QUESTION ANSWER
Would the government entertain an extension for the submission date from 6 Feb 2018 to 20 Feb 2018?
The Government provided an RFP extension in Amendment 0002 to 20 FEB 2018.
Typically Best Value solicitations require a Technical Volume to be submitted with the proposal and is often given the highest weighting factor for evaluation. This volume provides bidders who are not the incumbent the opportunity to demonstrate a low risk execution plan for the evaluators. Without this requirement of a Technical Volume, the incumbent has an unfair advantage over other qualified bidders. Would the government consider requiring a Technical Volume for this solicitation?
The Government owns the Technical Data Packages (TDP) for each of the Protection Kits being solicited. Because the Government owns the TDPs, the Government is not requiring a technical volume be submitted for the subject
RFP.
The complexity of this program is considerably high for a Small Business. The Army would benefit with lower prices if more time is available to Industry to refine their estimated costs which reduces overall program risks in a long term, fixed priced contract. Would the government extend the proposal due date by two weeks to enable more for bidders to work with their supply base?
The Government provided an RFP extension in Amendment 0002 to 20 FEB 2018.

It is my understanding that new Solicitation for 5-year IDIQ supply of FMTV B-kits accompanying new variant FMTV platform a2 will require NO CHANGES to the transparent armor on the B-kits whatsoever (geometry, protection, etc). Can this be confirmed?
Correct, there will be no changes (geometric, protection, etc.) to the current FMTV Transparent Armor based on the FMTV A2 Platform.
Q&A FMTV PROTECTION KITS RFP - W56HZV-17-R-0106 - #34 to #45
I am inquiring about the SKYDEX floor mats that are used in the FMTV protection kit. The part numbers are 12542726 and 12542726. These reference SKYDEX part numbers 3954165 and 3954166 respectively. The current material supplied by SKYDEX utilizes a grey colored traction surface. We would like to change this color to tan as we have material in stock to support this effort that can be offered at a significant discount over the grey material.
Our question is, can the material be changed (exact same except traction surface color) and if so, what paperwork would need to be done to support this?
Per the SKYDEX floor mat drawings, Offerors shall propose to the requirement of grey colored floor mats.
We are unable to open and view the Creo drawing and model file 12563077. When trying to open this file Creo produces the error message "Model 19207_12563077-102.PRT could not be retrieved."
The Government posted updated Creo drawings.
Engineering Change Proposal # TACW2534, Kit Armor Weld Code Update, provided with the Technical Data Package is not an approved ECP. Is the ECP to be followed as though it has been approved in response to the solicitation?

Amendment 0002 to solicitation W56HZV-17-R-0106 states that Attachment 0009 – Special Packaging Instructions – Protection Kits, is updated from Revision N to Revision M.
