The following have been added by full text:
AMENDMENT 0001
The purpose of Amendment 0001 is the following:
1. The Scope of Work (SOW), Attachment 0001, has been revised. SOW dated 30MAY2019 hereby replaces SOW dated 01MAR2019.
2. Incorporate Attachment 0029, Site Visit Attendance List, dated 22MAY2019.
3. Incorporate Attachment 0030, B348 Photos, dated 22MAY2019.
4. Incorporate Attachment 0031, Anticipated Subcontractors Form, dated 28MAY2019.
5. All Offerors are required to submit a list of Anticipated Subcontractors. See Attachment 0031. Submission of this one (1) page form should be submitted within Volume VI: Solicitation, Offer and Award Documents, and Certification/Representatives.
6. The page limit for Volume VI: Solicitation, Offer and Award Documents, and Certification/Representatives has been revised in order to accommodate submission of Attachment 0031. The revised page limit for this Volume is now eleven pages.
7. The RFP has been revised to clarify language on page 84 of the solicitation.
New language is as follows:
The CLINs for Demand Maintenance Orders (DMOs) will be T&M. The Government has provided a number of labor hours for evaluation purposes only for the DMO and PWO CLINs in the Price Matrix. The Government has also provided material surrogate dollars amounts for evaluation purposes only for the DMO and PWO CLINs in the Price Matrix. The Offeror shall not change these dollar amounts. The Government provided surrogate numbers for material are inclusive for any Offerors' applicable indirect rate adders.
The above paragraph replaces the language below:
T&M CLINs for Demand Maintenance Orders (DMOs) and Project Work Orders (PWOs) will be T&M.
The Government has provided a number of labor hours for evaluation purposes of the price matrix. The Government has provided material surrogate dollars amounts for the T&M CLINs for evaluation purposes only in the Price Matrix. The Offeror shall not change these dollar amounts. The Government provided surrogate numbers for material are inclusive for any Offerors applicable indirect rate adders.
8. Answer Industry questions.
9. All other terms and conditions remain unchanged.
Industry Questions and Government Answers
Q1. How should Past Performance Questionnaires be submitted?
A1.
The Offeror shall complete Part I of the Past Performance Questionnaire and e-mail Part I and Part II to the technical representative responsible for the past/current contract. Please copy megan.k.frost2.civ@mail.mil.
The Offeror shall instruct POCs to electronically complete Part II of the questionnaire and e-mail the entire questionnaire to the Contracting Office no later than the proposal due date, to megan.k.frost2.civ@mail.mil and molly.j.lewis4.civ@mail.mil.
The Offeror shall e-mail a list of all the POCs who were sent a questionnaire to megan.k.frost2.civ@mail.mil and molly.j.lewis4.civ@mail.mil.
The Government must receive this list no later than the proposal due date. Please see page 86 of solicitation for additional details.
Q2.
RFP page 86 of 97, L.2 Proposal Format, Volume IV – Factor 3, Past Performance, PPQs: Regarding the additional 6 pages per contract submitted for past performance, the RFP states, “The additional six pages must include the Past Performance Evaluation Questionnaire (Attachment 0010) and may include one page of narrative regarding a proposed major subcontractor.” However, the RFP further states that “The Offeror shall complete Part I of the Past Performance Questionnaire and e-mail the questionnaire to both the Government contracting activity and technical representative responsible for the past/current contract.
The POCs shall be instructed to electronically complete Part II of the questionnaire and e-mail the entire questionnaire to the Contracting Office no later than the proposal due date, to megan.k.frost2.civ@mail.mil and molly.j.lewis4.civ@mail.mil.
Are Offerors therefore required to obtain copies of the completed PPQs from their POCs for inclusion in Volume IV, as well as requesting that the POCs submit the completed PPQs to the Government?
A2.
No, offerors are not required to obtain copies of the completed PPQs from their POCs for inclusion in Volume IV.
Q3.
For all contracts identified, a Past Performance Questionnaire, Attachment 0010, must be completed and submitted. The Offeror shall complete Part I of the Past Performance Questionnaire and e-mail the questionnaire to both the Government contracting activity and technical representative responsible for the past/current contract. The POCs shall be instructed to electronically complete Part II of the questionnaire and e-mail the entire questionnaire to the Contracting Office no later than the proposal due date, to megan.k.frost2.civ@mail.mil and molly.j.lewis4.civ@mail.mil. The Offeror shall e-mail to the Contracting Officer a list of all the POCs who were sent a questionnaire. The Government must receive this list no later than the proposal due date. The POC List shall be submitted in Word for Windows Table Format and include the following fields: Solicitation Number; Company Name; Contract Number;
Government Agency; POC Last Name, First Name; POC Title; POC Telephone Number; POC E-mail Address; and Date E-Mailed to POC (month/day).
Does this mean I need to copy you when I send the past performance questionnaire to one of our customers?
A3. Yes, please copy megan.k.frost2.civ@mail.mil.
Q4a.
The scope of work outlined in this solicitation is typical, and sold/provided by the service industry on a commercial basis, and would likely meet the definition of "commercial items", as referenced by FAR 2.101(6) "Services of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions."
Can the government provide an explanation or rationale for requiring Cost Accounting Standards (CAS) and other FAR 15 related clauses for this contract, in lieu of FAR Part 12 Acquisition of Commercial Items?
A4a.
Though HVAC / Mechanical Services are often determined commercial services, this particular requirement contains the non-commercial elements listed below.
a. GFEBS access is a requirement for the service provider
b. DDC controls
c. Specialized heating and cooling systems in Building 68
d. Insurance constraints
e. License
f. Bonding
g. Federal Installation wage requirements
Additionally, a Determination of Non-Commerciality was completed in the current contract, W52P1J-13-C-5017; therefore, in accordance with DFARS 212.102(a)(ii)(A), a prior commercial item determination shall serve as a determination for this subsequent procurement of such item.
Q4b. Can we submit our bid based on part 12, commercial item procurement, instead of part 15 of the FAR?
A4b. No. This is a non-commercial procurement (see A4a).
Q6.
This information will be entered into GFEBS, so GFEBS will be how the PM performance data is tracked. Is Section 5 - 3.2.2 “PM Historical Data Plan” required?
A6. Yes. The plan for GFEBS entry should include ensuring that the referenced data is entered into GFEBS.
Q7. Is air balancing required as part of this contract as it has been in the past contracts?
A7.
Yes, air balancing is required. PWS has been modified to reflect this. See Section 5, paragraph 3.4.13 and paragraph 3.5 for specific details.
Q8.
RFP page 80 of 97, L.1 Submittal Requirements, Page Limits: Are title pages and Tables of Contents excluded from the page limits?
A8. No, title pages and Table of Contents are not excluded from the page limits.
Q9.
Tech Exhibit 3.0 - PM Requirements - Tab 28 is labeled Steam Traps. There are only 3 steam traps shown with little to no information for any of them. Does this mean there are only 3 steam traps that are required to be tested/maintained on this contract?
A9.
There are steam traps in Bldgs. 350, 390 and 301. Approximately 287 traps in Bldg. 350, 460 traps in Bldg. 390 and 62 traps in Bldg. 301. All need to be tested and maintained.
Q10. Request deadline extension of 2 weeks.
A10. Closing date remains 10JUN2019 at 1500 CT.
Q11.
FAR 52.215-1(c)(2) “The first page of the proposal must show--
(i) The solicitation number; (ii) The name, address, and telephone and facsimile numbers of the offeror (and electronic address if available); (iii) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item; (iv) Names, titles, and telephone and facsimile numbers (and electronic addresses if available) of persons authorized to negotiate on the offeror's behalf with the Government in connection with this solicitation; and (v) Name, title, and signature of person authorized to sign the proposal. Proposals signed by an agent shall be accompanied by evidence of that agent's authority, unless that evidence has been previously furnished to the issuing office.”
In Section L, page 88, FAR 52.215-1(c)(2), gives instructions for the first page of the proposal. Because the RFP instructs that the volumes are to be submitted as separate files, is it acceptable to submit this "first page" as a separate document in the proposal.zip file?
A11.
No. Please include this “first page” information within Volume IV, Solicitations, Offer, and Award Documents and Certifications/Representatives, Section A (see page 86 of the RFP).
Q12.
Section B of the RFP (pages 6-34) seems to contain lists of items with spaces for quantity and price. This Section is not referenced in the RFP anywhere else. Are we supposed to fill out this section? If so, in which volume does it belong?
A12.
Do not complete Section B of the RFP. This information should be submitted via the Price Matrix (Attachment 0007) within Volume III.
Q13. Regarding Volume VI - Standard Form 33, are we supposed to submit all pages of SF33, or just page 1.
A13.
Please submit all pages which require Offeror to complete any fill-in and/or signature (see page 86 of the
RFP).
Q14.
During the site visit it was said the only steam boilers are three at Building 350. In the Equipment Master List there are the following additional steam boilers: BS-050-B-1, BS-060-B-1, BS-220-1-1, BS-220-1-2, BS-299-1-1, BS-301-B-1, BS-312-B-1. Are these additional boilers to be covered under this contract as well?
A14.
The site visit information was erroneous and the master list contains some information that has changed during the contracting process. BS-050-B-1 (NG), BS-060-B1 (EL), BS-301-B-1 (NG), BS-312-B-1 (NG) are steam boilers. BS-220-1-1&2 have been transferred to another entity for maintenance and BS- 229-1-1 has been abandoned in place
Q15.
In which Volume should we include our responses to items raised in “Section I – Contract Clauses” of the RFP?
A15. Volume IV, Solicitations, Offer, and Award Documents and Certifications/Representatives.
Q16. Please provide photos of Building 348, which was visited during the Site Visit on May 22, 2019.
A16. Photos provided in Attachment 0029, B348 Photos, dated 22MAY2019.
Q17.
In Section L of the RFP document, we are instructed to submit our proposal electronically. Does this mean we are to submit them by E-mail to the contracting officers? Or is there a Dropbox-type system where we are supposed to upload the electronic file? If we are to use E-mail, what is the file size limitation for your E-mail system?
A17.
Please submit proposals to megan.k.frost2.civ@mail.mil. In email body, please request receipt to confirm delivery. There is no drop-box system. Our email system standard is an estimated limit of ten
(10) megabits per incoming email.
If multiple emails are required, Offeror shall note number sequence in email Subject Line (example:
Email 1 of 3 for HVAC Proposal from YOUR COMPANY NAME).
Please be aware that large files may require extra time to be delivered into our email system. All proposal documents must be fully delivered into the email system, and time-stamped no later than 1500 CT (3:00pm CT) on 10JUN2019.
Q18. Factor 1, Subfactor C. TECP Key Point #4 & 5 – please provide the workload information for the Predictive PM Data Collection and Predictive PM Data Analysis.
A18. The requirements for Predictive PM are in Section 5, Paragraph 4.0 and the equipment list is in Technical Exhibit 4.0.
Q19. FAR 52.222-17 Nondisplacement of Qualified Workers is listed as one of the clauses incorporated by reference in the RFP. However, Volume II Factor 1, Subfactor C requires a large number of resumes for proposed personnel to be included on the contract.
Can the Government please clarify if there are already existing employees with the qualifications listed in the requirements for Volume II Factor 1, Subfactor C? If so, is the Offeror obligated to provide resumes for these positions (instead proposing under the assumption they would continue on the project in accordance with FAR 52.222-17)?
A19. Yes, there are existing employees with the qualifications. The Offeror is required to provide resumes for the positions identified in Section 1, paragraphs 4.1.1, 4.1.3, 4.1.4 and 4.1.5 of the PWS. Though the clause of 52.222-17 applies, Q20. Do we need to have resumes for all proposed employees as outlined in the RFP Volume II – Factor 1, Subfactor C TECP? The list in Section 1, paragraph 4.0 of the PWS does not align with the key points in the RFP.
A20. The Offeror is required to provide resumes for the positions identified in Section 1, paragraphs 4.1.1, 4.1.3, 4.1.4 and 4.1.5 of the PWS.
