Ref Sol A.1 - page 2 - Export control. It references Attachment 0002 -which I cannot find any attachment referencing Export control.
Attachment 0002 is the TC25-8 training circular. What exactly is the export attachment? Is this an ITAR requirement?
Section A.1 states in part, "This solicitation contains an Export Controlled Attachment
(Attachment 0002)," meaning that the contents of Attachment 0002 - TC 2508 Training Ranges are export controlled.

On the past performance examples- it states that ranges have to be
TRACR controlled with a minimum of the following targetry devices: 70
SITS, 20 MITs and 20 SATs. Please clarify that all 3 PP examples need to meet these minimum target quantities, and it is not a cumulative sum of all 3 ranges put together.
The Offeror shall submit up to three contracts in support of past performance. Each individual contract example submitted in support of past performance shall demonstrate the ability to produce, install, and successfully complete ranges controlled by TRACR with a minimum of the following Targetry Devices: 70 SITs, 20 MITs, and 20 SATs. 26482 Amphenol connectors? Our research has shown that there are many different types of FD boxes available, some of which by the nature of their casting, will not allow the connectors to be installed properly.
The USG will only require that one cable interface be included per FD box. See changes to PD

Since target clamps are part of the target arm, they will be allowed. Clarification has been added to Table 1, Note 5 of the PD for target clamps. Stabilizers will not be excluded from the weight.

PD Section 3.6.4.4 HHC Weight- Will the Government please change the requirement to read "The HHC shall be supported by a carrying strap.
The HHC shall weigh less than 10 lbs with an internal power source and shall weigh less than a total of 15 lbs with an external power source/radio unit. If an external power source is required, an additional carrying strap shall support it. The HHC shall be capable of one-hand operations while being supported by the other hand."?

This language suggests a technical description of products that meet the solicitation and PD – however, there is no requirement for a technical document as listed in the 4 volumes of information requested. Please clarify if we must have a well written proposal with detailed information demonstrating understanding and ability.
In accordance with L.1.4, "It is the Offeror's responsibility to submit a well-written proposal, with adequately detailed information, which clearly demonstrates full understanding of and the ability to comply with the solicitation requirements."

BES Control - the PD has no reference to BES control for any device. It is listed as Appendix B (Att 005) but the only reference I can find with BES is in the 3.3.3.1.8- Moving TM Cycle under 3.3.3.1.8.4 - Signal BES to fire
(MAT only), and 3.3.3.3.8 - a statement under the MAT lifting arms telling provisions for mounting a BES to the MAT. Please clarify which
TM's are required to control the BES, (Both Omega 36 and 60) as well as which modes.
The BES interface/control is described in the Section C.3.9.14

ATS III PD 3.3.2.1.2 SIT target arms. The SIT device shall accommodate two target arm types: a target arm that raises/lowers one target (SIT) and a target arm that raises/lowers two targets at a time (DTASIT). For
CLIN 0041-0045 DTA (Double Target Arm), is it the USG's intent that only the Double Target Arm is priced under this CLIN, or a DTASIT be priced?
CLINs 0041 thru 0045 are for Double Target Arms (DTA) to be added to Stationary Infantry

The distinction between the ILS, the ALS and the LS is unclear. Does LS refer to the ILS, the ALS or both in the following sentence?
"The LS shall be made from ballistic grade materials sufficient to withstand .50 cal ball ammunition (M2 Heavy Barrel Machine Gun) shot at a minimum distance of 0.25 miles."
Lifting Shields (LS) refers to both. Specific requirements to each will call out ILS or ALS specifically.

Can you please explain why the last amendment (001) dated 15-MAR.
removed the attachment 009 - Past Performance Relevance worksheet?
I assume the past performance requirement has not been removed. The form is well organized and is a useful guide for making sure we populate all the pertinent information. The form clearly states that if more space is needed that we can use additional pages. My ultimate question - can we still use that form?
Offerors may use the matrix for their own reference, but the matrix should not be submitted with your proposal package and will not be considered by the Government as part of any proposals submitted. The matrix was incorrectly added to the solicitation, and subsequently removed via Amendment 0001.

Section L.1.5 “Proposal Content” limits Offerors to 25 pages for Volume
II, Past Performance Factor. It directs the Offeror to “See L.3.” Section
L.3.2 (m) instructs Offerors to “Copies of the Statements of Work from each of the submitted contracts to establish the relevance of the contract to the scope of work activities listed in L.3.1(b) above.” Do the
SOW’s count in the overall page limit?
Statements of Work (SOW) submitted as part of Volume II: Past Performance Factor do count against the total Volume II page limit of 25 pages.

Target silhouettes and other ancillary items shall be considered part of the Installation CLIN and shall be priced within it, unless specifically called out as a separate line item in the RFDOP." Will the Government please clarify what items they are referring to when stating "ancillary items"?
C.3.2 answers what is to be included in the price of each CLIN. Target silhouettes and anything else that does not fit the description of what is to be included in the price of a CLIN, shall be priced in the Installation CLIN for the associated project.

Data surge suppressors typical to protect down range data wires are passive devices and do not have indicator lights.
