Attachment 0002 is the TC25-8 training circular. What exactly is the export attachment? Is this an ITAR requirement?
Section A.1 states in part, "This solicitation contains an Export Controlled Attachment
(Attachment 0002)," meaning that the contents of Attachment 0002 - TC 2508 Training Ranges are export controlled.

On the past performance examples- it states that ranges have to be
TRACR controlled with a minimum of the following targetry devices: 70
SITS, 20 MITs and 20 SATs. Please clarify that all 3 PP examples need to meet these minimum target quantities, and it is not a cumulative sum of all 3 ranges put together.
The Offeror shall submit up to three contracts in support of past performance. Each individual contract example submitted in support of past performance shall demonstrate the ability to produce, install, and successfully complete ranges controlled by TRACR with a minimum of the following Targetry Devices: 70 SITs, 20 MITs, and 20 SATs.

26482 Amphenol connectors? Our research has shown that there are many different types of FD boxes available, some of which by the nature of their casting, will not allow the connectors to be installed properly.

PD Section 3.6.4.4 HHC Weight- Will the Government please change the requirement to read "The HHC shall be supported by a carrying strap. The HHC shall weigh less than 10 lbs with an internal power source and shall weigh less than a total of 15 lbs with an external power source/radio unit. If an external power source is required, an additional carrying strap shall support it. The HHC shall be capable of one-hand operations while being supported by the other hand."?

This language suggests a technical description of products that meet the solicitation and PD – however, there is no requirement for a technical document as listed in the 4 volumes of information requested. Please clarify if we must have a well written proposal with detailed information demonstrating understanding and ability.

BES Control - the PD has no reference to BES control for any device. It is listed as Appendix B (Att 005) but the only reference I can find with
BES is in the 3.3.3.1.8- Moving TM Cycle under 3.3.3.1.8.4 - Signal BES to fire (MAT only), and 3.3.3.3.8 - a statement under the MAT lifting arms telling provisions for mounting a BES to the MAT. Please clarify which TM's are required to control the BES, (Both Omega 36 and 60) as well as which modes.

The distinction between the ILS, the ALS and the LS is unclear. Does LS refer to the ILS, the ALS or both in the following sentence?
"The LS shall be made from ballistic grade materials sufficient to withstand .50 cal ball ammunition (M2 Heavy Barrel Machine Gun) shot at a minimum distance of 0.25 miles."
Lifting Shields (LS) refers to both. Specific requirements to each will call out ILS or ALS specifically.

Can you please explain why the last amendment (001) dated 15-MAR.
removed the attachment 009 - Past Performance Relevance worksheet? I assume the past performance requirement has not been removed. The form is well organized and is a useful guide for making sure we populate all the pertinent information. The form clearly states that if more space is needed that we can use additional pages. My ultimate question - can we still use that form?
Offerors may use the matrix for their own reference, but the matrix should not be submitted with your proposal package and will not be considered by the Government as part of any proposals submitted. The matrix was incorrectly added to the solicitation, and subsequently removed via Amendment 0001.

How do we know/determine who the QAR (Quality Assurance
Representative) is on a past task order? We are looking at the DD-250 and other documents, but we are not finding anyone other than our
COR (Contracting Officer Representative) listed. I know they are not the same – but I don’t know where to find the information. I am assuming that will be the government official who attended and approved the GAT – but It is not an easy find. Any guidance would be appreciated.

Can you please clarify RFP Section L.1.6.1, specifically the requirement that “each paragraph of the proposal shall have a reference number”.
Please clarify if this is required for all volumes and whether this is simply for ease of reference within the proposal document or if it is a requirement to reference a section of the solicitation itself.
Each paragraph of each volume shall include a reference number in the same manner as paragraphs within the RFP; for example: "L.1.6.1."

FAR 52.215-11 is not properly prescribed as competitive acquisitions are exempted from Certified Cost or Pricing Data per FAR 15. We respectfully request this clause be removed. Modifications associated with new requirements should be competed and should not require certified cost and pricing data.
The prescription for clause 52.215-11 can be found at FAR 15.408(c). This clause is applicable to modifications that exceed the threshold for requirement certified cost or pricing data.
Modifications to delivery orders would be non-competitive.

Solicitation Section I-82 252.215-7000 - PRICING ADJUSTMENTS
DEC/2012 - DFAR 525.215-7000 is only prescribed when certified cost or pricing data is required. Competitive acquisitions are exempted from Certified Cost or Pricing Data per FAR 15. We respectfully request this clause be removed.
The prescription for clause 252.215-7000 can be found at DFARS 215.408(1). This clause is applicable to modifications that exceed the requirement for certified cost or pricing data.
