The Army Sustainment Command and Army Contracting Command - Rock Island will award multiple indefinite-delivery, indefinite-quantity contracts for logistics support services on a global basis. Offerors must bid on requirements for all areas of responsibility, with best value tradeoff decisions made separately for each area. The base contracts will have a 10-year period of performance, with task orders up to 5 years competed among awardees. Planning and other work to prepare for task order requirements may be included in firm fixed-price contract line items. Small business subcontracting goals will be established but not by area of responsibility.

Q&A
Q. Comment. Set the theater - The USG will water this down if you do not compete the contract by GCC, and it will cost more. Recommend bidding be by GCC with the ability to support one other region. No contractor can set the theater when the theater is the world without a lot of dollars. Also makes it hard for a small business to be credible in a support role.
A. Global capability is a requirement for a basic contract award. Setting the theater will only be for the ASCC(s) awarded via task order(s).

Q. 10 year ordering period w/ 5 yr TO period of performance… will the awardees per region be allowed to recompete the regions after 5 yrs? Or are the awardees “stuck” w/ their region for 10 yrs?
A. The base contract will be 10 years. All requirements, to include planning and alignment to a region, will be included in a task order re-compete among the multiple award IDIQ vendor pool.

Q. Will the Army be looking to match DoD SB contracting goals OCONUS? Would these goals be by region?
A. LOGCAP V intends to establish small business goals to include OCONUS work, but currently does not distinguish by ASCC.

Q. What, if any, is the role of community relations in areas impacted by operations either during the “set the theater” portion, during, or after a task order? (Comment: before, during, after -> extreme & cost associated.)
A. Host nation engagement will be situational dependent upon the ASCCs commanders’ initiatives. If host nation engagement becomes part of a USG requirement to meet commander initiatives, it will be incorporated as a task order requirement.

Q. Will performance contractors be required and/or incentivized to use the federal supply system for material requirements?
A. In accordance with draft PWS 02.02.01.02 “The contractor shall document rationale for any use of commercial sources when used in lieu of Federal Supply Systems and other Strategic Sources.”

Q. Will “setting the theater” fit into a CLIN or set of CLINs? If so, how?
A. A task order will be awarded for each ASCC that incorporates the pre-activation planning. This will include a firm fixed price for the basic requirement, to include the offeror’s technical approach as it relates to “setting the theater”. Additional tasks related to “setting the theater”, which are in support of command initiatives and potentially specific to each region, may be incorporated through additional CLINs.

Q. Do you intend to issue sample task orders for evaluation purposes? If so, how many? Six?
A. No sample task orders are anticipated to be included. The current Source Selection Concept includes the evaluation of current performance requirements.

Q. Does the USG expect performance contractors to have or develop knowledge, plans, infrastructure, and other enablers in place in a region(s) at their own cost?
A. A task order will be issued for each ASCC that includes pre-activation planning, which will incorporate the contractor’s technical approach and associated cost. Through pre-activation planning, each contractor is expected to develop a knowledge base to respond quickly in establishing necessary enablers and infrastructure at event start. The USG recognizes contractors may already have capabilities within an ASCC that can be leveraged to support LOGCAP requirements, however there are no expectations that infrastructure be developed at the contractor’s cost.

Q. Is there a percentage of small business work requirement that the prime contractors must meet?
A. The USG will be coordinating with the Army Office of Small Business Programs to finalize the strategy as it relates to small business. LOGCAP V intends to establish small business goals to include OCONUS work.

Q. Do you anticipate competing all of the current task orders in conjunction with the IDIQ solicitation?
A. Yes, current task order requirements will be included within the competition for the corresponding ASCC task order(s) competed in conjunction with the base IDIQ contract.

Q. Will bidders select which GCC to bid or will the USG determine GCC awards based on global scoring?
A. A global scoring approach will not be used. Offerors will be required to bid on all requirements. The USG will make a best value tradeoff decision for each ASCC.

Q. With respect to the 5 yr recompete among the “6” awardees… this seems to limit competition. What if company “x” teams/subcontracts with one of the 6 awardees, then after 5 yrs has relevant past performance to prime for the next 5 yr iteration, but now they can’t because they were not an original “6”.
A. The base contracts are for a 10 year period. Task orders will be competed among the multiple award IDIQ vendor pool.

Q. Could the USG please put its evaluation criteria by given rating plan into the context of a best value tradeoff?
A. Technical is more important than Past Performance. Past Performance is more important than Small Business. Small Business is more important the Cost/Price. All non-price factors when combined are significantly more important than Cost/Price.
The best value tradeoff determinations will be made for each ASCC based on a prioritization of the ASCCs.
