Prepare the ECP and NOR in accordance with forms DD1692-DD1692-7, DD1692C, and DD1695 or equivalent contractor format.

Forms are available from the DoD Forms Management website at:

http://www.dtic.mil/whs/directives/forms/dd/ddforms1500-1999.htm.

Major and minor classification and ECP priority are defined in the DD1692 form preparation instructions.

VECPs shall be submitted as a major change. VECP preparation, submission, and Government action shall be IAW FAR 52.248-1.

Blocks 2 & 4: Submit NORs or alternative NOR documentation (IAW the SOW) as part of the ECP.

Block 7: LT = Letter of Transmittal.

Block 9: Technical data shall be marked with an appropriate Distribution Statement and, as applicable, the Export Control Notice, prior to distribution, regardless of media. The contractor shall contact the Program Office, SFAE-CSS-JL-LT, for the appropriate distribution statement/export control warning, prior to finalization of data.

Blocks 10, 11, 12 and 13: All changes following CDR shall be submitted to the Government within two days of determining the need for a change. During test, submit approved Test Work Authorization Documents TWADS as ECPs concurrently with Failure Analysis Corrective Action Reports (FACARs).

The ECP shall be clear and comprehensive from technical, cost, and scheduling perspectives.

All potential impacts, including technical, operational, support, schedule, and cost, shall be included with each change. Government processing times for ECPs are based on the targets below, but criticality of the need for decision will dictate the actual processing time:

Routine: 10 days Urgent: 4 days Emergency: 2 days

Incorporate and deliver new or revised product data within 10 days of Government approval of each ECP for Government verification that approved changes have been incorporated.

NORs are approved as part of the overall ECP.

Block 14: E-mail delivery per e-mail addresses on LEUT IPT List.

Repro = electronic copy

For ECPs and/or NORs contained in ECPs that are larger than 10MB but less than 2 GB, deliver to e-mail addresses via Army SAFE FTP site: https://safe.amrdec.army.mil/safe2.
