SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

STATEMENT OF WORK (SOW)

C.1. Scope. _______

The United States (US) Government has a requirement to provide and install live fire training systems to support military ranges worldwide. These ranges shall utilize existing equipment offered by contractors with minor modifications allowed to support the needs of the military. All equipment installed under this contract will be used for training conducted both day and night and under all weather conditions. This SOW leverages off of the requirements of the Army Targetry Systems (ATS) Performance Description (PD) to define possible variations in requirements from range project to range project for this contract. Most range layouts and associated information, for which range systems will be procured under this contract, can be found in Training Circular 25-8 (TC 25-8) Training

Ranges.

C.2. Applicable Documents. _____________________

C.2.1 Specifications and Standards. See PD Section 2, for all referenced specifications and standards. Where a document listed refers to or incorporates one or more other documents that are not listed, the issues or version (including all changes and amendments) of the referred to or incorporated documents in effect on date of receipt of this SOW shall govern.

C.2.2 Appendixes. Appendix information is referenced within the PD and also includes attachments to the solicitation.

C.3. Requirements. ______________

The Contractor shall deliver targetry devices In Accordance With (IAW) the ATS PD requirements and shall warrant all material (Targetry

Devices and ancillary equipment) and workmanship (manufacture, install, and repair) performed under this contract IAW section I-3 of the base contract, and clause 52.246-4524, Tailorable Warranty. A Request For Delivery Order Proposal (RFDOP) will be used to solicit requirements for specific range projects and spare parts. The RFDOP may be tailored, within the requirements of the PD, to meet the unique specifications of an individual range. Based on applicability to the specific range, the following range specific requirements will be further defined/clarified in each RFDOP:

C.3.1 Range Software. Unless otherwise defined in the RFDOP, contractors shall use Targetry Range Automated Control and Recording

(TRACR) Software. The contractor shall utilize TRACR software to control targetry devices through all types of wired communication infrastructures and wireless combinations. The contractor shall use the version of TRACR software specified in each RFDOP. Contractors shall request access to TRACR by registering at http://www.lt2portal.org. After registering at http://www.lt2portal.org, the contractor shall join the TRACR Download (Community Collaboration Areas). The latest TRACR version and associated Future Army System of Integrated

Targets (FASIT) documentation, including training material, can be downloaded from the Live Training Transformation (LT2) Portal. This contract will primarily use TRACR 2.1.# and FASIT 1.# Interface Control Documents (ICDs). Requirements may exist where TRACR 3.0.# and

FASIT 2.0 ICDs are required to be interfaced with. The contractors will be informed of TRACR and FASIT updates prior to being expected to provide targetry systems that interface with the updates. If the Government provides a GFE computer with TRACR software to the contractor, the contractor shall provide verification at the GAT that they have not altered the Information Assurance (IA) / Security

Technical Information Guide (STIG) configurations of the computer and have not added additional software to the computer. In instances where the contractor provides their own computer with TRACR software, the contractor shall provide verification they are compliant with the IA requirements IAW Contract Data Requirement List (CDRL) A001.

C.3.1.1 FASIT considerations. Unless otherwise specified in the RFDOP, all Hardwired (HW) devices shall Internet Protocol (IP) addressable via Ethernet, and shall communicate directly to TRACR software using the FASIT ICDs.
