Q & A’s 02, ASF ISO Shelter Solicitation, W56HZV18R0057 16 May 2018

1) Under Technical Section L.6.2.1 Should each Sub-factor (L.6.1.1 & L.6.1.2) be in a separate file?

Answer: Either way, in one combined file or in separate files. Government does not have a preference.

2) CLINS 0116-0118 States to make an un-modified panel but states "Fabricate New 58.5"X77" Solid Closeout Panel IAW Drawing 5-4-4790" Then later states Panel is Non-Modified. The Drawing referenced has modifications. Please define non-modified. Note: This is the same for all option years.

Answer: While the term “un-modified” is not used in the RFP, we assume the question is in reference to the term “non-modified”. The term “non-modified” refers to no modifications to the Solid Closeout Panel (IAW Drawing 5-4-4790) to accept the three types of removable 21” x 21” panel configurations. Refer to Section C.7.1 for specific details for each panel option.

3) Section L.2.2.1.1: Is the specified table of contents for the entire proposal or for each individual Volume?

Answer: Per L.2.2.1.1 Sentence two - Each volume shall include a (i) title page, (ii) table of contents, and (iii) list of tables and figures.

4) Section L.2.2.1.1: Clarify items A-E. Can Item a, c, d & e be on the cover page or Table of Contents header of each Volume?

Answer: Per L.2.2.1.1 the last sentence - The table of contents shall include the following information for each Factor, attachment, and for all substantiating data listed:

(a) Cross-reference to related Section L paragraph number

(b) Page number

(c) CD-ROM or DVD Volume and number

(d) File name

(e) Classification

5) Section L.2.2.1.1: what does ( e ) Classification mean? Is this business classification?

Answer: No, this does not mean business classification. Classification means the way the data is classified, i.e. FOUO, classified, sensitive, distribution classification, etc..

6) Section L.2.2.1.1: does (b) page number mean that the table of contents must have page numbers for each section of your proposal?

Answer: Yes, each item in the Table of Contents should include a page number where the specified information can be found.

7) CLIN 120 References paragraph C.6.1.15 this paragraph does not exist. This is consistent in all option years.

Answer: CLIN 0120 narrative has been corrected. The correct reference is C.7.1.3.5.

8) CLIN 123 There is not a reference to section C or any description. It should be C.7.1.3.8. The verbiage for CLIN 123 in section C does not match the verbiage in attachment 20. This consistent for all option years – Please Clarify.

Answer: Added language to clarify that CLIN 0123 and all outyears are to be manufactured IAW C.7.1.3.8.

9) CLIN 107 & CLIN 104 are for MFR Part number 5-4-3200 but have different descriptions:

CLIN 104 ""Shelter, tactical, one side, expandable, 100 amp tan""

CLIN 107 ""Shelter, one-sided, solid hinge end wall 100 amp tan""

Please confirm they are the same shelter - In addition CLINS in all option years have the same consistent discrepancy."

Answer: CLIN 0107 should reference C.4.2.3.1. It is the same Shelter, with variants for the Closeout Panel Assembly.

10) Section L.6.2.2 (m) states “Copies of the Statements of Work from each of the submitted contracts to establish substantiate comparable scope, magnitude and complexity to the contract and the statement of work activities the relevance of the contract to the scope of work activities listed in L.6.2.1 (b)” How is this handled if the customer’s statement of work is proprietary? Would we be deemed non-complaint if we were not allowed to submit this due to it being marked proprietary by our customer?

Answer: Section L.6.2.2(m) has been modified to state:

(m) Copies of the Statements of Work from each of the submitted contracts to substantiate comparable scope, magnitude and complexity to the contract. If the Statement of Work is not available, the offeror may submit additional information to substantiate relevance to the statement of work activities listed in L.6.2.1 (b) above.

11) Please consider providing an extension due to the number of clarifications requested over the past week. Consider 2 weeks.

Answer: RFP close date has been extended to 14 June 2018.

12) In review of the above solicitation section B of the document CLIN C001 to CLIN C010 do not align to Attachment 0020 Pricing attachment.

Answer: Pricing Attachment 0020 has been updated.

13) Can FA testing performed to satisfy the First Article requirements for the 2-side expandable ASF shelter also be used to satisfy the ASF shelter related First Article Requirements or the MERWS shelter assembly?

Answer: Per Section L.6.1.1, The Offeror may propose allocating tests between ASF ISO shelter models, validating requirements by similarity between models, or combining testing of shelter models in order for the proposed test strategy to be more cost and schedule effective. This includes the One-Side Expandable ISO, Two-Side Expandable ISO and the MERWS. For the MERWS First Article Tests that require a payload, the actual MERWS panels will be fully loaded inside of the shelter in transport mode.

14) In addition to Completion of First Article tests on a 2-side expandable shelter IAW ASTM E1978-11 table 5 (See Q1, what additional performance tests will be necessary to satisfy the First Article Testing requirements for the MERWS shelter since they are not included in ASTM E1978-11?

Answer: Ground Mobility First Article Testing for the MERWS per Section C.7.2.5.3.3.

15) All CLINS indicate FOB destination and the ship to location is not specified.

Answer: Ship to locations will be determined upon issuance of delivery orders. It is anticipated that 90% of the shelters will be shipped to Tobyhanna Depot, PA, 5 % are expected to ship to DLA Hill, Utah and the remaining 5% are expected to ship to other CONUS locations. If OCONUS shipping is required the Government will provide a TAC to fund shipping. Added section F.2 to indicate where Shelters are likely to be shipped.

16) Section D.1.4.1 references a “dedicated freight carrier” – Please define this term.

Answer: A dedicated freight carrier is a freight carrier solely dedicated to transport the ISO shelters from the vendor’s location to the final Government destination, not in a mixed bulk freight carrier.

17) Section F Deliveries or Performance does not include a delivery schedule or delivery location. If available please provide.

Answer: Since this is for a requirements contract, those details will be provided in delivery orders as they are issued.

18) I-85 52.216.21 Requirements – This section refers to an order limitation clause. There are no order limitations in section I. Do order limitations apply? If so please provide the proper FAR clause and the ranges and/or limitations for each option year.

Answer: Clause 252.216-7006 “Ordering” is in the RFP. There are no Order Limitations.

19) Many sections ask how to ramp up to 10 units per month. In order to determine this what would be the anticipated award date?

Answer: It is anticipated that award will take place in September of 2018.

20) Due to the number of questions – requesting a 2 week extension.

Answer: RFP close date has been extended to 14 June 2018.
