About this file

This is Standard Form 30 (SF 30) Amendment Number 0001 to a federal solicitation for dining facility services at Baumholder, Germany, effective September 17, 2026. The amendment modifies solicitation W564KV26QA042 issued by the U.S. Army's 0409 AQ HQ Contract KO Directorate of Contracting, Unit 23156 (APO, AE 09227), with administration by the contracting officer Kila Lindstrom. The response due time changes from 02:00 PM to 12:00 PM Central European Time, and the response due date shifts from September 27, 2026 to October 12, 2026. The amendment revises the Period of Performance for Contract Line Items (CLINs) 0001–0007, adjusts unit measurements and quantities for CLINs 0003–0007 to specify meals per day rather than cumulative totals, modifies the Performance Work Statement language, corrects NAICS codes in attachments, and revises the Contract Line Item Schedule. Quantities for individual CLINs are substantially increased to reflect daily meal requirements distributed over specified maximum periods: CLIN 0002 reduces from 12 to 11 units; CLIN 0003 increases to 134,750 meals (550 daily over 245 days); CLIN 0004 increases to 76,500 meals (850 daily over 90 days); CLIN 0005 increases to 37,500 meals (1,250 daily over 30 days); CLINs 0006 and 0007 each increase to 27,000 meals (300 daily over 90 days). All CLINs' performance periods consolidate from March 19, 2027–March 18, 2028 to February 1, 2027–December 16, 2027, except CLIN 0001 which shifts to December 17, 2026–January 31, 2027. Quoters must submit signed responses via email to designated Army personnel, include completed Experience Questionnaires demonstrating prior dining facility services in Europe on contracts of at least twelve consecutive months and $400,000–$350,000 annually, provide staffing plans with qualified Lead Cooks possessing five years' meal service experience (including two years as Lead Cook), and submit prices in Euro excluding Value Added Tax on the revised CLIN Schedule. Award will be made to the lowest-priced technically acceptable quoter based on Technical Capability, Supplier Performance Risk (assessed via Supplier Performance Risk System), and Price evaluation factors, with no price realism evaluation required. Quoters must register in the System for Award Management (SAM) before submission. FAR Clause 52.217-8 allows the Government to evaluate optional six-month service extension pricing at one-half base period rates without requiring the quoter to submit extension pricing separately.

Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services

Miscellaneous text in this section has been modified from:

INSTRUCTIONS FOR SUBMISSION OF QUOTES

This is a Request for Quotations (RFQ) conducted using methods of evaluation from FAR Subpart 12.203(c)(2).

The mandatory inclusion of FAR Provision 52.212-1, "Instructions to Offerors--Commercial Products and Commercial Services," requires the use of terms such as "offer" and "offeror." For the purposes of this RFQ, any reference to the term "offer" shall be interpreted to mean "quote," and any reference to "offeror" shall be interpreted to mean "quoter." The submission of a quote in response to this RFQ does not constitute a binding offer.

Regardless of any language found in FAR 52.212-1 or 52.212-2, a binding contract will not be formed upon the Government's receipt of a quote. A contract will only be formed when the Government, after evaluating quotes, issues a formal Purchase Order to the successful quoter, and that order is accepted by the quoter.

Purpose: These instructions layout the format Quoters shall follow in preparing a Quote in response to this Solicitation. The instructions provide the approach for the development and presentation of the Quote's data and are designed to ensure the submission of information essential to the understanding and comprehensive evaluation of Quotes.

In this Solicitation for Quotes, the Government's acquisition strategy is to utilize Federal Acquisition Regulation (FAR) clauses and provisions associated with FAR Part 12, "Acquisition of Commercial Products and Commercial Services," in accordance with FAR Part 12.201, and supplemented by Defense Federal Acquisition Regulation Supplement (DFARS) and the Army

Federal Acquisition Regulation Supplement (AFARS). The Government is conducting this procurement using simplified acquisition procedures in accordance with FAR Part 12.201.

Submission of the Quote. Submit signed and dated Quote at or before the exact time specified in this Solicitation. Failure to provide all required documents or information identified throughout the solicitation may exclude the Quoter from further consideration. Only Quotes submitted via email are acceptable; paper/hard copy or facsimile Quotes are unacceptable.

1 - Quoter shall include all documents and information in accordance with the instructions herein. Noncompliance with the Solicitation requirements may hamper the Government's ability to evaluate the Quote properly and may result in elimination of the Quote from further consideration for award. The Government cautions Quoters to follow the instructions carefully and encourages Quoters to present their best technical Quote and prices in its initial submission. Quoter shall submit a Quote that is self-sufficient and responds directly to the requirements of this solicitation.

2 - The submission of a Quote including all the documentation referenced on the Attachment 1 - Quote Submission Checklist and specified in the following sections will constitute the Quoter's acceptance of the terms and conditions of the Solicitation, the Performance Work Statement (PWS) and concurrence with the proposed contract type.

3 - To ensure a timely and equitable evaluation of submissions, Quoters must follow the instructions contained herein. Quoters are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors.

4 - Submission of Quotes shall be via email, on or before the date specified on Block 8 of this Solicitation, Central European Time (CET), to the following:

Ms. Naziha Djeriouat, Contract Specialist, naziha.djeriouat.ln@army.mil

Mrs. Kila Lindstrom, Contracting Officer, kila.k.lindstrom.civ@army.mil

a) QUESTIONS. Quoters shall submit any questions in writing via email to Naziha Djeriouat and Kila Lindstrom by 2:00 pm CET no later than ten (10) working days after the release of the Solicitation.

b) Questions shall annotate a reference to the specific solicitation element or PWS paragraph number to which they pertain. The Government will consider all timely submitted questions and may provide answers as deemed necessary. All questions resulting in a change to the Solicitation will include an amendment to the solicitation.

c) The Quoter is responsible for ensuring the Government's receipt of its Quote, and any modifications, revisions, or withdrawals by the designated due date. Block 8 of this Solicitation provides the due date and time for Quotes. The Government may not accept any late submissions.

The Government recommends you submit your Quote prior to the closing date, allowing enough time to ensure the Government receives the entire Quote on time for consideration for award. If the Government does not receive all portions of any e-mail Quote by the Solicitation closing deadline, the Government may consider the Quote as late and reject it. (see FAR Provision 52.212-1(f)(2) (i)). Re-send your e-mail submission if you do not receive a receipt confirmation.

d) Submission of multiple Quotes: Quoters submitting multiple Quotes in accordance with FAR Provision 52.212-1(e) shall submit only one (01) Quote per email submission. Quoters shall submit all required documentation with each Quote submitted, as the Government will evaluate each Quote separately.

e) If a Quoter believes the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise deemed unsound, the Quoter shall immediately notify the Contracting Officer in writing with supporting rationale.

5- Interested contractors shall submit all Quotes, questions, and correspondence in the English language (52.214- 34). The Government will determine Quotes submitted in a language other than English as "Unacceptable" and will not evaluate those Quotes.

6- Organizational Conflict of Interest: The term "Organizational Conflicts of Interest" (OCI) is defined in FAR Part 2.1; also see FAR Part 9.502(b). For this Solicitation, "OCI" exists when a Contractor would face an actual or potential conflict of interest if it worked on the planned requirement, due either to its other business interests or to the nature of the effort to be performed.

Organizational conflicts of interest are more likely to occur in contracts involving:

a) Management support services;

b) Consultant or other professional services;

c) Contractor performance of or assistance in technical evaluations; or

d) Systems engineering and technical direction work performed by a Contractor that does not have overall contractual responsibility for development or production.

The Contracting Officer has reviewed and analyzed the PWS under this Solicitation and has not identified any OCI issue, potential or otherwise. However, Quoters are encouraged to make a preliminary disclosure to the Contracting Officer, prior to the due date for receipt of Quotes, of any OCI issues the Quoter has identified. Such preliminary disclosure will allow the Contracting Officer more time to assess both the potential OCI and the Quoter's proposed strategy to avoid or mitigate the OCI. This assessment may be crucial since, per FAR Part 9.504(e), the Contracting Officer may not award a requirement to a Quoter with an OCI that cannot be avoided or mitigated. If the Quoter demonstrates to the Contracting Officer that there may be a possible conflict of interest arising out of an existing contract, the Contracting Officer shall take the necessary action to delete that requirement from this Solicitation and/or mitigate any conflict of interest that may be present.

The Quoter agrees that the Government or an authorized representative may, up to three years after acceptance of all programmatic documentation to be delivered under this requirement, restrict the Quoter's future participation in any resulting program managed system acquisition action(s).

INSTRUCTIONS FOR WRITTEN SUBMITTALS

1- Quote Preparation Instructions -Failure to follow the below Quote preparation instructions may result in the Government deeming a Quote unacceptable. This addendum and FAR Provision 52.212-1, "Instructions to Quoters - Commercial Products and Commercial Services," contain all submission instructions. Each written Quote shall contain:

a) The signed and dated Standard Form 1449 and acknowledgement of all Solicitation amendments.

b) For Quotes sent in multiple emails, Quotes must number each email sequentially to include the total number of emails sent, e.g., "Email 1 of 2," "Email 2 of 2."

c) The Government will evaluate Quotes using the criteria listed in FAR Provision 52.212-2, "Evaluation - Commercial Products and Commercial Services." The Government intends to evaluate Quotes and award a contract without negotiations with the Quoter. Therefore, the Government cautions Quoters to examine this solicitation in its entirety and to ensure that their Quote contains all necessary information, provides all required documentation, and is complete in all respects. Per FAR Provision 52.212-1(g), the Quoter's initial Quote should contain the Quoter's best terms from a price and technical standpoint. The Government reserves the right to conduct negotiations if the Contracting Officer later determines them to be necessary. The Government may reject any or all Quotes if such action is in the best interest of the Government.

2- Quote Content

a) General Information--

Fill out, sign and submit a copy of Attachment 1 - General Information.

Exceptions - Identification and explanation of any Contracting Officer approved exceptions.

Solicitation, Quote and Award - The Quoter shall acknowledge any amendments to the Solicitation in accordance with the instructions at time of release. The Quoter shall provide the name, title and telephone number of the company/division point of contact regarding decisions made with respect to your proposal and who can obligate your company contractually. Also, identify those individuals authorized to negotiate with the Government.

Contact Information - The Quoter should include a contact list (with phone numbers, fax numbers, mailing addresses, e-mail addresses, etc.) of all personnel authorized to negotiate on the company's behalf.

Representations, Certifications, and Other Statements of the Quoter - The Quoter shall complete all required representations and certifications. The Quoter shall ensure a thorough review of these provisions, submitting each representation/certification with all blocks filled-in truthfully and completely.

b) FACTOR 1: Technical Capability--The Technical Capability shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Quoter's Quote.

Sub-factor 1: Staffing Plan -

The Quoter shall provide a narrative that explains the process for recruiting and maintaining culinary personnel capable of applying food protection and sanitation measures IAW PWS paragraph 5.2.1.3.

The narrative must detail the methodology for providing a qualified Lead Cook--possessing at least five (5) years of complete meal service experience within the past ten (10) years, including two (2) years specifically as a Lead Cook--to oversee shift production, instruct hired cooks, and ensure strict adherence to Army recipes and facility sanitation standards following recruitment IAW PWS paragraph 5.2.1.2.

Sub-factor 2: Experience in Food Preparation Services -

As part of its Quote, the Quoter shall fill-out and submit exactly one (01) complete copy of Attachment 3 - Experience Questionnaire I and Attachment 4 - Experience Questionnaire II, each detailing one (01) individual previous example of how the Quoter effectively provided food preparation services. The same contract or project cannot be included in both attachments.

Attachment 3 - Experience Questionnaire I and Attachment 4 - Experience Questionnaire II will provide information which affirms the Quoter's experience in performing food preparation services in accordance with standard commercial practices rendered in Europe. The answers to the experience questionnaire will confirm whether the Quoter has the experience necessary to successfully perform the services required. Quoter's responses will be evaluated against the Evaluation Criteria (Technical Factors) defined in FAR Provision 52.212-2, "Evaluation - Commercial Products and Commercial Services". The Quote should not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the Quoter intends to meet these requirements.

-The Quoter shall assume the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the Quoter's Quote.

-Elaborate brochures or documentation, detailed artwork, or other embellishments should not be a part of the Quote.

-Quoters are reminded to address and communicate any assumptions, exceptions, or deviations to the Contracting Officer no later than instructed above.

-Information the Quoter deems appropriate should be included in the Quote. Quote paragraphs shall correspond to the pertinent PWS paragraph (where referenced).

-The Quoter must ensure the Quote does not display pricing information in the Technical Capability Volume; however, this restriction does not preclude the Quoter from describing staffing levels relevant to the Quote.

-Additional Information. The Contractor shall apply all appropriate markings to the Quote including those prescribed in FAR Part 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information.

c) FACTOR 2: Supplier Performance Risk-- The Quoter shall submit their Commercial and Government Entity (CAGE) Code in Block 17a of the Solicitation. The Government will use this CAGE Code to access Supplier Performance Risk information.

The Government will consider Risk in accordance with the DFARS Provision 252.204-7024, Notice on the Use of the Supplier Performance Risk System (SPRS). The Government will consider Supplier Risk as described in the provision. The Government WILL NOT consider Item Risk or Price Risk as described in the provision. For purposes of this Risk assessment, the Government will only consider information contained in the SPRS. Any questions or concerns the Quoter has concerning its SPRS risk assessments should be addressed as described in paragraph (d) of DFARS Provision 252.204-7024.

d) FACTOR 3: Price - The Quoter shall complete and submit a copy of Attachment 5 - Contract Line-Item Number (CLIN) Schedule by filling-in their pricing for the columns labeled "Unit Price" (column H) and "Extended Price" (column I). The Government presumes each Quote represents its best effort to respond to the solicitation.

Quoters shall enter the total price for each line item. Quotes shall be provided with only 2-digits after the decimal point. In the event there is a difference between the unit price and the total amount, the Government will hold the unit price to be the intended Quote and re-compute the total of the CLIN accordingly. Prices provided shall be fully loaded, inclusive of all fees, overheads, G&A, insurance, profits and/or any other markups. Complete pricing for each CLIN or sub-CLIN, if applicable, as required without taxes and including all shipping charges, FOB Destination to Germany. Failure to do so may be cause for the Quote's removal from consideration for award.

Within the submitted FFP unit price, Quoter shall include costs for all resources necessary to accomplish the work required by the PWS, to include labor and Other Direct Costs (ODCs).

All information relating to the proposed price must be included in this volume. Submission of electronic versions of the price volume shall be in a format compatible with Microsoft Office (2007 or earlier), as further delineated below, and files should not be read only or password protected. All Excel formulas, look up tables, and links should be intact; and no link should exist to files not included with the submission. Excel workbooks should not contain hidden spreadsheets. PDF or flat files are not acceptable. The one (01) exception is for strictly narrative cost/price language, such as in the Price Narrative Section, which may be submitted in Word or PDF format. Failure to comply with these formatting requirements may result in rejection of your Quote.

Prices on all Quotes shall be submitted in Euro.

Price shall be exclusive of Value Added Tax (VAT) in accordance with DFARS Clause 252.229- 7001, Alt 1.

As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (06) months of the Quoter's base period price to the Quoter's total price. Quoter is required only to price the base period. The Quoter shall not submit a price for the potential six (06) month extension of services period. The Government may choose to exercise the Extension of Services at the end of the base period, utilizing the rates of that performance period.

3 - SYSTEM FOR AWARD MANAGEMENT (SAM): To be eligible for award, prospective Quoters shall register, if not already registered, in SAM (www.sam.gov) by the date Quotes are due.

4 - REQUIRED CLAUSES AND PROVISIONS: Quoters shall complete and submit with their Quote, as appropriate, the following representation, certification, provisions and clauses listed in full text within this solicitation:

a) FAR Provision 52.209-7, "Information Regarding Responsibility Matters"

b) FAR Provision 52.209-11, "Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law"

c) FAR Provision 52.229-11, "Tax on Certain Foreign Procurements - Notice and Representation"

d) DFARS Provision 252.204-7016, "Covered Defense Telecommunications Equipment or Services--Representation"

e) DFARS Provision 252.204-7017, "Prohibition on the Acquisition of Covered Defense Telecommunications Equipment or Services--Representation"

For provisions and clauses completed by the Quoter electronically as part of its annual representations and certifications, the Contracting Officer will consider that information instead of requiring the Quoter to complete and submit those provisions and clauses.

For those provisions and clauses that the Quoter has not completed electronically, the Quoter must fill in and submit them with their Quote.

For the annual FAR and DFARS representations and certifications submitted electronically via SAM (www.sam.gov), the Quoter verifies by submission of its Quote that those representations and certifications currently posted electronically that apply to this solicitation have been entered or updated within the last 12 months; are current, accurate, complete, and applicable to this solicitation, as of the date of its Quote; and are incorporated in its Quote by reference (see FAR Part 4.1201); except for the changes expressly identified in the Quoter's Quote. Regarding any changes, the Quoter represents that the new information is current, accurate, and complete as of the date of its Quote and incorporated into it.

In this Solicitation for Quotes, the Government's acquisition strategy is to utilize Federal Acquisition Regulation (FAR) clauses and provisions associated with FAR Part 12, "Acquisition of Commercial Products and Commercial Services," in accordance with FAR Part 12.201, and supplemented by Defense Federal Acquisition Regulation Supplement (DFARS) and the Army Federal Acquisition Regulation Supplement (AFARS).

Organizational conflicts of interest are more likely to occur in contracts involving:

a) Management support services;

b) Consultant or other professional services;

c) Contractor performance of or assistance in technical evaluations; or

d) Systems engineering and technical direction work performed by a Contractor that does not have overall contractual responsibility for development or production.

-A Prime Quoter may use or list a sub-contractor as the performing entity as a substitute for the Prime Quoter to complete Attachment 3 - Experience Questionnaire I or Attachment 4 - Experience Questionnaire II, to satisfy the requirement for experience. However, a sub-contractor can only be listed as the performing entity for one of the attachments, not both. Prime quoters shall submit a teaming agreement, commitment letter or other form of binding evidence confirming the subcontractor will perform under the resulting contract as part of the technical capability volume, if they are using sub-contractor experience to complete one of the attachments.

Any questions or concerns the Quoter has concerning its SPRS risk assessments should be addressed as described in paragraph (d) of DFARS Provision 252.204-7024.

d) FACTOR 3: Price - The Quoter shall complete and submit a copy of Attachment 5 - Contract Line-Item Number (CLIN) Schedule by filling-in their pricing for the columns labeled "Unit Price" (column G) and "Extended Price" (column H).
