QUESTION ANSWER

Section L.4.1.1 has contradictory information. It states “ For the Past Performance Factor, provide information for at least two recent and relevant contracts performed by the Offeror and not more than two recent and relevant contracts performed by a significant sub-contractor.” It also states “The Government will not consider the past performance of subcontractorsor any individuals or key personnel; only corporate past performance will be considered.” Please clarify if the past performance of significant subcontractors will be allowed. If so, the Government will benefit from more competition.

In the formal RFP, Section L.4.1.1 will be updated to state: "For the Past Performance Factor, provide information for up to four recent and relevant contracts, including contracts performed by the Offeror as the prime and not more than two recent and relevant contracts performed by a significant sub-contractor." Additionally, please see RFP Section L.4.1.2 for the definition of "Significant Subcontractor".

Would the gov consider alternative material solutions on some (armor) P/Ns if FAT were performed at contractor expense?

No, the Government will not consider alternative material solutions for the P/Ns. Offerors shall adhere to the Technical Drawing Package (TDP), Performance Specification, and ATPD 2352T. Any proposed changes outside of the TDP and ATPD would require additional testing and qualification in conjunction with Director, Operational Test and Evaluation (DOT&E). Upon Contract award, the winning Contractor may submit Engineering Change Proposals or Value Engineering Proposals for Government review and approval or disapproval in support of the alternative material solutions.

Is the packaging design for the "kits" intended to be provided in the RFP

The packaging design for the B-Kit is provided in the TDP- Attachment 0001. The Underbody Armor Kit shall be packaged in accordance with D.8-D.12. The overall dimensions of the four crates containing the Underbody Armor Kit shall be able to fit into an ISO container in accordance with D.4.4. The Underbody Counterweight Kit shall be packaged in accordance with D.8-D.12. The overall dimensions of the four crates containing the Underbody Counterweight Kits shall be able to fit into an ISO container in accordance with D.4.5.

Yes, the requirement is for individual kits in addition to the sets of 4 kits. The package requirements for the individual kits is IAW the Special Packaging Instruction (SPI) - Attachment 0009. Also, please review the question and provided answer above.

Section J – list of attachments – The list of attachments in Section J were not provided. Attachment 0016 Industry Past Performance Questionnaire and Attachment 0018 Pricing Attachment for FMTV Protection Kits are key to our assessment of this RFQ. When will these attachments be available?

Attachments will be included in the formal RFP, once released. The Government will release the formal Request for Proposal when the package is fully approved. Please continue to monitor FBO.

General Subject Matter - Are there transparent armor suppliers that are currently approved for the kits?

The TDP does not indicate specific qualified sources for transparent armor.

L.1.3.1 - Is a Facility Clearance required for subcontractors not housing or using classified material?

Please see previous FBO posted Q&A #2 dated 27 September 2017 for information related to the Facility Clearance requirement and subcontractors.

L.2 - What page count limitations does the government anticipate for each of the three proposal volumes?

The current draft RFP does not specify a page limitation. See draft RFP at L.2.

Drawings 12563200 and 12563182 Note 18 states Door to be purchased from Oshkosh is suggested. Are there any other qualified sources of supply? 7a. If so, who are the other qualified sources?

Currently, only Oshkosh is listed as a suggested source of supply for 12563200 and 12563182.

Because the estimated RFP release date has come and gone, can you provide an updated RFP release date? Also, can you provide a date by which the questions will be reviewed and answered?

The Government will release the formal Request for Proposal when the package is fully approved. The formal RFP is currently projected to be released early to mid-December. The Government will post submitted questions along with the corresponding answers for public review and reserves the right to not respond to all questions received.

Please continue to monitor FBO.

The latest I heard was that the RFP for the FMTV Protection Kits would be officially posted around Mid-November. Have there been any refinements on when USG intends to release this RFP? Also, can you provide an approximate number of days from the release date until proposals are due? Either of these data points would be helpful for planning purposes

The Government will release the formal Request for Proposal when the package is fully approved. Please continue to monitor FBO. The formal RFP is projected to be released early to mid December. The Government will provide at a minimum 30 days in accordance with FAR 5.203(c) for proposal submissions. This response period is in addition to the synopsis period required by FAR 5.203(a).

We are looking for clarification on the T/A threat level. All TDP's that we have viewed only state ATPD 2352 3A - no designation as to whether it is 3A Ambient or ALL TEMP. The DRAFT solicitation does mention ALL TEMP in it. Please clarify, as there are significant differences between Ambient and ALL TEMP solutions.

IAW E.1.12.3.c Ballistic testing for transparent armor (TA) panels shall pass ballistic ALLTEMP requirements called out in Table IV of ATPD 2352T, Attachment 0012. (Note: The RFP has an inadvertent error; it identifies the ATPD 2352T as Attachment 0002, but it should be listed as Attachment 0012. This will be corrected in the formal RFP)
