Performance Questionnaire from a previous/different RFP directly in our proposal submission?

A. Past performance Questionnaires submitted in a different format than the one provided in the solicitation will not be accepted. It was added in the Appendix A.

13. Please provide the PPQ file/form template A: The PPQ template has been included in the amended solicitation.

14. Please provide the line item pricing file/form to complete and submit.

A: An updated price list has been uploaded in SAM. Please follow the instructions.

15. Please provide the incumbent award data from the past 2 incumbents.

A. The previous two incumbents were Cypress SBS JV (W56ZTN19D0007) and Service-Disabled Contracting Group (SDCG) (W56ZTN15D0003)

16. Please provide the most recent asset roof inventory reports/surveys.

A. The garrison contains over two thousand facilities under roof, compiling approximately eight million square feet of roof surface. At present there are no records of surveys/assessments that are available.

17. If the offeror is a JV, please clarify how to calculate the EMR. Is the EMR the average of the 2 member entities of the JV.

A. If the respondent is a JV, then the EMR for entity performing the actual roofing component is to be provided.

18. There are references made to attachments and appendices in the solicitation, but we do not see these files/sections, please provide/clarify.

A. YES, the qualifications are necessary to meet Government requirements.

Was market research conducted to determine that the specified qualifications (e.g., PMP certification, RRO certification, OSHA training) are essential for performance success?

A. Yes, market research was conducted, and the specified qualifications are essential to the successful performance of work associated with this solicitation.

A. The government considers this to be reasonable requirement for all respondents to this solicitation.

48. Does the restriction to U.S. citizens for security clearance and mobility access badges apply to the entire project, or is that only for certain restricted areas of the various facilities? And, does that align with legal and mission-critical requirements, or does it unnecessarily limit the contractor pool? Will the government allow legal Resident Aliens and legal work permit holders to work on the project?

A. Please see the response to question 9 above. IN addition, there is a requirement to maintain qualifications for mobility badges for the duration of the contract. Specific facilities may require additional vetting for access to the interior of their facilities. As this is a Firm Fixed Price contract, the only variable would be the quantities of the various CLIN’s utilized for that specific task order, plus the bond costs (Above the threshold for requiring bonding). The Excel file shave been uploaded to the SAM’s website.

53. How will the pricing portion of the proposal be evaluated if it is a Total Firm Fixed Price for the 5 Year IDIQ and the additional 6 mos Extension?
