LCAAP RFP Questions & Answers
26 November 2018
No. RFP Section Question Answer
Page 110, Section L, Paragraph A.8
Are the List of Figures and List of Acronyms are also excluded from the page limits?
Yes
Page 109, Section L, Paragraph A.2 and A.8
Section L.A.2 says that only one cover letter is needed for an entire submittal. L.A.8 groups the cover letter in with the Executive summaries for each volume. May we consider the cover letter to be the Executive Summary for Volume 7 and include 5 page Executive Summaries for Volumes 1–6?
Yes. The proposal shall include a cover letter and table of contents. In addition, each Offeror is also allowed up to 5 pages per volume for proposal introductions/cover letter/executive summaries specific to each volume.

For paragraph headings, charts, graphs and spreadsheets fonts such as Arial are easier to read on top of color blocks in graphs and table heading rows.
Using Arial for paragraph headings (section titles) also makes the heading stand away from the paragraphs, making it easier for reviewers to find section titles. Given the advantages offered by having two font types to increase the readability of the document, will the Government consider changing Section L to read “and utilize Times New Roman font for paragraphs of text and either Times New Roman or Arial, except for Arial Narrow, for paragraph headings, graphs, charts, tables, spreadsheets and diagrams?”
Yes.
4 Section M Was the Section M language from the draft RFP addressing an unacceptable proposal intentionally eliminated?
Yes
Attachment 0030, Price Matrix – .50 Caliber Family
Cartridge “M33 - 50 Cal Ball” – these are currently not assigned to a DODIC in the TEP and therefore are not being considered. Is this the Government’s intention?
“M33” has been removed from the matrix. Additionally, “M17” has also been removed.
Attachment 0030, Price Matrix – .50 Caliber Family
There is no cartridge configuration listed for a lead-free non SMP 860 version, yet DODIC A557 LF would seem to require one.
“A557 LF (SMP 860)” has been updated to accurately link to “M17 (SMP 860).” “A555 LF” has also been updated to reflect “A555 LF (SMP 860)”.
Attachment 0030, Price Matrix – .50 Caliber Family
The TEP is assigning the “M33 (SMP 860) - 50 Cal Ball” to M33A1 DODICs. Should this be M33 LF (SMP 860), or should the non-“LF” labeled DODICs show M33 instead of M33A1 designations?
The DODIC Nomenclatures on the Delivery Order tabs have been updated to accurately reflect M33 and M33A1 where applicable.
Attachment 0030, Price Matrix – .50 Caliber Family
The DODICs applying the M33 LF (SMP 860) cartridge are A555 LF, A557 LF, and A552 LF (SMP 860) – two of which are non-SMP 860 DODICs.
A555 LF and A557 LF have been updated to accurately reflect SMP 860.

Past Performance Questionnaire for Commercial Contracts states the Offeror shall submit a list of no more than eight (8) Government or commercial, supply or service contracts that are recent and relevant to the solicitation requirement. Attachment 0048 is to be used for Commercial contracts. It is assumed the Government will be using PPIRS/CPARS to determine the performance of Government contracts? If a contractor has a recent and relevant Government service/supply contract that is not evaluated in PPIRS/CPARS, should the Past Performance Questionnaire (PPQ) at Attachment 0048 be used?
The Government may utilize performance information obtained from any available sources, to include Government databases such as PPIRS. The Government may contact the POC for any submitted recent and relevant contracts not evaluated in PPIRS. In these instances, the PPQ may be submitted, however, it is not required.

Attachment 0018, PWS 18 – Facility Plans, Strategies and Analyses, Paragraph 3.3.1.1
AR-420-10 was superseded by AR 420-1 on 02/12/2008. The current active version of AR 420-1 is dated 8/24/2012. We assume the Government intended to cite AR 420-1. Can you please confirm this is correct?
The PWS will be updated to accurately reflect AR-420-1.

Failure Modes Effect Analysis (FMEA) documents are extensive and complex documents with a large number of pages in excess of 10 oversize (11x17) pages each and would consume almost 70% of the 30 oversize pages allowed. We recommend these FMEA documents be provided as an appendix to the proposal and that they are outside the Volume 1 page count limitation of 150 pages and the associated 30 oversize page limit.
The Volume 1 page limitation will be increased to 175 and the oversized page limitation will be increased to 40. Volume 1 shall not exceed 175 pages, inclusive of a limit of 40 oversized pages. Submittal of FMEA documents as an appendix is not permitted.

Maintenance
Are the services required by PWS 0017, Section 1.3 paid for by FCA and does the $250,000 limit shown in PWS 0001 for repair costs apply?
The Government may use appropriated funds in addition to the FCA for restoration/repair of ARMS-designated Government assets, studies or other services. Government FCA funds will not be used for program operations or management of the account. The $250,000 threshold identified in PWS 0001 – Maintenance, Section 1.3, does not apply to the ARMS program.
